City of Delafield Citizen s Comments pertaining to items on or off this Agenda. Jackie Valde-Milstad, 816 Mill Street, expressed concern regarding protection of the Champion Oak tree located near the proposed project at Highways 83 and 94 being presented in Item 6a. She requested no construction take place that might disturb or destroy the root system or the tree. There was a detailed protection easement around the oak tree with a 51 foot preservation radius. She requested that pending any construction approval, the City uphold the protection easement including construction fencing around the drip line in order to protect the oak tree. Hearing no other comments pertaining to items on or off this Agenda, Citizen s Comments were closed. 5. Unfinished Business a. DELC 0804.994.016, 2725 Hillside Drive, Delafield. Owner/Applicant: Heritage-Hillside LLC. Applicant seeks preliminary input regarding façade improvements intended to increase the architectural exposure of the commercial building. PLEASE SEE PLANNER S REPORT IN THE EPACKET FOR THIS MEETING TO LOCATE DETAILED INFORMATION ON THIS ITEM. Ryan Hundt, 3058 N. Newhall Street, Milwaukee, WI and Gregory Hughes,2725 Hillside Drive, were present. The proposed design included changes to the previously submitted plan. Three sections on the front façade had been lowered and three decorative copper metal awnings had been added to limit the overall mass of the wall in order to make it look smaller. Other improvements were proposed, including stone on the columns and an altered entryway in order to be more consistent with the rest of the shopping center located on the hill below. Visibility of the commercial building remained a concern with only the roof being entirely visible from the Highway 83 roadway. There was a sloped roof to the backside of the building. Discussion ensued regarding the possibility of moving the walls further up the roof. This was not feasible due to structural load bearing internal walls. Hughes noted the lack of visibility was a part of the reason for the request. In addition, the building was approximately 20 years old and an upgrade of the columns through the addition of stonework was also a desired enhancement. Discussion ensued regarding whether any other possibilities were available for reconstruction of the building in order to reduce the massing. Columns could be introduced into the useable space of the interior in order to alter the roof line; however, this was not desirable to the applicant. Suggestions to review other buildings in the area including the westerly far south side for architectural elements that could be more compatible were shared at this time. The City Zoning Code provided direction pertaining to the compatibility of architecture in the City. This proposal included issues with the aesthetic compatibility due to the bulk and massing of the building. As proposed, it was not compatible with the neighboring architecture to the south and west. The opportunity existed for the applicants to return with an enhanced proposal in the future. Owner: KB Investments I, LLC. Applicant: Design 2 Construct. Applicant seeks approval of a revised site development plan, engineering and architecture for a manufacturing building. 6. John Barker, 3776 Kettle Court East, and Shaun Sullivan, of Design2Construct, were present. Sullivan explained changes had been made since the last review by the Plan Commission. Updated documents were provided to the Commission. (Clerk s note: Please see documentation regarding this item attached at the end of these minutes.) The building square footage increased with loading docks moved to the center of the building and the originally proposed garage moved to the northeast corner of the building. Building materials would be the same as in the original submittal. Additional parking stalls were added to meet the required amount. Designs for the retaining wall had been structurally engineered and a contractor selected to allow a stamped wall to be placed on the site; however, the southerly retaining wall was located five feet into the setback area. The applicant noted there were no impacts to other sites or visibility due to being located in the setback area. Pedestrian handrails had been added to the walls as requested and a photometric plan provided that met requirements. The original submittal showed incorrect landscape plans. That plan had been corrected and the applicant was aware of the enforcement process relative to a lack of tree mitigation. All necessary trees would be planted. Discussion ensued regarding the retaining wall located five feet into the setback area. Sullivan also noted an error remained in the photometric plan for the proposed project. Applicant seeks feedback on a preliminary presentation for a new restaurant and retail building. Brian Davis, and Jennifer Santelli, applicant representatives, provided an overview of the project to be located at 2980 Golf Court. The property was acquired in 2016 for development of the last parcel in the Shoppes at Nagawaukee retail center. While the previously discussed oak tree was not shown on the development plans, a detailed survey had verified that the tree would be located immediately west of the building plan and the easement had been accounted for in the tree preservation measures planned. The overall site plan included two buildings with the easterly building proposed as a multi-tenant building and the westerly building as a Chic-fil-A

There was a parking field in the middle of the parking lot that would allow motorists to access both buildings. There were 126 parking stalls on site which was more than the requirement. It was noted that there was no overflow parking for this area due to being located on a dead end road. Potential elevation drawings were shared. The restaurant drive through lane would wrap around the far west side of the building with two lanes merging beneath an order canopy and then moving single file to a pick-up window on the south side of the building. Dumpster and trash locations were noted in the far northwest corner of the lot with proper screening for each. Next steps in the approval process were noted with several issues remaining prior to anticipated construction and tenant opening in 2019. These issues included working through signage issues due to the current monument sign being full. In addition green space would be a difficult task to resolve because the overall green space development requirement was required to be filled on 2.8 acres. Overall stormwater site calculations had been impacted as each piece of the development had proceeded in the past. Efforts would continue to resolve this issue with City staff. A traffic study also focused on the need for additional traffic control in this area. All stakeholders could hold discussions in the future to determine how best to resolve the traffic impacts of additional retail establishments in this area. Dupler noted traffic concerns would be addressed in the future. Tree mitigation issues would be resolved as would signage. The Fire Chief expressed concern regarding the desire to have vehicular traffic pass through the site all the way around the restaurant to allow access to the south side of the building for emergency purposes. Concern was also expressed for the lack of adequate green space on the overall development site. Approximately 52% of the site required green space and this proposal provided 37%. Underground stormwater detention system was also considered difficult due to maintenance issues and access difficulties. Randall noted the stakeholders were willing to participate in the cost of overall traffic management upgrades for Golf Road near this location; however, the traffic study provided by this development noted a traffic signal should provide adequate control at the intersection of Golf Road and Golf Court. Discussion ensued regarding preservation of green space relative to landscaping and parking as well as emergency access to the southerly side of the restaurant building. Discussion of offsite green space mitigation also took place.
