In the absence of a duly appointed Chair or Vice-Chair, Stephen Huycke, Town Clerk, called the meeting to order. Mr. Huycke called upon Members of the Committee to appoint a Chair and Vice-Chair. Appointment of Chair and Vice-Chair a) That Regional and Local Councillor Spatafora be appointed as Chair of the Fire Consolidation Study Council Advisory Committee; b) That Councillor Godwin Chan be appointed as Vice-Chair of the Fire Consolidation Study Council Advisory Committee. Regional and Local Councillor Spatafora assumed the Chair. Adoption of Agenda That the agenda be adopted as distributed by the Clerk. Disclosures of Pecuniary Interest and General Nature Thereof There were no disclosures of pecuniary interest by members of the Committee under the Municipal Conflict of Interest Act. Scheduled Business 5.1 Extract Council Meeting C#24-16 held June 27, 2016 That the extract from Council meeting C#24-16 held June 27, 2016 regarding the Execution of a Memorandum of Understanding (MOU) to Fund the Completion of Joint Fire Consolidation Study between the Town of Richmond Hill, Town of Aurora and Town of Newmarket, be received. 20
5.2 Extract Council Meeting C#33-16 held October 13, 2016 That the extract from Council meeting C#33-16 held October 13, 2016 regarding the Fire Consolidation Study Council Advisory Committee Draft Terms of Reference, be received. Presentation Gwen Manderson, Director, Strategic Initiatives, provided background information and an overview of the preliminary findings of the consultants hired for the Fire Consolidation Study. Maureen McCauley, McCauley Nichols Consulting, provided contextual information to the 2002 Central York Fire Services Consolidation, key findings, and considerations for moving forward. Steve Thurlow, Dillon Consulting, provided an overview of the preliminary key findings for the Fire Services Consolidation Feasibility Study related to Administration, Fire Prevention/Public Education, Training, Fire Suppression, Communications and Technology, Facilities and Equipment, and other options to consolidation. G. Manderson, on behalf of Mary Baetz, Western Management Consultants, provided a preliminary review of key governance requirements for successful consolidation and four potential governance models to be considered for the consolidation of Richmond Hill Fire and Emergency Services and Central York Fire Service. That the presentation by Gwen Manderson, Director of Strategic Initiatives, Maureen McCauley, McCauley Nichols Consulting, and Steve Thurlow, Dillon Consulting, regarding the Fire Consolidation Study, Key Findings and Directions, be received with thanks. 21
5.3 Fire Consolidation Study Key Findings and Directions (Staff Report SRCAO.16.32) The Fire Consolidation Study Council Advisory Committee recommends the adoption of the following: a) That the Town of Richmond Hill pursue consolidation of Richmond Hill Fire and Emergency Services (RHFES) with Central York Fire Services (CYFS) at this time; b) That Council s resolution and the accompanying report (SRCAO.16.32) be forwarded by the Clerk to the Mayors of Newmarket and Aurora in response to their May 2015 correspondence, requesting a meeting be arranged with the Mayors and CAO s of the three municipalities to further explore consolidation; c) That staff explore opportunities with the professional firefighters associations of both RHFES and CYFS pertaining to consolidation of the services. An amendment was: d) That staff be directed to expand the scope of study undertaken by the consultants, having regards to the comments of the members of the FCSCAC, and report back to a further meeting of the advisory committee. The main motion as amended: Recommendation 1 The Fire Consolidation Study Council Advisory Committee recommends the adoption of the following: a) That the Town of Richmond Hill pursue consolidation of Richmond Hill Fire and Emergency Services (RHFES) with Central York Fire Services (CYFS) at this time; 22

Resolution to Move into Closed Session and General Nature Thereof That the Fire Consolidation Study Council Advisory Committee move into closed session to consider matters relating to labour relations or employee negotiations with respect to Richmond Hill Fire and Emergency Services and Central York Fire Services (Section 239(2)(d) of the Municipal Act, 2001). Committee moved into closed session and then returned to open session (2:43 p.m. to 3:37 p.m.) Adoption of Recommendations Arising from Closed Session (if any) There were no recommendations arising from the Closed Session portion of the meeting. Next Meeting The next meeting of the Fire Consolidation Study Council Advisory Committee will be at the call of the Chair. 23
