2012 1 27 No. 1 2012 Vol. 27 ABSTRACTS Legitimate Starting Point for Reconstructing Academic Evaluation System Based on Various Kinds of Journal Ranking Zhu Jian Paper evaluation based on the publications of different levels puts this much-practiced evaluation system at stake. In front of this crisis there is no substitution to find. It is agreed that academic evaluation must return to the evaluation given by the academic community and yet the question remains how is the fairness to be realized It can be sure that democracy is an only way out. As main podium for airing out public opinion an academic journal must define itself with a clear subject boundary and such characters as being open and free in communication. It is thus natural that a legitimate starting point for the reconstruction of academic evaluation system lies in the action that journals must made to be open in its subject matters. Social and Economic Transformation in Modern China From Two-sector to Four-sector 1949-2009 Hu Angang Ma Wei Differently from other economies experiences China witnesses a unique transformational trajectory of socioeconomic structure drived by industrialization and urbanization which includes 1 dual economy slowly emerged from decomposition of Traditional Agriculture 1840-1948 2 the centrally planning economy artificially reinforced dually urban-rural segmentation 1949-1977 3 with rural reform and rural industrialization TVEs grew as third sector adding to the Dual Economy 1978-1991 4 triggered by socialist marketization and urbanization urban informal sector came into being. Confronting with the four-sector social structure including urban formal urban informal rural industry and rural agriculture the future trend of urban rural development is socioeconomically integration of four-sector into one especially equalization of access to basic public services. Community Microcosmic Organization Building and Social Management A Perspective Based on Social Policy in Post U- nit-system Era Zhang Xiulan Xu Xiaoxin With large-scale and rapid growing migrant population as well as the weakening of social functions of work units and traditional microcosmic units involving family and patriarchal clan in China it s essential to cultivate new kinds of microcosmic units to organize the individuals through which social management could be strengthened. The community has been functioning as an interface between the State and citizens. This paper argues that the State should enable the communities and citizens to enhance their capacity of social management at the community level and develop community-based social service delivery programs suggests that the community could be a platform to serve migrants and strengthen the role of families in delivery welfare benefits to family members and migrant population. What Is East Asia Discrepant Imagination and Reconstruction of Asia from the View of Modern China Japan and Korea Yang Nianqun As is mentioned in the works of many researchers the concept of East Asia came into being with the progress of the Occident and it s colonizing in the East. Whereas to understand the foundation of the identity within East Asia countries and the internal relations of their history it is not enough to restrict in the narrative mode of Western universalism. This paper focuses on the cultural mentality and the identity system that were brought up in the complicated historical context of the three main East Asia countries China Japan and Korea. All of these were conceived and constructed in the vision of East Asia and the analysis would help to get further understanding into the intersected and regrouped political system which constitute the inner meaning of the concept itself.
