1 STAFF REPORT TO: FROM: SUBJECT: HONORABLE MAYOR AND CITY COUNCIL ROBERT PERRAULT, CITY MANAGER RECOMMENDED ARGUMENT IN FAVOR OF MEASURE K-14, THE GENERAL OBLIGATION BOND ISSUE BACKGROUND Following a public hearing held on July 21 S \ the City Council adopted the Ordinance placing Measure K-14 on the ballot. The measure, if approved by the voters, would authorize the issuance of up to $48,000,000 in tax exempt bonds for the rehabilitation of local streets. The City Council also adopted a resolution setting the timeframes for the submittal of arguments favoring or opposing the measure, as well as rebuttals, to the City Clerk. As the author of Measure K-14, the Council has the ability to file an argument supporting the measure with the City Clerk. This argument would be included in the election materials produced and distributed by the San Luis Obispo County Clerk-Recorder's Office. Attached to this staff report is a copy of a recommended argument supporting the measure. This argument was developed collaboratively by management staff working with the City's opinion and public education consultants. Staff is recommending that the Council by' motion authorize the submittal of the Argument in Favor of Measure K-14. DISCUSSION At the last Council meeting, staff had distributed a "Draft Argument in Favor" to the Council for its consideration. Since the original draft was distributed, management staff has had the opportunity to review the draft with Ms. Catherine Lew, principal with Lew Edwards Group (the recently retained public information firm) arid with Richard Bernard from FM3 (the public research firm). Based on this input, management staff has revised the draft "Argument in Favor". (Please see Attachment 1.) In developing the revised draft, staff carefully incprporated the input received from Ms. Lew and Mr. Bernard to craft an argument likely to resonate well with voters in November. The deadline for submission of the argument to the City Clerk is by the close of business on Tuesday, August 5, The argument is to contain 110 more than 300 words and should be signed by the Mayor and each of the four Council Members. The Council could authorize and agree to sign the Argument in Favor of Measure K-14; 2. The Council could make minor changes to the Argument in Favor of Measure K-14; 3. The Council could decide not to submit an Argument; or 4. The Council could provide staff with additional direction. RECOMMENDED ACTION It is recommended that the City Council, by motion, authorize and agree to individually sign the Argument in Favor of Measure K-14. FISCAL IMPACT There is no fiscal impact associated with the ~uthorization to submit and individually sign the Argument in Favor of Measure K-14.
