Update of the Progress of Capital Improvements Financed through Bonding and status of override. Each school district that issues bonds under this section is required to hold a public meeting each year between September 1 and October 31, until the bond proceeds are spent, at which time an update of the progress of capital improvements financed through bonding is discussed and at which time the public is permitted an opportunity to comment. At a minimum, the update shall include a comparison of the current status and the original projections on the construction of capital improvements, the costs of capital improvements and the costs of capital improvements in progress or completed since the prior meeting and the future capital bonding plans of the school district. The school district shall include in the public meeting a discussion of the school district's use of state capital aid and voter-approved capital overrides in funding capital improvements, if any. 6. CONSENT AGENDA - All those items listed below may be enacted by one motion and approved as Consent Agenda items with or without discussion. However, any item may be removed from the Consent Agenda and considered separately if a Governing Board member so requests. The resolutions included in the Consent Agenda have been posted in order to waive the reading of the body of the resolutions. Consider approving the Consent Agenda as presented. 1. Consider approving the certified and classified personnel actions as presented. A copy of the Personnel report has been attached for review. Consider ratifying the vouchers as presented. Arizona Revised Statutes requires approval/ratification of all vouchers. 4. Consider approving an additional company for Sole Source procurement for the 2017-2018 school year as presented - SpyGlass Procurement guidelines require the Governing Board to approve the listing of vendors that are utilized as "Sole Source." Sole Source is when no reasonable alternative exists. Vendors from the Sole Source listing are used as required. If additional sole source vendors are identified during the year, they will be brought to the Governing Board for approval. 5. Consider approving the District's current bank accounts and authorized signers for the 2017-2018 school year as presented. Pursuant to A.R.S. 15-321, 15-1122 and 15-1126, the Governing Board should approve the bank accounts and authorized signers on a yearly basis. Please see the updated attached list B. PUBLIC HEARING 1. Consider recessing the regular meeting to hold a Public Hearing to discuss the FY 2018 Budget Revision #1 and Bond/Override progress. 2. Consider adjourning the Public Hearing and reconvening to Regular Session C. STUDY AND VOTING SESSION 1. Consider the review and approval of the FY 2018 Revised Budget #1, as presented. According to Arizona Revised Statutes, districts may revise their budgets throughout the fiscal year, whether the revision is required or not. PUSD FY 2018 Revised Budget #1 is being presented to rectify previous years errors in the Classroom Site Fund budget balances. 2. Consider approving the 2016-2017 Annual Financial report as presented. Mr. Moore has prepared the 216-2017 Annual Financial Report (AFR) for your approval. The summary condenses the information in the AFR and is the document that will be transmitted electronically to the Arizona Department of Education (ADE) for posting to their website. The entire report will be submitted to ADE for review. A presentation will be made at the Board meeting. Please see the attachments. 3. Consider approving a Memorandum of Understanding between Prescott Unified School District and The City of Prescott regarding the Prescott Safe Route to School infrastructure improvements at Mile High Middle School, as presented. By this memorandum, we will formalize the understandings reached between the City of Prescott and Prescott Unified School District regarding the Use, Operation, Construction, and Maintenance of right of way needed for construction of the Prescott Safe Route to School infrastructure improvements at Mile High Middle School.
4. Consider approving a Memorandum of Understanding between Arizona Board of Regents for and on Behalf of Northern Arizona University Senior Corps Programs and Prescott Unified School District for the Foster Grandparent and Retired Senior Volunteer programs, as presented. This MOU describes the responsibilities to be taken by NAU and Prescott Unified School District under the Senior Corps Foster Grandparent and Retired Senior Volunteer programs in Yavapai County. Foster Grandparents use their life experiences and wisdom to help change the future for children. They volunteer in schools as a mentor and tutor for children and youth who will benefit from extra attention. There are currently two Foster Grandparents at Lincoln Elementary School. 5. Consider approving a Memorandum of Understanding between Prescott Unified School District and Yavapai Regional Medical Center (YRMC) for a Mobile Health Clinic at Prescott Mile High Middle School, as presented. The District recognizes a need for its students to have healthcare services reasonably accessible in order to maximize their chances for success at school. The District has determined that the placement of a primary care health center Prescott Mile High Middle School, on Thursday's when school is in session, would serve the best interests of its students, and that such center would improve the students' overall health, well being and academic performance. 6. Consider Approving a Memorandum of Understanding between Yavapai County Superintendent of Schools (YCSS), on behalf of the Yavapai County Education Service Agency (YCESA) and Prescott Unified School District, as presented. YCSS/YCESA will serve in collaboration and cooperation as required to meet project goals set forth in an IGA between Governor's Office Youth, Faith Families (GOYFF) that was agreed upon to YCSS/YCESA to select three middle schools for implementation of the Healthy Families-Healthy Youth Pilot Program. Prescott Mile High Middle School was one of the Middle Schools Selected. 7. Consider approving Policy Services Advisory, Volume 29, Number 3 from August, 2017, regarding Policy Advisory Numbers 588-600, Excluding Policy Advisory No. 592, Policy IE, which pertains to J-TED Districts only. Governing Board BGB requires first and second readings of all proposed policy adoptions and approval by the Governing Board, This is the Second reading of the proposed policies and the Board will be asked to adopt the policies after the second
