Resolution No. 2015-53 Adopting FY 2015-16 Supplemental Budget 1 for the City of Salem, Oregon, Amending the Adopted Budget for the General Fund by Increasing Expenditure Appropriation Authority and Revenues Resolution No. 2015-54 Authorizing a Transfer of Appropriation for Fiscal Year 2015-16 Recommended Action: (1) Adopt Resolution No. 2015-53, thereby adopting FY 2015-16 Supplemental Budget 1 for the General Fund, increasing appropriation authority and revenues in the amount of $500,000; and (2) Adopt Resolution No. 2015-54, transferring $52,000 of appropriation authority from the General Fund, Contingencies category to the General Fund, Capital Outlay category for the purpose of funding replacement parking meter technology around the Capitol Mall. 3.3 ACTION ITEMS: (a) Judicial Compensation Review Commission (HR) Recommended Action: Adopt the recommendation from the Judicial Compensation Review Commission to maintain the current compensation level for both the Municipal Judge and the Judges Pro Tempore. (b) Federal Emergency Management Agency's Performance Grant to Support Emergency Management (FD) Recommended Action: Authorize the City Manager to accept and execute all documents related to the Federal Emergency Management Agency s Performance Grant to support the City s emergency management program for FY2015-16. *(c) Federal Safety Belt Overtime Enforcement Grant (PD) Recommended Action: Authorize the City Manager to apply for; accept, if awarded; and execute all documents associated with a federal Safety Belt Overtime Grant in the amount of $20,000. *(d) Airport Ground Lease Second Amendment - Carpenter Commercial Properties, LLC Ward Councilor Andersen SEMCA (UD) Recommended Action: Authorize the City Manager to execute the second amendment, attached to the staff report, to the ground lease with Carpenter Commercial Properties, LLC. *(e) Liberty Parkade Lease Termination Agreement-Yudel Sanchez Ward 1 Councilor Bennett CANDO (UD) Recommended Action: Authorize the City Manager to execute the termination agreement, attached to the staff report, with Yudel Sanchez for City owned leasehold space in the Liberty Parkade located at 365 Ferry Street SE, Suite B (Attachment 1). 4.
