Chair s Review/Report for the year 2014-2015 Susan Holden - Chair to the Parish Council opened the meeting and thanked everyone for attending and outlined her report: 2014-2015 had been a very interesting and exciting year and the Council has moved forward on projects it had been working on for a number of years. Bacton telephone box has now been painted and is now an information centre. Multisports will commence for a 10 week period starting on 23rd June 2015. The Council is purchasing the equipment from North Walsham Multisports as they are disbanding. We thank the Gas Terminal Companies for their support for Multisports, Christmas Party and the Older residents' exercise class otherwise known as OTAGO. The Council purchased and donated an office to Sandcastles to assist with their continued expansion. Small grants are given from the Parish Council locally for community initiatives to ensure that these clubs remain in the community. Finally the improvements to the Coast Road footpath was undertaken. Again this took many years of chasing Highways but finally we had an excellent result. We would like to extend our thanks to all the volunteers who assist the Council in any capacity - you may be not always get the praise you deserve but you are invaluable to our work in the community. The Council's website continues to be a big hit with everyone and is a valued asset to our parishioners for information. Replacement glass recycling has been placed at the Poachers Pocket as NNDC withdrew their collection service. PLEASE PUT your glass into these bottle/glass systems as they bring VALUED income to your community which is distributed to various clubs, societies, Sandcastles and Bacton School. We would like to thank the Flood Wardens for their excellent work and hopeful they will not be needed too often.!! We fully support their important work in the community. The land at Edingthorpe was finally secured and cleared after many years of trying to achieve this. The notice board should be installed shortly. We are working with the pond landowner to find a solution to clearance and improvement to the pond. 1

Playing Field and Pavilion The Pavilion will shortly be refurbished and it has been a slow process to find the funding for this and allocate finance from the Precept. The Council considered that this community asset needed a facelift and upgrading and we hope that everyone will find it a more pleasant experience to use. We were extremely pleased to learn of the newly formed Bacton Football Club for the youth of the area and will endeavour to assist them in any way that we can. I would personally like to thank the Clerk and all Councillors for their hard work throughout the year. Members must uphold the values, honesty, integrity and consideration to other Councillors and to those in our community. If anyone has any problems or issues these must be resolved in a mature and democratic manner. 2. To approve Annual Parish Minutes 12th May 2014 Resolved to approve. 3. Receive annual reports from local organisations Bacton Football Club The newly formed Bacton Football Club outlined their thanks to the Parish Council for their support since the formation of the Club. Membership is around 22-26 children and it is hoped that two teams will be formed from this group. The fundraising day brought in approximately 2,500 which will enable the Club to finance itself for the future. Theatre Group The theatre group outlined their trips and informed that they meet on a regular basis. New members are always welcome to join and attend functions. Gardening Club Meetings are held on the 2nd Friday of the month and are going well. We do need to encourage new members and will put information onto the website. Speakers vary each month and we are having an outing to Sandringham in July, members and non-members are invited. The Village Show is being organised on September 5th. History Club The Clerk read out the report which covered their monthly trips and achievements. The group meets every other month and welcomes new members. Future plans include May 16th Bromholme Priory - open day with a speaker and June 9th a history walk around the village. Bowls Club The Clerk informed on the various achievements of the club throughout the year and the change in league due to lower membership. Fund raising throughout the year included a New Years' Day Dip in the Sea which raised 1,424 and this has enabled a new away team dressing room. We thank the Parish Council for their permission on this matter. The Club would also like to thank everyone who purchased raffle tickets, by doing this small thing you are helping the club to continue to play and keep Bacton on the bowling map. Wednesday Club Richard Kimble informed that the Wednesday Club was doing well and that new members are always welcome. 4. Floor open to Parishioners An enquiry regarding the Flood Wardens and how to join them was made and information was given to the resident. There being no further business the meeting was closed at 7.15pm and continued with the Annual Meeting of the Parish Council. 2

Election of Officers 1.1 Nomination and Election of chairperson and declaration of acceptance of office (signing of form) There were 2 nominations for Chair - Susan Holden and David Gale. David Gale's nomination was not supported by the majority of members. Susan Holden's nomination was supported by the majority of the members. It was resolved that Susan Holden remain as Chair to the Parish Council. 1.2 Nomination and Election of Vice Chairperson Resolved that Richard Barr remain as Vice Chair to the Parish Council. 2. To receive declaration of interest in items on the Agenda & receive Pecuniary Dispensations and authorisations Ian Witham - Pecuniary interest - as Member of Open Spaces. 3. To consider apologies for absence No apologies were necessary. 4. To approve outstanding Minutes Bacton & Edingthorpe Ordinary Parish Council Meeting Monday 13th April 2015 There was one amendment to Agenda item 3 to read "March" instead of February - it was then resolved to sign the Minutes. 5. Resolution to adjourn the meeting for public participation (15 mins), Norfolk Police, District and County Councillor Reports Resolved to open the meeting to the public. A comment was received with regards to a time limit for reports from individual Councillors to be received during the open session. 3

This was responded to by outlining that District and County Councillors form part of the public during the open session. Resolved to close the meeting 6. To review and consider planning if received 15/0229 & 0230 Church Farm, Church Rd Conversion of agricultural buildings to three residential dwellings With NNDC 15/0241 Orchard House, 5 The Paddocks Erection of single-storey side and rear ext, detached double garage with store room/cloakroom to ground floor and storage above. Permitted 7. To appointment Councillors responsibilities for: Footpaths Resolved that Ian Witham continue in this role. Planning Resolved that Ian Witham and Pauline Paterson be appointed. Gas Liaison Officer Nominations were asked for this appointment. There were 2 nominations. John East and Tricia Myles. John East's nomination was not supported by the majority of the Council. Tricia Myles was supported by the majority of the Council. It was resolved that Tricia Myles be appointed as the Gas Liaison Officer. The Clerk would supply and inform as necessary. Playing Field Monitor(s) Resolved that Tricia Myles and Richard Kimble continue in this role. Health and safety team Resolved that Tricia Myles and Richard Kimble continue in this role. Allotments Resolved that Pauline Paterson work with the Clerk on this. 9. To report on Matters Arising (updates and for information only) 9.1 Police Report No report was forthcoming and the Clerk would contact the Police again. 9.2 Website update - Richard Barr Website is constantly updated and the current count is 81,495, around 50 per day. All information is welcome. 9.3 Footpaths Ian Witham FP12 across Edingthorpe along the headland and restricted byway 9 were becoming overgrown. The Clerk would report this to NCC. 4

9.4 Pond at land adjacent to 4 Highbanks - Norfolk Trails contacted awaiting their consideration to assistance request. Clerk would chase again. 9.5 Parking agreement at land adjacent to 4 Highbanks - Letter of agreement sent to householder regarding the parking. A notice is to be placed onto the new notice board together with circulation of a letter to Edingthorpe residents. The Clerk would follow this through. 9.6 Outside toilet - installation of ancillary items and repair of toilet Clerk to request Pavilion Builder to do this 9.7 Update on refurbishment of Pavilion - work due to commence in May 2015. First stage payment invoice received. The flooring was discussed and it was agreed that Twilight grey be selected number 4490. Clerk to inform Builder. 9.8 Guide to Bacton & Edingthorpe - Richard Barr This idea was being developed and was progressing with printing prices being obtained. 9.9 Presentation by MOD Police to Council - MOD to respond Clerk to chase again. 9.10 Allotments - funds being received and reminders would be sent out. 9.11 Edingthorpe notice board - an installation date of Thursday 14th May between 11 and 11.30am was given. 9.12 Entrance to Bacton - NNDC Enforcement Team informed again - no response as yet had been forthcoming. The Clerk would chase the Enforcement Team again. 9.13 Red telephone box - signage had been ordered and should be received soon and applied. 9.14 Multisports for 2015 - commencing June - Nada has agreed to manage this for a further year and will arrange volunteers. Nigel McGrath is booked. Funding requests have been submitted. 10. Finance 10.1 Approval - Bacton & Edingthorpe Parish Council Accounts 2015 The Accounts were circulated to Members for their approval. The Clerk gave a snapshot of expenditure and income and the fund which had been earmarked for the Pavilion project. There was a short question and answer session. It was then resolved that the Accounts be approved. 10.2 Approval of Audit Form 2014-2015 The Clerk detailed the Audit and Governance statement and it was resolved that this be approved. 10.3 Appointment of Roz Calvert as Internal Auditor The Clerk informed that the Council needed to change its external auditor and it was resolved that Roz Calvert be appointed. A cost of 40 was outlined. 10.4 To consider expenditure for dog bins/litter bins This was discussed at length and members considered that this item needed more thought and planning. The Clerk was requested to schedule a scheme of prices. 10.5 To appoint change of bank signature Resolved that Pauline Paterson be the new signatory. 5

To Receive Reports from Councillors Flood defences - to appoint councillor Agenda The voluntary dog wardens were doing a good job and hopefully encouraging residents and visitors to abide by the rules. Lego equipment needed to be resolved. Agenda A Village Yard Sale was to be held and this would be advertised and information will be on the website. 16 residents had so far indicated their interest. A Councillor outlined his concern that he along with another Councillor had not received an Agenda in time and offered information. The Clerk confirmed that all Agendas had been sent out in a timely manner by email as per Standing Orders. Agendas were always available on request if not received and supplied at the meetings. In future the two Members would receive their information in the post as neither have email or a computer. Overgrown hedges along the main road needed to be clipped although no specific areas were identified. The Clerk would ask Highways to look and see if they could encourage landowners to trim their trees back as necessary. Rudhams Gap ramp - this had still not been repaired since the sea surge and the beach is not accessible from here. The Clerk would check with NNDC as to its status. A member outlined their concern with the lack of consideration from the two new members of the Council. When they had attempted to acknowledged them at the beginning of the meeting their approach had been totally ignored. 6

The Chair reiterated and informed that the Council was one of fairness and politeness; rudeness, inconsiderate or aggressive behaviour towards other members of the Council or public would not be tolerated. Any unacceptable behaviour would lead to future meetings being closed and everyone would leave. 12.
