City Council Meeting City Hall Paullina, Iowa April 16, 2018 A regular meeting was called to order this date by Mayor Justin Stamer. Roll call was answered by Council Members John Ihle, Dennis Werkmeister, Carol Honkomp, Charles Harper and Steve Heeren: City Clerk Sandy Fritz, Electric Superintendent Kelly Top, Water/Sewer Superintendent Chris Erdmann, Deputy City Clerk Pam Hill and Chief of Police Nathan Bremer. Also present: Jason Wilbur, Mike Hohbach, Charles Tilley, Amy Tilley and Mari Radtke The following proceedings were had, to-wit: AGENDA TREASURER S REPORT INQUIRES FROM AUDIENCE REPORTS HOHBACH WATER AT END OF STREET WALLIN LOT PURCHASE Ihle moved and Honkomp seconded the motion to approve the agenda for the April 16, 2018 regular meeting. Motion carried by all ayes. Werkmeister moved and Harper seconded the motion to approve the Treasurer s Report for the month of March 2018. Motion carried by all ayes. Jason Wilbur inquired about having a handicap parking space and a to go order parking spot in front of JW s. Fritz reported on a zoning ordinance training meeting, an emergency management class, and a Thank you card received from the family of Roger Bindner. Mike Hohbach addressed the council about the storm water runoff on his property at 420 N Rutledge Street. The water is running on his driveway and runs through his landscaping. City staff will address the issue. Charles and Amy Tilley would like to purchase lots 5 & 6 in the Wallin Addition to build a home and garage. Werkmeister moved and Honkomp seconded the motion to sell Lots 5 & 6 in the Wallin Addition to Charles & Amy Tilley for $12,000 for both lots pending approval of a preliminary site plan of the house and garage and approval by Tilleys. COUNCIL PROCEEDINGS, APRIL 16, 2018 Page 2 LIBRARY TRANSFER Werkmeister introduced Resolution # 18-03 entitled Resolution to approve transfer $9,737.50 to the Library Board of Trustees. Ihle seconded the motion to adopt. Roll was called and the vote was a follows: AYES Ihle, Harper, Werkmiester, Heeren, Honkomp NAYS: None The Mayor declared the resolution as adopted. NUISANCE VIOLATIONS The City of Paullina sent out a Nuisance Violation to Yvonne Johnson for her property at 403 E. Broadway. Valerie Dittman responded with a letter to the council requesting 60 more days to remove items from the house and decide what they are going to do with the property. Harper moved to grant a 30 day extension. Motion died for a lack of a second. A Nuisance Violation was sent to Micheal Oldenkamp for his property at 317 S Maple Street. No response was received from Oldenkamp. The City of Paullina will now request a court date for a judge to rule on the Nuisance Violations. BY 2017-2018 BUDGET AMENDMENT DEVELOPMENT AGREEMENT The FY 2017-2018 City of Paullina Budget Amendment was reviewed. Harper moved and Ihle seconded the motion to set the Public Hearing date of the FY 2017-2018 Budget Amendment for May 21, 2018. Motion carried by all ayes. The details for the Development Agreement with The City of Paullina and Bunkers Feed and Supply were reviewed. Harper moved and Ihle seconded the motion to proceed with the Development Agreement. Motion carried by all ayes. The final plat for the West Lot was also discussed.
COUNCIL PROCEEDINGS, APRIL 16, 2018 Page 3 MOSQUITO CONTROL OVERLAND GROUP BIKE PATH THUNDERCATS SOCCER ADJOURNMENT Ihle moved and Honkomp seconded the motion to approve the contract with Mosquito Control for $4,375 to spray for mosquito from June 1 September 15, 2018. Motion carried by all ayes. The council reviewed a contract submitted by the Overland Group to purchase a section of the bike path. City Attorney Halverson will be contacting the Overland Group to express the cities concerns about the contract and purchase of a section of bike path. Harper moved and Werkmeister seconded the motion to approve giving the Thundercat s Soccer Team $250 to help purchase new nets. Motion carried by all ayes.
