Resolution No. 2015-53 Adopting FY 2015-16 Supplemental Budget 1 for the City of Salem, Oregon, Amending the Adopted Budget for the General Fund by Increasing Expenditure Appropriation Authority and Revenues Resolution No. 2015-54 Authorizing a Transfer of Appropriation for Fiscal Year 2015-16 Recommended Action: (1) Adopt Resolution No. 2015-53, thereby adopting FY 2015-16 Supplemental Budget 1 for the General Fund, increasing appropriation authority and revenues in the amount of $500,000; and (2) Adopt Resolution No. 2015-54, transferring $52,000 of appropriation authority from the General Fund, Contingencies category to the General Fund, Capital Outlay category for the purpose of funding replacement parking meter technology around the Capitol Mall. 3.3 ACTION ITEMS: (a) Judicial Compensation Review Commission (HR) Recommended Action: Adopt the recommendation from the Judicial Compensation Review Commission to maintain the current compensation level for both the Municipal Judge and the Judges Pro Tempore. (b) Federal Emergency Management Agency's Performance Grant to Support Emergency Management (FD) Recommended Action: Authorize the City Manager to accept and execute all documents related to the Federal Emergency Management Agency s Performance Grant to support the City s emergency management program for FY2015-16. *(c) Federal Safety Belt Overtime Enforcement Grant (PD) Recommended Action: Authorize the City Manager to apply for; accept, if awarded; and execute all documents associated with a federal Safety Belt Overtime Grant in the amount of $20,000. *(d) Airport Ground Lease Second Amendment - Carpenter Commercial Properties, LLC Ward Councilor Andersen SEMCA (UD) Recommended Action: Authorize the City Manager to execute the second amendment, attached to the staff report, to the ground lease with Carpenter Commercial Properties, LLC. *(e) Liberty Parkade Lease Termination Agreement-Yudel Sanchez Ward 1 Councilor Bennett CANDO (UD) Recommended Action: Authorize the City Manager to execute the termination agreement, attached to the staff report, with Yudel Sanchez for City owned leasehold space in the Liberty Parkade located at 365 Ferry Street SE, Suite B (Attachment 1). 4. Amending SRC 64 Recommended Action: Advance Ordinance Bill No. 20-15, amending the Salem Area Comprehensive Plan and Salem Revised Code Chapter 64 (Comprehensive Planning) to adopt the Salem Economic Opportunities Analysis, to second reading for enactment. 5. (b) Proposed Amendments to Salem Revised Code Chapter 900, Sign Code, to Exempt Graffiti Resistant Coverings, Containing Only Graphics or Images, on Equipment Owned by the Public or a Public Utility, or Other Temporary Structures Serving the Public (CA 15-04) Ordinance Bill No. 19-15 Relating to Signs; Amending SRC 900.015 Recommended Action: Conduct first reading of Ordinance Bill No. 19-15, amending SRC Chapter 900 to exempt graffiti resistant coverings, containing only graphics, on public utility enclosures owned by the public or a public utility, or other temporary structures serving the public, and advance the ordinance bill to second reading for enactment. (c) Supplemental Staff Report Amendments to Salem Revised Code Chapter 86 trees on City-Owned Property (PW)

Ordinance No. 23-15 Relating to Trees on City Owned Property; Repealing Existing SRC Chapter 86; and Creating New Provisions Recommended Action: Advance Ordinance Bill No. 23-15, which repeals existing Salem Revised Code (SRC) Chapter 86 named "Trees and Shrubs" and adds new SRC Chapter 86 named "Trees on City-owned Property," to second reading for enactment. (d) Amendments to SRC 4.180 to allow Municipal Court Defendants to be Placed in the Marion County Work Release Center (Legal) Ordinance Bill No. 24-15 Relating to the Salem Municipal Court; Amending SRC 4.180; and Declaring an Emergency Recommended Action: Advance Ordinance Bill No. 24-15 which allows Salem Municipal Court defendants to be placed in the Marion County Work Release Center, to second reading for enactment. 8.2 SECOND READING: 9.
