(b) Proposed Amendments to Salem Revised Code to Allow the Commercial Production of Recreational Marijuana Only in the IC, IG, II and EFU Zones (CD) Recommended Action: Adopt the recommendations of the Planning Commission and engross Ordinance Bill No 23-15 as set forth in this report, and advance engrossed Ordinance Bill 22-15 to second reading for enactment. *(c) 2015-2016 DUII Overtime Enforcement Grant (PD) Recommended Action: Authorize the City Manager to accept and execute all grant documents associated with the Oregon Impact DUII Overtime Enforcement Grant for FY 2015-2016 in the amount of $9,750. *(d) Loan Application - Salem Renewable Energy and Technology Center Infrastructure Improvements Ward3 - Councilor Nanke SEMCA (UD) Recommended Action: Authorize the City Manager to execute the application for a Special Public Works Fund loan (attached to the staff report) in the amount of $2,200,000 from the Oregon Business Development Department (Business Oregon) to be used for infrastructure improvements for the 60 acre City-owned property located at 5475 Gaffin Road SE, commonly known as the Salem Renewable Energy and Technology Center. 4.
