1 TOWN OF ALTONA Committee of the Whole Minutes of the Committee of the Whole meeting held on Tuesday, February 14 th, 2017 at 3:00 p.m. at the Altona Civic Centre Council Chambers. Present were: Deputy Mayor Glen Robinson, Councillors: Terry Wiebe, Ann Kroeker, Tim Fast and Al Friesen. Regrets: Mayor Melvin Klassen and Councillor Donna Rosling-Wolters. Administration: CAO Dan Gagné, Assistant CAO Delores Loewen, Finance Manager Terry Fehr, Public Works Manager Clint Derksen and Fire Chief Greg Zimmerman. Regrets: Recreation Services Manager Ron Epp. Gallery: Mike LoVecchio from Canadian Pacific 1. Call to Order Deputy Mayor Glen Robinson called the meeting to order at the appointed time. 2. Review of Agenda MOTION: Terry Wiebe moved and Tim Fast seconded to approve the agenda as circulated. 3. Review of Previous Minutes 3.1 Minutes of January 24 th, 2017 MOTION: Terry Wiebe moved and Tim Fast seconded to approve the January 24 th, 2017 minutes as circulated. 4. 2 5. Delegations Mike LoVecchio from Canadian Pacific at 3:00 p.m. Deputy Mayor Glen Robinson welcomed Mike LoVecchio to the meeting. Mr. LoVecchio noted that in recent years Canadian Pacific has been driving for change and improvements. CP network is a strong franchise with a diverse reach. Mr. LoVecchio reviewed data noting improvements to the rail system. Safety is high on the priority list for CP, in 2016 they were the industry leader in safety. By innovating technology major progress is driving down equipment and track failures. A review of CP s performance between 2002-2016 are as follows; farm input costs are 62%, the cost of major inputs have far outpaced increases in CP freight rates which only increased 19%. VRCPI up 27% and the cost of using rail is an ever decreasing proportion of farm input costs. 6. CAO 6.1 CAO monthly report CAO Dan Gagné reviewed the CAO report. The Lagoon expansion tenders are coming in within budget, these tenders do not include the cost of force main. Roseau River First Nations has contact the Town of Altona/Municipality of Rhineland requesting that they be allowed to bring their waste to the our Landfill. An estimation of waste given was 400 metric tonnes a year, which would increase our landfill usage up by 10%. The estimate revenues would be $25,000.00 per year. With the increase in waste would shorten our Landfill life by about 10 years. CAO Dan Gagné reported that the 2016 Census numbers are out, the Town of Altona and the Municipality of Rhineland both had a 3% population increase, this is about 2% below the Canadian average. 6.2 Information Technology Policy CAO Dan Gagné reviewed the proposed information technology policy. RECOMMENDATION: Tim Fast moved Ann Kroeker seconded the following resolution: THEREFORE BE IT RESOLVED THAT the Town of Altona Information Technology Policy be approved and adopted as reviewed and recommended by Committee of the Whole. 2
3 6.3 Proposed Animal Control Budget CAO Dan Gagné reviewed the proposed Animal Control Budget. A delegation will be coming to tonight s Council meeting and this information was provided for Council information prior to hearing the delegation. 7. Works & Operations Chaired by Glen Robinson 7.1 Public Works monthly report Public Works Manager Clint Derksen reviewed the monthly Public Works report. The dozer at the Landfill had a bolt snap again, this is the same bolt that snapped in September and was repaired. There may be some warranty on parts. 7.2 Altona/Rhineland Fire Department monthly report Fire Chief Greg Zimmerman reviewed the monthly Altona/Rhineland Fire Department report. Chiefs breakfast worked out very well. 7.3 Animal Control monthly report CAO Dan Gagné reviewed the monthly Animal Control report. 8. Community & Social Development Chaired by Al Friesen 8.1 Recreation Service no report. 9. Finance & Administration Chaired by Tim Fast 9.1 Planning no report. 9.2 Finance & Administration 9.2.1 Cheque listing A/P Cheques - #002281 - #002326 in the amount of $605,705.94 RECOMMENDATION: Terry Wiebe Glen Robinson moved to recommend the approval of accounts payable cheques #002281 - #002326 in the amount of $605,705.94 as reviewed and recommended by Committee of the Whole. 9.2.2 Payroll January 15 th January 28 th, 2017 - $169,376.12 RECOMMENDATION: Ann Kroeker Terry Wiebe moved to recommend the approval of payroll and indemnities from January 15 th January 28 th, 2017 in the amount of $169,376.12. 10.
