The Trustees presented a letter dated December 5,2002 stating that based on a traffic study the Ohio Department of Transportation will install a traffic signal at the intersection of State Route 295 and Airport Highway. A discussion and question/answer session with the representatives from ODOT followed. Chairman Jeff Michael recessed the meeting at 7:55 PM to allow attendees to leave. Chairman Jeff Michael resumed the meeting at 8: 12 PM. Business of the Fiscal Officer (53:48 on the recording) Motion by Jim Irmen to pay Warrant Numbers 002145 through 002168, Withholding Voucher 11-2013, and sign the payment report. Toledo-Lucas County Health District Advisory Council- Trustee Jeff Michael reported that he was elected Chairman ofthe DAC and 2014 budget will not include an increase. The budget has remained steady at with no increase for the past four years. 2. Trustee Jim Irmen reported that he attended the Village of Swanton Council Safety Meeting and the Harding Township Trustee Meeting. 3. Feasibility Study - Trustee Joe Zielinski presented a quote to install a point well to collect water for testing and a quote to test the water. The Trustees discussed the quotes. Motion by Joe Zielinski to pursue the point well at a cost of $500.00 from Mastin Septic Tank, Inc. Seconded by Jim Irmen. Roll Call: Joe Zielinski, yes; Jim Irmen, yes; Jeff Michael, yes. Dear Mr. Heinemann: We are writing in response to your letter requesting a signal warrant analysis study at the intersection of State Route 2 and State Route 2951 CR-115 (Berkey Southern Road) in Lucas County. We have completed our study of this intersection and we are now able to respond to your concerns. The mission of the Ohio Department of Transportation is to provide the traveling public with a safe and efficient highway system. As the statement indicates, our primary concern is the safety of the motorists who utilize our highways. Our investigation of the crash history for this intersection did not indicate any unusual or unexpected crash patterns. For the three year time period from January 1, 1999 to December 31, 2001, we found seven (7) crashes. The crashes consisted offour (4) rear-end crashes and three (3) angle crashes. Of the total crashes occurring at this location during the study period, two (2) occurred at night and three (3) took place on wet or icy pavement. Our field investigation distance obstructions. revealed that this intersection has approaches that are flat and straight with no sight The traffic signal warrants for the installation of a traffic signal are out! ined in the Ohio Manual of Uniform Traffic Control Devices and verify if there is a need for this type of restrictive device. There are II possible warrants that can be met for the installation of a traffic signal based on traffic volumes, pedestrian volumes, past crash history, school crossings, signal systems and progressive movement. A traffic signal is not installed unless one or more of the signal warrants are met. The intersection of SR-2 and SR-295/CR-115 currently meets three of the eleven signal warrants outlined in the OMUTCD. Based on the results of this study, the Ohio Department of Transportation will install a traffic signal at the intersection ofsr-2 and SR-295/CR-115. ODOT will begin the process of identifying a funding source for this project and will begin the signal design process once funding has been established. No completion date for installation has been determined at this time. Thank you for your interest in highway safety. Home Depot charges a $30.00 fee each to give a quote on new windows and doors at the township ball & maintenance garage. A total of $60.00. Dennis Tippie said he would personally pay the $60.00 fee. John Warkentin does not feel Home Depot is tbe one we should be dealing with for this work.
