2 Elections Chaired by Jonathan Weins 731/09 Brenda Seward nominated Murray Seymour for Board Chairman, George Jackson moved and Gerry DeSmet seconded, Brenda Seward moved nominations cease, Ken McElroy moved George Jackson seconded, the board declared Murray Seymour as Board Chairman. By Acclamation Murray Seymour will be the Board Chairman. George Jackson nominated Gerry DeSmet for Vice-Chair, Gerry DeSmet declines; Brenda Seward nominated Howard Ganske for Vice-Chair, Howard Ganske declines. 732/09 Brenda Seward nominated Walter McTavish for Vice-Chairman, Henry Harms seconded; Jim Cockerline moved nominations cease, Ted Ross seconded, the board declared Walter McTavish as Vice-Chairman. By Acclamation Walter McTavish will be the Board Vice-Chairman. Lizard Lake Sub-District Chairman Walter McTavish Vice-Chairman Don Sharpe Murray Seymour thanked the board for their support and called the meeting to order. 733/09 Gerry DeSmet/Brenda Seward RESOLVED THAT we approve the agenda. Carried. 734/09 Walter McTavish/George Jackson RESOLVED THAT we approve the minutes from the February 18, 2009 meeting adopted as circulated. Carried. 10:30 A.M. - Les Titchkosky arrived replaced Ken McElroy Vice-Chair at Board Table DELEGATION: Wayne Hildebrand Manitoba Water Stewardship Wayne gave a presentation on where the CD program is headed, discussed the Provincial vision and reviewed the Draft Framework Document with the board. Cliff Greenfield gave a presentation about the programs and projects completed by the district in RECONVEINDED AT 1:00 P.M. CHAIRMAN S REMARKS: Murray mentioned that reports are for flooding this spring. FINANCIAL REPORTS: The Royal Bank Chequing and T-bill accounts have been closed and the money has been transferred to the Agassiz Credit Union. 2
3 The district is using Internet Banking through the Agassiz Credit Union, charges for this service have been waived, it was discussed that two signers are not needed for these types of transactions. However, all internet transactions are approved by signature like any of our other expenses; we now use direct deposit for payroll. It was suggested to check to see what type of liability we have for internet banking. Letter received from Highway Traffic Board with approval for Alexander Ridge Park sign, plus a certified letter received stating that we are required to remove the former approach partway down the hill by May 30 th. Huntley Knox will meet with Bob Last (Manitoba Department of Highways) in early May to discuss. 735/09 George Jackson/Howard Ganske RESOLVED THAT the board approves the Income/Expense Sheet for February 28, 2009 in the amount of $43, (Ck# ). Carried. CURRENT BUSINESS: The Budget until March 13, 2009 and a copy of the Budget were presented to the board. 736/09 Les Titchkosky/Howard Ganske RESOLVED that the board agrees to pay our summer students $11.50 per hour for the 2009 season. Carried. 737/09 Gerry DeSmet/Walter McTavish RESOLVED THAT the board agrees to pay our part-time office assistant Lisa McCoy $12.00 per hour. Carried. Kathi Furniss and Lisa McCoy will work on the district s Policy Manual and then it will be brought to the board for revisions and approvals. The board discussed the options presented by the Purchasing Committee for a vehicle, it was decided to take Cliff Greenfield and test-drive the vehicles before deciding. The RM of Stanley s letter, March 6, 2009 about Public Sector Accounting Board (PSAB) regulations, the PVCD is its own entity, therefore the RM s/towns/villages within the CD are not required to incorporate the districts Financial Statement with theirs. 738/09 Gerry DeSmet/Jim Cockerline RESOLVED THAT the board approves $500 to assist a student from the Prairie Spirit School Division to attend the BioInnovations Australia 2009 exchange program June 18 th thru June 30, The board suggested the student could make a presentation to the board after the trip and 3
4 would like to see the student provide one week of work to the CD. Carried. Letter from Don Norquay, Conservation Districts Commission and the Draft CD Program Framework Document discussed. The document will be reviewed at the next board meeting, please send in any comments to Kathi Furniss. from Sheldon Anderson, Water Stewardship stating that the 1st 1/4 Grant will be similar to last year; they will know more about the grant later this month. The next IWMP Pembina River Meeting will be held in Cartwright on March 24, 2009 at 10:30 a.m. at the Merry Maker Hall. PEMBINA RIVER BASIN ADVISORY BOARD: Murray Seymour mentioned the next meeting will be held March 26 at Walhalla. PROVINCIAL APPOINTEE: Ted Ross - Provincial Appointee/CD Update March 2009 report will be sent out with the minutes; a copy shall be kept on file with the minutes. MANAGER S REMARKS TECHNICIAN REPORT: MCDA REMARKS: Cliff presented and discussed his activity report; it shall be kept on file with the minutes. Murray Seymour mentioned the next MCDA meeting will be held on April 7 in Brandon with the board and managers attending. The mangers will discuss a new tree program and Lake Winnipeg Foundation funding opportunities. SUB-DISTRICT REPORTS: Badger Creek Howard Ganske Discussed a fish ladder at the Kinsman Park, surveying to be done for Ganske backflood project, Harms dam licence sent it to Water Stewardship Boundary Area Brenda Seward Plan to do projects in the Stoney Creek watershed this year, possible shale trap on Snowflake Creek 4
