1 ARTICLE I - NAME AND PURPOSE CONSTITUTION OF THE STUDENT COUNCIL ORGANIZATION OF CLINTON HIGH SCHOOL The name of this organization is the STUDENT COUNCIL ORGANIZATION OF CLINTON HIGH SCHOOL, CLINTON, MISSISSIPPI. The purposes of this organization are as follows: -To create better cooperation, communication, and a closer fellowship between students and faculty; -To encourage, develop, and extend opportunities for student responsibilities; -To promote pupil activities, participation, and school spirit; -To give students a voice in school activities; -To coordinate various activities of the school. ARTICLE II - MEMBERSHIP Section 1.The members shall consist of the student body president and secretary from the senior class, student body vice-president from the junior class, and the president, vice- president, secretary, and at least four representatives from each class. Minority representation is solicited and encouraged to ensure that all students are represented at all times on the Student Council. Section 2. A student must maintain an overall average of eighty (80) for the preceding semester to qualify for and hold membership in the Student Council, and he/she shall have been a citizen of Clinton High School for the preceding semester. Additional stipulations for membership include having no more than five (5) detentions during the preceding semester. No one with more than one overnight suspension and/or having any other type of suspension within that school year will be allowed to run for membership in the Student Council for the upcoming year. Once a member of the Council, any student receiving more than five detentions in a semester will be placed on probation for that semester. An overnight suspension during the year will result in probation. A suspension of any type other than an overnight will result in automatic dismissal from the organization for the remainder of that year. Additionally, two probations for any reason will result in the dismissal from the Council. A suspension resulting in dismissal may be appealed to the committee described in Section 3 only if there are extenuating circumstances involving the reason for that suspension.
2 ARTICLE III - OFFICERS ARTICLE IV - MEETINGS Section 3. Any member who does not fulfill the responsibilities of his/her office or duties assigned to him/her shall appear before a special committee composed of the student body president, the faculty advisor, and the principal (or his designee). Members may be put on probation or removed from office unless the matter is satisfactorily resolved. Section 4. All members shall hold office for one (1) year and can be eligible for re-election for next year. Section 1. The Student Council officers shall be a president, a vice-president, a secretary, and a president pro tempore. Section 2. The president, vice-president, and secretary of the student body shall serve in respective corresponding offices of the Student Council organization. Section 3. A president pro tempore will be elected by the entire Student Council representation. This position shall be held by a senior. Section 1. Each Student Council member shall be assigned to a special homeroom designed for Student Council members. Attendance for this period will be governed by the regular school attendance policy. Section 2. Other meetings may be called before or after school as needed. Attendance at these meetings and all other Student Council functions, such as dances, summer meetings, etc., is mandatory and will be governed by Article II, Section 3 above. Section 3. A quorum of the Student Council shall consist of one (1) more than one-half (1/2) of the number serving on the Student Council. ARTICLE V - DUTIES Section 1. The council has the following as its obligatory duties: A Election of the Student Council officers; B. Election of class officers grades 10-12; C. Election of Student Council representatives; Section 2. The general duties of the council will be to coordinate various activities of the school to include, but not be limited to, Homecoming, beauty pageant, Jr.-Sr. Prom, etc. PART I - VETO BY-LAWS
3 Any regulation passed by the council concerning the student body may be vetoed by the principal with the option of making a counter-proposal or giving a satisfactory explanation before the council. At the request of the council, this explanation shall be given to the student body. PART II - NOMINATIONS AND ELECTIONS Section 1. Nominations for student body officers shall be held five weeks from the end of the regular school year. The nominations shall be as follows: A. Any incoming senior meeting the requirements of student council membership during the previous semester may nominate himself or be nominated by someone else for president or secretary of the student body. Any incoming junior meeting the requirements of Student Council membership for vice-president may be nominated in the same manner. B. A list of the nominees for each prospective office shall be presented to the incoming senior, junior, and sophomore classes, after which each student may vote for one nominee. C. At the close of the election campaign, the candidates for office and their managers shall present their speeches. This meeting shall be held immediately before the actual voting of the same day. The length of the speeches shall be set by the principal and faculty sponsor. D. A majority shall be required in all elections. In case of no majority, a runoff will be held on the same or next school day, or as soon as possible. Section 2. Nominations for Student Council representatives shall be held four weeks from the end of the regular school year. The nominations shall be as follows: A. Any member of each class meeting the requirements of Student Council membership may nominate himself or be nominated as a representative. B. The list of nominees from each class shall be presented to each respective class to be voted on. Section 3. Nominations for class officers shall be held immediately following the elections of class representatives. The nominations shall be as follows: A. Any member already elected as a Student Council representative may nominate himself or be nominated as a class officer. The list of nominees from each class shall be presented to each respective class to be voted on. Section 4. Nominations for all members or officers of the Student Council shall be made by the set deadline. All nominees will sign and have signed by a parent/guardian a sheet of set responsibilities. Section 5. All voting shall be done by secret ballot
4 Section 6. Modification of election procedure may be made by a twothirds vote of the council.. PART III - DUTIES OF THE OFFICERS Section 1. The duties of the President of the Student Council shall be as follows: A. To preside at all meetings of the council; B. To announce called meetings whenever necessary; C. To cast the deciding ballot in case of a tie in a vote of the Student Council; D. To appoint necessary committees. Section 2. The duties of the Vice-President and/or the president protemp shall be as follows: A. To preside in the absence of the President; B. To fill the office of president in case of a vacancy until a new president is elected. Section 3. The duties of the secretary shall be as follows: A. To keep a record of all proceedings of the Student Council; B. To attend to all correspondence necessary. PART IV - PLEDGES Section 1. Pledge of the president of the Student Council: On my honor, I promise to uphold the standards and ideas of Clinton High School; to cooperate with the faculty and student body in all things which they may undertake; to strive always for these things which will be for the best interest in the school; to consider all requests and proposals made by the students and faculty; and to endeavor to represent my class worthy. Section 2. Pledge of the Student Council members: As a member of the Student Council, I promise to cooperate with the president, the student body, and the faculty to make every effort to establish high standards in my school; to consider all requests and proposals made by the students and faculty; and to endeavor to represent my class worthy. PART V - HOMECOMING Section 1.By the fourth week before homecoming, the homecoming court will be elected. Election of the eight (8) senior maids will be by a majority vote of the respective class from its list of nominees. Election for three (3) maids from each of the other two classes will be by a majority vote of the respective class from its list of nominees. The Homecoming Queen will be selected by the student body by a plurality vote in one ballot from the list of senior maids following the announcement of the maids from all three classes.
5 Section 2. Nominations will be taken at a designated time from each teacher's class. Nominees will then appear on the ballot for class maids to be voted on by the class members. Section 3. Necessary committees to handle the field activities and the parade will be appointed. Section 4. The homecoming dance will be under the direction of and financed by the Student Council. The dance will be operated according to school board policies. PART VI - ARROW COURT Section 1. By the fourth week before Arrow Court, the court will be selected. Election of the class maids will be by a majority vote of the respective classes from it list of nominees. The Arrow Court queen will be selected by the student body by a plurality vote in one ballot from the list of senior maids following the announcement of the maids from all three classes. Section 2. Nominations will be taken at a designated time by each teacher from each class. Nominees will then appear on the ballot for the class maids to be voted on by the class members. Section 3. The maid receiving the most votes from her respective class will be the princess for her class. If the Arrow Court queen is also the senior maid receiving the most votes from her class, then the senior maid with the highest number of votes will be the class princess. Section 4. The band will by vote select a senior girl to represent the organization as its band princess. This person must be a senior girl who is a member of the organization. Section 5. All maids and princesses will be announced during the Arrow Court halftime activities. The queen will also be announced and crowned at this time. NATIONAL HONOR SOCIETY ARROW CHAPTER BY-LAWS ARTICLE I MEMBERSHIP Section I. Candidates eligible for membership must be students seeking diplomas who have earned appropriate credits for sophomore or junior status. Section II. Candidates eligible for membership must have an overall scholastic average of 90 percent based on a minimum of four academic credits/course. Members must maintain the 90 cumulative average.
6 ARTICLE II ARTICLE III ARTICLE IV Section III. Students with more than 4 detentions or any suspensions from school during the previous semester will not be eligible for membership. Section IV. Membership must be approved by the faculty. Section V. To be eligible for membership a student must have 15 approved credits of participation in school and community activities. ELECTION OF MEMBERS Section I. Membership in this chapter shall be limited to sophomore, junior, and senior students who have been enrolled in this school more than one semester, excluding transfer students who are members in their former school in good standing. Section II. "..in the case of a flagrant violation of school rules or civil laws...," any candidate seeking membership will automatically be disqualified. Section III. Candidates for election to this chapter will be inducted during a ceremony in the spring of the year in which they are eligible. MEETINGS Section I. Meetings will be held on the fourth Wednesday of each month of the school year. Section II. Executive Committee meetings will take place prior to the general meeting. Section III. Called meetings will be announced to the membership at least two days prior to the general meeting. Section IV. Every member is required to attend all meetings, unless he/she receives an excused absence from the school. Section V. The excused absence of a member will be considered unexcused until he/she signs the minutes from the meeting missed. Minutes will be posted in the sponsors' rooms. SERVICE PROJECTS Section I. Each member will be required to participate in two service projects per semester. If a member does not participate in the required service projects per semester, he/she will be placed on probation. If a member signs up for a service project but fails to participate, an unexcused absence will be issued. ARTICLE V OFFICERS Section I. The officers of the Arrow Chapter will consist of the following: president, vice-president, recording secretary, corresponding secretary, treasurer, historian/publicity chairperson, service chairperson, and parliamentarian. These officers make up the Executive Committee.
7 ARTICLE VI Section II. The president of the National Honor Society shall be a member of the senior class who has been a member of NHS for one year and who has not been on probation. Section III. All officers will be elected by the majority of the membership. EXPLANATION OF OFFICERS' DUTIES Section I. The president shall act as liaison between membership, faculty, and administration; officiate at all meetings; and supervise and advise other officers. Section II. The vice-president shall officiate at meetings in the event the president is absent. In such case that the president is dismissed from NHS, the vice president shall become acting president until such time that regular elections are held. Section III. The corresponding secretary shall maintain correspondence between the Arrow Chapter and the National Chapter and the Mississippi Association of National Honor Societies. Section IV. The recording secretary shall be responsible for recording the minutes from each meeting, copies of which are to be delivered within two days from the meeting to the advisors. She/He shall record the attendance of each member. Section V. The historian/publicity chairperson shall maintain the scrapbook, publicize all Arrow Chapter activities, act as a liaison between chapter activities and the CLINTON NEWS, and announce all unscheduled meetings. Section VI. The parliamentarian shall advise the membership on correct parliamentary procedure according to ROBERT'S RULES OF ORDER. Section VII. The treasurer shall collect all monies, including $5.00 dues paid by a pre-set date at the beginning of each school year, and maintain records of all financial transactions.
8 Section VIII. The service chairman will help plan and organize service projects during the year. ARTICLE VII SUSPENSIONS AND DISMISSALS Section I. Suspension for any disciplinary reason of member of the Arrow Chapter at Clinton High School will result in probation. Overnight suspension will also be treated in this manner. Section II. A member will be placed on probation from the chapter for the following reasons: 1) during a school semester, he/she commits more that four detention offenses; 2) he/she falls below the 90 cumulative average; 3) he/she does not meet service project requirements; 4) he/she has two unexcused absences from meetings and/or other assigned duties; He/she does not pay dues before the September meeting in manner determined and announced at August meeting: (failure to pay dues to a sponsor before the October meeting will result in a second probation). Section III. A member will be dismissed from this chapter if he/she exhibits conduct unbecoming a National Honor Society member as interpreted by three-fourths vote of the National Honor Society Faculty Council. As stated in the NHS national handbook (p. 25), "... in the case of flagrant violation of school rules or civil laws, a warning is not necessary for dismissal." Any member assigned to the Alternative School for any reason will be dismissed. Section IV. A member is allowed only ONE probation during the duration of membership. A SECOND PROBATION WILL RESULT IN AUTOMATIC DISMISSAL FROM THE CHAPTER.
