August 28 - Dog Day s Moon. August 30 - National Toasted Marshmallow Day. ********************************** There are some key upcoming dates to remember. The League Annual Conference will be held September 5-7 in San Diego. The City Clerks Annual Department Meeting, which includes the Workshop, will be held on September 7 from 7:30 AM to noon. The $100 cost includes breakfast and the workshop valued at 1 CMC/MMC point. This is also the meeting at which the new Executive Board will be sworn and seated. Some of the League Policy Committees may also be meeting during the conference. New Law will be held November 28-30, 2012 in San Jose. Additional information will be forthcoming. Next month is my last official Word article as President, so I ll provide a final status report on the Executive Committee Goals and other news worthy items.
2 PAGE 2 Environmental Quality Policy Committee A. Kay Vinson, MMC Murrieta City Clerk Thursday, June 14, 2012 Sacramento, CA Joint Committee Update - Executive Director Chris McKenzie reported the theft of vehicle license fees is being heard in court on June 15. He indicated that positions on the ballot measures will not be sought until the annual conference. RDA Update Dan Carrigg, Legislative Director, shared that language is pending on the trailer bill language, and the bill may have expanded from 30 to 95 pages. He said that the Department of Finance had to bring in 60 additional staff members to review the Redevelopment Obligation Payments, noting that 264 out of 377 ROPs were approved without change. Mr. Carrigg discussed the relative bills, the uncertainties, and talking points for legislators. He cau- tioned members about conditions on unspent proceeds, loan repayments, assets, project completion and dispute resolution. Mr. Carrigg urged members to thank Assembly Members Buchanan and Atkins for their assistance with the trailer bill. He commented that the California Redevelopment Association is basically gone. Budget The budget is likely to be passed on June 15, with adoption of trailer bills prior to the Governor s signature on July 1. Michael Coleman, Fiscal Policy Consultant, explained that there are pending cuts of $1/2 billion to health & welfare and corrections, due to realignment. The budget is based on anticipation of the November ballot measure for increased taxes that includes built in triggers such as drastic reductions to K (Continued on page 3) 2013 CCAC Annual Conference Be the Change You Want to See! So the triggers will result in cuts to specific programs if the measure does not pass. Pension Natasha Karl, Legislative Representative, conveyed that the Conference Committee has been alerted to be ready to go on Friday, after passage of the budget. It is expected that the Governor s 12-point plan will be implemented with extras. The differences are between a mandatory hybrid vs. a stacked hybrid. The League s position is to allow bargaining for the full amount of pension, not limit it to 50%. The proposal primarily impacts new employees, hopefully defined as new to the system or within one year of being in the system. Federal Update Jennifer Whiting, Legislative Representative, gave an update on Transportation Reauthorization with the House- Senate conference negotiations chaired by Senator Barbara Boxer. It is likely an extension will be passed to December 31, Appropriations includes recommendations by a House Appropriations Transportation, Housing and Related Subcommittee for $3.34 billion for CDBG (an increase of $396 million from FY 2012) and $1.2 billion for HOME (an increase of $200 from FY 2012). After the election, Congressional leaders intend to reach agreement on how to avert the mandatory across-the-board spending cuts that are to be imposed beginning in January, Cap & Trade Auction Revenues - Ms. Whiting briefed the joint committees about the cap and trade auction revenues. Dorothy Holzem, Associate Legislative Rep, and Kirstin Kolpitcke, Legislative Rep., presented four bills all proposing ways to spend the auction revenues. The committee: 1) Opposed AB 2404; 2) Opposed dedication of the motor vehicle fuel Cap and Trade auction revenues to transportation, preferring flexibility; 3) Stressed the need to maximize flexibility while also providing direct funding to cities and opined revenues should not tie into Sustainable Community Strategies nor be certified by the State; and 4) Stated any reporting requirements should limit cost and staff burden to the local agency. California s New Goal of 75% Recycling Mary Leary, Chief Deputy Director, CalRecycle, gave a presentation; and the committee provided initial feedback on the study and approach. Energy Policies The League s draft energy policies were covered, and information was provided on renewable energy by Fred Lyn and Elizabeth Hadley. Numerous suggestions were made to improve, clarify or fully capture the policy statements. The committee voted to adopt the new policies as amended. Legislative Update - A list of bills was distributed related to environmental quality issues. League staff gave an update on the State Water Board reorganization, the Water Board Phase II MS4 General Permit, status of SB 1220 (Leno) on rooftop solar energy systems, and the Governor s proposal to eliminate Local Coastal Programs, which is now dead. The meeting will be co-hosted by its outgoing Chair Susan Ramos, City of Aliso Viejo, and incoming Chair Peggy Johns, City of Laguna Hills, and will be held at the Aliso Viejo Conference Center in Aliso Viejo. SCCCA Raffles Out Meeting Vouchers The SCCCA Board recently approved the distribution of educational vouchers for free full admissions to its general meetings each totaling to a $50 value! To kick this off, two vouchers were raffled out at its June 22 nd meeting in Riverside. Additional vouchers will be raffled out at the end of each general meeting and can be used towards any future general meeting by a member or non-member of the CCAC. If you win one of these vouchers, all you have to do is save the date of the meeting you would like to attend on your calendar, RSVP, and show up at the door the day of the meeting with your voucher on hand! Our general meetings are held once a month in November, January, March, June and September at different locations throughout Southern California.
