CITY OF AURORA OHIO Architectural Board of Review Meeting Minutes April 27, 2017 The Architectural Board of Review met in a scheduled meeting on Thursday, April 27, 2017, in Council Chambers of City Hall. OATH OF OFFICE: Ms. Broderick administered the oath to all those in attendance who wished to speak during the meeting. APPROVAL OF MINUTES: To adopt the minutes of the March 23, 2017 meeting Mr. Shrout moved; Ms. Coleman seconded and the motion carried, on a 3-0 roll call vote. Mr. Shrout, Ms. Coleman, Ms. Broderick OLD BUSINESS: Paul Kinford, 770 Robinhood Dr Garage Addition was tabled at the February 23, 2017 meeting. No revision has been received in the Building Department.
City of Aurora - 2 - Meeting Minutes NEW BUSINESS: DON SCANTLAND, 279 ASH GROVE CIR FRONT PORCH Don Scantland, homeowner was on hand to answer questions. He was seeking approval to construct a 252 square foot, 36 x 7 porch addition. The roof material will match the house. Red/tan brick to grade foundation is planned. There will be gutters and downspouts. The beams will be PermaCast load-bearing material. Ms. Coleman moved; Mr. Shrout seconded and the motion carried, on a 3-0 roll call vote. DAVE WEBSTER, 305 S PINE CT PAVILION Dave and Debra Webster, homeowners were present to discuss their project. They were seeking approval to erect a 360 square foot, 24 x 15 pavilion over their existing patio. The project was granted a variance at the April 12, 2017 BZA meeting for location. Letters were received from two neighbors who were in favor of the project. Mr. Webster plans to replace the roof of the home. The new roof will be the same charcoal color as the metal roof of the pavilion. The pavilion will have a double roof, white trim and 2 ceiling fans. Mr. Shrout moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. Mr. Shrout, Ms. Coleman, Ms. Broderick JARVIS INSURANCE, 49 E GARFIELD RD SIGN Matt Wither, of Landmark Property Services was on hand to answer questions. He was seeking approval to construct a 129 square foot landscape monument with a 21 square foot sign. This project was granted variances at the April 12, 2017 BZA meeting for size of the signage and location. The base will be constructed of UniLock stone. There will be 2 waterfalls and 2 flower beds within the structure. The sign will be illuminated and the waterfalls will be illuminated with a blue light to represent the winners circle. The building sets back from the street and is white in color. Mr. Wither stated that the grade drops down and without the landscape structure, the sign posts would be very tall. Members expressed concern about the size of the landscaping structure. Concerns were also raised about whether the project is in conformity to the established development of the area. Mr. Shrout asked if the contractor would consider downsizing

He further stated that there are other signs in the area with similar building materials. The project was tabled to allow the contractor to stake out the sign and leave building materials at the job site for members to view. There were no sample materials present at the meeting. To table the plans R. P. GATTA 435 GENTRY DR ADDITION Mike Curtis, of Curtis Layer Design Build was in attendance to explain the project. He was seeking approval to erect a 10,000 square foot, 100 x 100 addition to an industrial building. This project was granted a variance at the March 8, 2017 BZA meeting for rear setback. Materials and colors were discussed. They will match existing. Mr. Shrout moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. Mr. Shrout, Ms. Coleman, Ms. Broderick JOHN MYERS 950 MONETA AVE ADDITION John and Darlene Myers, homeowners were present at the meeting. They were seeking approval to construct a 665 square foot, 37 x 17 8 addition to their home within the Geauga Lake area. The addition would provide a family room, guest suite with ensuite bathroom. There would also be a basement in the addition. The current house does not have any basement area. Colors and building materials were discussed. There was a conversation about the brick to grade. It was determined that the brick to grade guideline would apply to all 3 sides of the addition. The homeowner agreed to follow this guideline. All materials for the addition will match the existing home. To approve the plans, with brick to grade applied to all sides of the addition Mr. Shrout moved; Ms. Broderick seconded and the motion carried, 3-0, on a roll call vote. Mr. Shrout, Ms. Broderick, Ms. Coleman ROBERT EMRICK 432 EGGLESTON RD EXTERIOR ALTERATION Mark Horne, of Artistic Home Design was on hand to answer questions. He was seeking approval to redesign and reconstruct two exterior walls on this landmarked historic residence, as well as add a storm door on the front elevation entrance. This
City of Aurora - 4 - Meeting Minutes project was granted a Certificate of Appropriateness from the Landmark Commission at the April 20, 2017 meeting. The sitting room on the right elevation currently has nine windows and a man door. The windows are in poor shape and the Emricks would like to reconfigure that wall. The plan is to eliminate the man door and construct 4 windows centered on the wall. The windows will be wooden casement windows with exterior aluminum clad. They will replace matching cedar siding as necessary. There is also an existing set of french doors leading to a small deck on the right elevation extension. The plan is to replace the doors with windows and remove the deck completely. The front elevation main entrance door needs some protection from the weather to preserve it. Mr. Horne has recommended a Pella full view metal storm door with burgundy trim. There will be no brass kick plate on this storm door. No foundation work is expected with this project. All trim and siding colors will match existing. GARY AND ANNE TILLY 400 BENT TREE DR DECK & FRENCH DOORS James Yarmus, of Yardman s Home Services was in attendance to represent the application. He was seeking approval to construct a 40 x 15 front entrance deck with ramp and 2 sets of French doors. He plans to use Azek decking with vertical skirting. It will be brownstone color. When asked if the deck was ADA compliant, Mr. Yarmus stated that it was close to compliant. He will be replacing 2 five foot sets of sliding doors with french doors to allow the homeowner egress. The French doors will be oak interior and aluminum clad outside. The trim of which will match the residence. Ms. Broderick moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. Ms. Broderick, Ms. Coleman, Mr. Shrout CLASSIC HOMES 715 E HOMESTEAD DR S/L 43 SINGLE FAMILY RESIDENCE Ed Wurm Jr, of Classic Homes was on hand to answer questions. He was seeking approval to erect a 3,540 square foot, two-story house within the Homestead subdivision. This unit features a two-car and one-car side-load garage, a front elevation bay window, front and rear porches and a rear elevation sunroom. This home was reviewed for Residential Guidelines. This unit has no shutters planned. There is a direct vent gas fireplace planned for the corner of the great room. Windows on the rear elevation were discussed. Plans show three 3636 windows. The homeowners would like to change them to 3836 windows. They would also like to add two 3836 windows to the rear of the left elevation second story. The plans show muntins in all windows. The homeowner has requested no muntins on the rear elevation and no muntins on the left
City of Aurora - 5 - Meeting Minutes side elevation additional windows. The added left elevation windows would be in the great room. The homeowner requests no muntins for this space. Residential guidelines require that if muntins are present on the front elevation, that they also be present on the side elevations. The Board approved the added left windows to be without muntins because this neighborhood is not strictly constructed with traditional muntins on each residence. They also stated that it would not detract from the architecture or style of the neighborhood. New elevations will be a required submission to the Building Department before a permit can be issued. This unit passed similarity comparison. Color schedule was presented and noted on the plans including Storm siding, Mosstown brick, and Sienna stackledge. To approve the plans, with rear elevation, right side 3636 windows replaced by 3865 windows, two 3865 windows added without shutters to the second story rear of the left elevation, and the rear and side muntins removed. Revision required to the Building Department. JOE ALBANESE 315 CHADWICK DR SUNROOM Joe Albanese, homeowner was present at the meeting. Sean Biega of Stone FX Construction was also in attendance. They were seeking approval to construct a 320 square foot, 16 x 20 addition on the home. It was stated to be more of a screened-in porch and not a sunroom. Shingles will match the existing home. The current deck on the rear elevation will be removed and replaced with the new addition. It will be constructed of cedar wood to be stained. The screening will be black in color. 5/4 premier vertical skirting is planned. RYAN HOMES 543 SHEFFIELD CT S/L 3 CONDO meeting. They were seeking approval to erect a 4,483 square foot, two-story, elevation L Brentwood model condo within the Sheffield Estates section of the Lakes of Aurora subdivision. This unit features a two-car front-loading garage, and a rear elevation sunroom and walk-out basement. The condo was reviewed for residential guidelines. The family room will have a rear elevation direct vent fireplace. There was a discussion about the stone returns on the right elevation. The stone needs to return two feet at watertable height on the right elevation to comply with guidelines. The unit has one set of shutters on the front elevation. Finishes were presented and noted on the plans including Irish Thistle siding, Sandy Tan board and batten, and Bucks County

A conversation ensued about a change to the board and batten siding that would allow the unit to pass similarity comparison. Mr. Wendzicki approved Dover White in place of the Sandy Tan vertical accent siding. To approve the plans, with Dover White board and batten and a two-foot stone return at watertable height on the right elevation RYAN HOMES 551 SHEFFIELD CT S/L 1 CONDO meeting. They were seeking approval to erect a 4,154 square foot, one-story, elevation B Brentwood model condo within the Sheffield Estates of the Lakes of Aurora subdivision. This unit features a two-car front-loading garage and a rear elevation sitting room. The condo was reviewed for residential guidelines. The family room will have a rear elevation direct vent fireplace. The unit has one set of shutters on the front elevation. Finishes were presented and noted on the plans including Spanish Olive siding, and Willowbrook brick. The unit passed the similarity comparison. They were seeking approval to erect a 3,898 square foot, one-story, elevation B Brentwood model condo within the Sheffield Estates section of the Lakes of Aurora subdivision. This unit features a two-car front-loading garage. The condo was reviewed for residential guidelines. The unit will have no vent fireplace. The unit has one set of front elevation shutters. The rear elevation windows were discussed. The plans show three windows on the rear elevation great room. The homeowner would like to have the center window removed to provide wall space. This window was crossed off the building plans. Finishes were presented and noted on the plans including Island Pearl siding, and Autumn Ledgestone. This unit passed the similarity comparison. To approve the plans, with the rear elevation great room center window removed Ms. Broderick moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. They were seeking approval to erect a 4,595 square foot, one-story, elevation K Castleton model condo within the Forest Ridge subdivision. This unit features a twocar front-loading garage and a rear elevation sunroom. The condo was reviewed for residential guidelines. The unit will have no vent fireplace. The unit has no shutters. Finishes were presented and noted on the plans including Flint siding, Silver Mist shake, and Dakota Ledgestone. There were no units constructed within the similarity comparison area. RYAN HOMES 873 HILLIARY LN S/L 3 CONDO meeting. They were seeking approval to erect a 4,400 square foot, two-story, elevation C Naples model condo within the Villas of Bertram subdivision. This unit features a twocar front-loading garage. The condo was reviewed for residential guidelines. The family room will have a rear elevation direct vent fireplace. The condo will have shutters on the front and side elevations. This project was tabled at the March 23, 2017 ABR meeting. The unit did not pass the similarity comparison. It was determined that it was too similar with other units within the comparison area partially due to the front elevation double gables. It had the same stone and similar siding colors as other units also. A

Brown front door changed to Gray front door. Bucks County stone was changed to P.A. Sierra Ledgestone. To approve the plans, as revised Mr. Shrout moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. Mr. Shrout, Ms. Coleman, Ms. Broderick RYAN HOMES 761 HILLIARY LN S/L 31 SINGLE FAMILY RESIDENCE meeting. They previously received an approval for this unit at the February 23, 2017 meeting. They were asking for an updated approval to change the garage doors from 2 single doors to one double door per the homeowner s request. To approve the plans, as revised Ms. Broderick moved; Ms. Coleman seconded and the motion carried, 3-0, on a roll call vote. Ms. Broderick, Ms. Coleman, Mr. Shrout MISCELLANEOUS: Draft of Residential, Commercial, Industrial Updates Ms. Davis passed out the latest updates for the Board s review in preparation for the work session on May 18, 2017.
