7 COUNTY QUESTION Funding For Countywide Transportation System Improvements through Levy of Surtax Shall countywide transportation improvements to reduce traffic congestion, improve roads and bridges, enhance traffic signal synchronization, develop safe sidewalks and bicycle pathways, expand and operate bus and special needs transportation, implement rail along approved corridors, and implement emerging transportation technologies, be funded by levying a thirty year, one percent sales surtax, paid by residents and visitors, with the proceeds held in a newly created trust fund and all expenditures overseen by an independent oversight board? 8 COUNTY CHARTER QUESTIONS Standards for Establishing County Commission Districts Shall the Broward County Charter be amended to provide that county commission districts may not be drawn to favor or disfavor an incumbent or political party; that districts shall not be drawn to deny racial or language minorities the equal opportunity to participate in the political process and elect representatives of their choice; and to ensure that districts are contiguous and as equal in population as feasible? Yes No Redistricting Procedures for County Commission Districts Shall the Broward County Charter be amended to require the county commission to redistrict following the 2020 decennial census, and every ten years thereafter, or sooner if necessary, by engaging an accredited four year college or university in Florida which shall utilize a transparent process to identify and designate nine single-member districts within the county, and require the county commission to adopt a redistricting plan, consistent with its Charter and state and federal law? Therefore, shall the Charter be amended to revise Section 9.02 related to the operation of the Board of Rules and Appeals to provide that a quorum of the Board of Rules and Appeals shall be a majority of the total membership of the Board of Rules and Appeals? Specifically, they would conform procedures for filling a vacancy in the office of city commissioner to the procedures for filling a vacancy in the office of mayor and conform the requirements for filing campaign finance reports to the requirements of state law. Yes No Fiscal Impact of proposed City Charter Amendments concerning Elections The amendments to Sections 3.02(a) and 3.02(c) could have a significant fiscal impact by requiring more special elections to fill vacancies in the office of city commissioner. Each such special election would be a district election (as opposed to a citywide election) and would cost approximately $177,000. While the number of additional special elections is impossible to determine, past history indicates that the number could be in the neighborhood of one every ten years.
