CONSENT AGENDA 15.1 Regular Committee of the Whole Recommendations: 15.1.1 THAT the Committee recommends to Council to affirm the declaration of Annual Compliance for the Cochrane Fire Department from the Fire Chief. 15.1.2 THAT the Committee recommends to Council the purchase of the MV1 vehicle from Pineview Auto for the total purchase price of $69,495.00. 15.1.3 THAT the Committee recommends to Council the adoption of the 2016 Emergency Plan as presented. 15.1.4 THAT the Committee recommends to Council to approve the Temporary Street Closure application from the Ice Hut Bar and Grill for the 2016 Summerfest Show and Shine Event and Street Dance as follows: (a) Third Street is hereby closed to traffic from Fourth Avenue to Fifth Avenue, on Friday, August 5th, 2016 from 2:00 p.m. to 6:00 p.m. on Saturday, August 6th, 2015; and (b) we grant an exemption to the Ice Hut Bar and Grill in regards to the noise by-law so that they may hold their Street Dance from the hours of 9:00 p.m. on Friday, August 5th to 3:00 am on Saturday, August 6th, Page 2 of 19

Human trafficking is a heinous crime that has been referred to as modern day slavery. Traffickers recruit, transport, harbour and control the girl for sexual exploitation or forced labour. It is one of the fastest growing crimes that starts and stays in Canada, targeting victims which are 90 percent Canadian born and predominantly female. AGENDA ITEM #16.1 THE CORPORATION OF THE TOWN OF COCHRANE BY-LAW NUMBER 1169-2016 BEING A BY-LAW TO AMEND BY-LAW NUMBER 336-2004, AS AMENDED WHEREAS the Municipal Council of the Corporation of the Town of Cochrane has enacted By-Law Number 336-2004, to provide for the authorization of the Clerk to solemnize marriages by authority of a licence; AND WHEREAS the Municipal Council of the Corporation of the Town of Cochrane has deemed advisable and necessary to amend By-Law Number 336-2004; NOW THEREFORE the Municipal Council of the Corporation of the Town of Cochrane enacts as follows: 1. THAT Section 3. the name Peter Politis in the third line be added after the name Margaret Rose, so that this Section shall now read : 3. THAT Council does hereby further support the Clerk delegating the authority to provide civil marriage solemnization services to Isabelle Denault, Shane Skinner, Lyne Nolet, Margaret Rose, Peter Politis and Jean Pierre Ouellette, as alternate, as provided for under the Municipal Act, 2001, S.O. 2001, C25 Section 228 (4) & (5), as long as she is employed by the municipality. 2. THAT in all other aspects By-Law Number 336-2004, as amended, is to remain in full force and effect. 3. THAT this By-Law shall come into full force and effect upon the passing thereof.
