Access to the Congress site and planned security measures Address: Roosevelt Street (Old Airport Area), W21K19, Addis Ababa, Ethiopia The Congress Registration Desk will issue delegates with their Congress badge upon presentation of the confirmation of their preliminary registration. 1. Registration services a. Registration Location September 1st - 3rd registration will be at the Hilton hotel at the Jacaranda Room. September 4th 7th African Union Conference Centre Gate Shuttle service will be available for delegates from the selected congress hotels to the registration. b. Registration hours Saturday, September 1st: from 9.00 a.m. to Sunday, September 2nd: from 8.00 a.m. to Monday, September 3rd: from a.m. to September 4th 7th: from 8:00am to 17:00. c. Registration and badges It is strongly recommended that participants register and collect their badges before September 3rd. On September 3rd, the first day of Congress, when the session commences at 9.00 a.m., it is advisable to come to the conference centre no later than 8.30 a.m. d. 2 c. Airport Transportation Airport transportation will be provided with shuttles to the official Congress Hotels listed on the Congress website. There will be a welcome desk at the airport for any information needed concerning transfers. 3. Security arrangements: a. Security Measures Walk-through, hand-held metal detectors and X-ray scanners to check personal belongings upon entry to the selected Hotels & African Union Headquarters checking of badges by contractual check points at the African Headquarters. b. Security measures to be observed by participants: Badges must be worn visibly at all times within the African Union Headquarters by delegates and accompanying persons. Because of possible queries at the security control, it is best to arrive at the African Union Headquarters in plenty of time for the start of the meetings. Allow at least 30 minutes to be on the safe side (meetings generally start at 09.00a.m. or 14.00). The following articles will not be allowed through the security control: items with blades, weapons, tools, martial arts or personal defence items, explosive or inflammable materials, chemical products and other dangerous products. 4. First aid: Location: African Union Conference Centre Services: mild ailments dealt with on site; transfer to other facilities where non-urgent medical care is required; administering of emergency and/or painkilling medicines. In cases where medical treatment or hospitalization is required, appropriate health or travel insurance, or an international credit card with a sufficient credit limit, or an adequate cash guarantee will be required. Medical Facilities adequate for first aid in emergencies shall be provided by the Host Government within the Congress area. For serious emergencies, the Host Government shall ensure immediate transportation and admission to a hospital. B. Credentials, proxies and other documents to be submitted to the secretariat 1. Credential Checking of credentials: original credentials shall be deposited at the opening of Congress with the designated authority (article 3.2 of the Rules of Procedure of Congresses), namely the secretariat of the credentials committee Briefing room 5 in the AUCC.

3 a. Practical information for credentials and proxies Opening hours: September 3 rd 6 th from 9:00am 18:30. b. Model credentials and proxies: Signature of credentials: Delegates credentials shall be signed by the Head of State, the Head of Government or the Minister of Foreign Affairs of the country concerned and clearly specify the powers granted to the delegation (article 3.1 of the Rules of Procedure of Congresses). Credentials signed by another minister, or by deputy ministers, are not recognized. Credentials and proxies models can be found under the following link: Consequences of non-validation of credentials: Delegates who have not deposited their original credentials may, provided that their names have been communicated by their government, take part in the debates and vote from the moment they participate in the work of Congress. The same apply to those whose credentials are found to be not in order. Such delegates shall cease to be empowered to vote (nor to sign the Acts at the end of Congress) from the time Congress approves the last report of the Credentials Committee establishing that their credentials have not been received or are not in order, until such time as their position is regularized. The last report shall be approved by Congress before approval of the draft acts (see article 3.3 of Rules of Procedure of Congresses, C. Choice of language of discussion To enable distribution of the costs of interpretation services, each member country must inform the secretariat of the language it has chosen for Congress discussions, using the form annexed to CONGRÈS Note 6 ( which should be returned duly signed to the C 1 secretariat no later than the 7th of September. It may also be forwarded as an attachment to: andreas.kerll@upu.int. 2. Allocation of seats in the Congress halls The seating plan for the delegation in the main hall will be prepared on the basis of accreditations received up to 29th August. These plans will be available on site from September 2nd. In addition to the seats assigned to each delegation, a number of unassigned seats will be available in each hall 3. Calendar a. Plan of the African Union Conference Centre, ( ) Disabled access: On each floor there are disabled toilets, and a central lift located near the main entrance and information desk. 2. Services- information of all kinds on Congress, information on Addis Ababa hotels or other tourist services. 3. Documents - congress documents will be available on the intranet portal of the Congress. 4. Self-service computers a. Cyber Cafe 10 PCs with Internet access. b. Information about computers Location: Lobby area Opening hours: 8:30 a.m. to 21:00 Monday to Friday. Technical assistance available during opening hours. 5. Wireless - Wi-Fi is Available in the conference centre. 6. Power outlets - All power outlets with in the African Union Conference Centre and hotels have 220 V sockets. 7. Gift and Souvenirs will be distributed at the Multipurpose hall from 9.00 a.m. to Halls for restricted meetings - Halls for restricted meetings are available for reservation. a. Payment must be made at the information desk in Cash or by Wire transfer 9. Food and drink a. Coffee services The coffee service during meeting breaks will be provided in the Lobby area offered free of charge to delegates (sponsored by Ethiopian Postal Service Enterprise or other sponsoring countries depending on the day). There are opportunities for member countries to host coffee breaks. Please contact upuaddis@flawlessevents.net for details. b. Lunch Lunch will be served in the MPH and the tent outside during the congress meeting. It will be offered free of charge on Monday September 3 rd and Tuesday September 4th to delegates

5 (sponsored by Ethiopian Postal Service Enterprise or other sponsoring countries depending on the day) There are opportunities for member countries to host lunch. Please contact for details. 10. Prayer room - Prayer room is located on the first floor 11. Photography Service - During Congress, the secretariat will employ a professional photography service for official purposes: pictures for the media, the UPU website, UPU publications, etc. A selection of photos of official events (opening and closing of Congress, plenary sessions and other important happenings) will be published with the Congress news on the UPU website. ETHIOPIAN NATIONAL POSTAL MUSUEM Operating hours: Monday-Friday, 8:30 am -12:30pm; 1:30pm- 5:30pm The Ethiopian National Postal Museum was established in Located on the ground floor at the Ethiopian National Post Office headquarters, the Ethiopian National Postal Museum features the largest national collection of Ethiopian stamps. The Ethiopian National Postal Museum displays original artist sketches of Ethiopian stamps, stamps of Universal Postal Union member countries, and the oldest Ethiopian stamps including the inaugural stamp published in 1894.

6 NATIONAL MUSEUM OF ETHIOPIA Operating hours: Monday-Sunday, 8:30am-5:30pm (open during public and religious holidays) Build in the 1920s, the National Museum of Ethiopia is a must-see attraction in Addis Ababa. The National Museum is home to Lucy or Denkinesh, the oldest human fossil at 3.5 million years old discovered in The National Museum of Ethiopia features fossilized evidence of extinct creatures, relics of traditional jewellery and tools, clothing, musical instruments, and 20th century art. ADDIS ABABA MUSEUM Operating hours: Monday-Friday, 8:30am-12:30pm, 1:30-5:30pm. Saturday- Sunday,8:30am -12:30pm Established in 1986, the Addis Ababa Museum is the former residence of Ras Birru, a war lord during Menelik II s reign. Addis Ababa Museum features portraits of former Ethiopian rulers including Empress Zewditu, Empress Taitu, and Lig Iyasu. Addis Ababa Museum is also home to national treasures such as the first telephone in Ethiopia. ENTOTO MUSEUM Operating hours: Monday-Saturday Located adjacent to the famous Entoto Maryam Church, the Entoto Museum is home to relics such as medieval coins, ceremonial drums, and the royal bed and crown of former Emperor Menelik II. Emperor Menelik II was crowned emperor in 1898 at Mount Entoto. Entoto Maryam Church was established as part of his construction of our present capital, Addis Ababa.

7 ENTOTO KIDUS RAGUEL CHURCH Operating hours: Monday-Saturday Entoto Kidus Raguel Church Museum is the oldest church in Addis Ababa. Entoto Kidius Raguel was founded by Emperor Menelik II about 140 years ago. The church compound features an abandoned rock-carved church over 700 years old. The museum displays old manuscripts, crosses, and other church relics.
