PETERS BOARD OF ALDERMEN FY 19 BUDGET WORK SESSION CONTINUED MEETING MINUTES OF JUNE 7, 2018 The FY 19 Budget Work Session meeting was called to order at approximately 4:30 p.m. at the St. Peters Justice Center, 1020 Grand Teton Drive, Aldermen Conference Room. The following were present: Mayor Len Pagano; Board President Shea; Alderman Thomas; Alderman Bateman; Alderman Violet; Alderman Aytes; Russ Batzel, City Administrator; Beth French, Director of Finance; Erin Gardner, Financial Analyst; Cathy Pratt, Staff Support Services Manager; Jeff Hutsler; Parks and Golf Services Manager; Rick Oloteo, Recreation and Cultural Services Manager; Dave Kuppler, Health and Environmental Services Manager; Bill Malach, Water Environment Services Manager; Burt Benesek, Transportation Development Services Manager; and Patty Smith, City Clerk. Alderman Reitmeyer and Alderman Hollingsworth were absent. Alderman Barclay arrived after roll call at 4:34 p.m. GROUP BUDGETS AND CIP REVIEW (CONTINUED FROM JUNE 5, 2018) PGS Group Hutsler Mr. Hutsler continued his presentation from Tuesday June 5 th and began with Unfunded CIP Golf Course. Discussion began regarding funding for the golf course lake fountain and the placement being easily visible from clubhouse. Alderman Shea moved to put this item in FY19. The motion died for lack of a second. Alderman Shea moved to fund this item in FY20 budget and if money is available to advance it. The motion died for lack of a second. Mayor suggested leaving it in unfunded and making it a priority if funds are available upon project completion. Mr. Hutsler discussed the 25 RV pads at 370 Lakeside Park ($1.25ML) and comfort station ($550K); and Mr. Hutsler will send out a conceptual plan to the Board of Aldermen. Questions regarding the possibility of building the pads without the comfort station and if we could use the Use Tax, if it passes, for this project. Mr. Hutsler and Mr. Batzel explained the proposed Use Tax would go into the General Fund for public safety, roads, transportation and parks. The project is on our list of unfunded projects. Mr. Batzel stated they could rephase the project.

2 Page 2 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 RCS Group Oloteo Mr. Oloteo recounted the direction given to staff for honoring the late Tim Wilkinson, former Assistant City Administrator at the Rec Plex South ice rink A with a decal in the ice. He presented the decal design and requested approval from the Board of Aldermen to move forward with that design. Alderman Shea moved and Alderman Violet seconded the motion to approve the decal as presented for the Rec Plex South Ice rink A. The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, yes; Alderman Violet, yes; Alderman Barclay, yes; Alderman Aytes, yes. Vote passed: 6 yes, 0 no, 2 absent. Mr. Oloteo handed out a brief update on the Cove & Laurel Park activities. Mr. Oloteo presented a change with RCS Personnel to upgrade the three Lead GSR positions in Cultural Arts to part-time Registration Specialists.

3 Page 3 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Oloteo presented the following information and discussed the Recreation Fund Projects & Major Capital, stating that the Mondo flooring at Rec-Plex South is a rubber flooring and this will be the last year of a 4-year schedule to replace the rubberized flooring around the ice rinks; the Commercial High Capacity Washing Machine is only the 3 rd one purchased since the Rec-Plex was built; the Olympia Ice Resurfacer is being sent to Canada for reconditioning to extend the life of this piece of equipment; and there will be 4 water fountain upgrade/replacements to accommodate water bottle refills at the Rec-Plex.

6 Page 6 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Oloteo was asked to look at lowering the rates to attract more rentals at the Senior Center; and look at what s needed to change in order to cover the cost of the Building Attendant. Mr. Batzel recommended reviewing the rental plan and share new suggestions. Mr. Oloteo presented the following information related to Rec-Plex fee increases.

7 Page 7 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Oloteo presented the following Family Annual Pass Comparison with a 5% increase and Resident Daily Admission Comparison with a 5% increase. It was mentioned O Fallon s YMCA volunteers get reduced rates; and suggested to also include Maryland Heights on the fee comparison in the future.

8 Page 8 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Oloteo presented the following Cultural Arts Centre fees, showing the proposed increase. Act Two Theater current contract expires December Mr. Oloteo explained he held his FY18 prices for the FY19 contract and for FY20 contract, a 5% increase. He recommends to begin conducting criminal and Driver s License Bureau background checks for all instructors, board members and directors of Act Two, but this will not include individual actors. The consensus of the Board was to move forward with the FY19 contract at the current rates as recommended and a 5% increase for the FY20 contract, and begin conducting background checks as recommended.

Mr. Batzel spoke about slide item #7, the Rec-Plex & South Ice Plant Replacement/Retrofit and stated that there would be 20-30% in energy savings and we are evaluating a long term plan on what to do, retrofit what we have or something new.

10 Page 10 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Oloteo shared the following Notable Events for 2018 and 2019; and provided information on the Dynamic Training Center s membership use. Following Mr. Oloteo s presentation, discussion regarding the off season accessibility of a splash pad at Laurel Park was held, and Mr. Oloteo explained some of the accessibility issues and effects of this proposal at Laurel Park. Mr. Batzel suggested that a plan to consider a different location which would have continual accessibility, and a cost estimate, be brought back for future discussion. A five minute recess at 6:00 p.m. was called. The meeting resumed at 6:05 p.m. WES Group Malach Mr. Malach presented the following information, explaining the function of WES and some Personnel changes of Earth Centre Crew Leader to Compost Operations Supervisor, and adding a Utilities Engineer position.

Mr. Malach presented an increase in coverage to the City s current Sewer Lateral Repair Program, explaining the need and reasons how this increase can work, because of fewer targeted repairs and fewer new home inspections. He requested Board approval to begin this increase July 1, Alderman Barclay moved and Alderman Violet seconded the motion to approve the increase in coverage as presented starting July 1, The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, yes; Alderman Violet, yes; Alderman

Mr. Malach explained the City s current Water Service Line Repair Program and its difficulties and program deficit. He presented a proposed change in the coverage as follows: program pay 85%, resident pay 15%. Discussion included a recommended timeframe of the change, if approved by the Board, to begin January 1, 2019; and to include clear communication to the residents of this change. Alderman Bateman moved and Alderman Violet seconded the motion to approve the change in coverage as presented, program pay 85%, and resident pay 15%. Alderman Thomas moved and Alderman Shea seconded to amend the pending motion to include a January 1, 2019 start date for the coverage change and clear communication to the residents. The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, yes; Alderman Violet, yes; Alderman Barclay, yes; Alderman Aytes, yes. Mr. Benesek presented the following Personnel changes for TDS, explaining that this is only a reorganization of positions, not an increase in employees. He informed that a

Mr. Benesek presented and explained the TDS Personnel Reorganization and reclassification of the Building Inspector position. Mr. Benesek presented the following TDS Personnel request and explained the need and duties of a Facilities Manager for FY19 Budget placement.

He informed the ADA Transition Plan is required by law; and his department will begin looking at subdivision roads where there

He stated a Resolution of Support will be presented this summer, along with the needs and a proposed schedule. Mr. Benesek presented and explained the following TDS Projects & Major Capital Changes for the Transportation Trust Fund (Street Maintenance) FY23 CIP Additions.

Mr. Benesek provided the following information and update of the Storm Water Bond Capital Projects for TDS, amount of Storm Water Concerns for 2011 and 2017, number of Prop P Projects completed, FY18 and FY19 projects, and Unfunded Projects.

35 Page 35 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 HES Group Kuppler Mr. Kuppler presented and discussed the following changes to Personnel in Health & Environmental Services: a new addition of a CMPF Supervisor to split responsibilities between Recycling and the Transfer Station; move an existing part-time Office Clerk to full-time; and change the Sustainability Specialist position to an Office Specialist position. Mr. Kuppler explained the following accomplishments with HES.

36 Page 36 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Kuppler discussed the following variances with HES and stated that the downspout replacement included the four sided type. He also informed that the $24,500 for CMPF supplies, the increase of funds includes $18,000 for blue bags. Mr. Kuppler presented and explained the following CIP Changes for HES. Mr. Kuppler presented and discussed the following Projects & Major Capital Changes for HES, explaining that the engineering review is funded in FY19, but the CMPF expansion is not. He informed that the Solid Waste Disposal Agreement with Cottleville ends FY19 in December and anticipates extending it another 5 years. He also explained the implementation of the PetHub program through the Health Department and its lost pet recovery solution with $500 in the budget. He requested Board approval for FY19 implementation and to set the $5 per tag for this program. The Board was in agreement.

Alderman Thomas moved and Alderman Violet seconded the motion to approve the 15% Commercial Trash Collection rate increase for FY19. The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, yes; Alderman Violet, yes; Alderman Barclay, yes; Alderman Aytes, yes. Vote passed: 6 yes, 0 no, 2 absent. Discussion was held and Alderman Thomas moved to increase the current minimum nonresident disposal fee to $50 and leave the current minimum resident fee at $35. Further discussion was held and Alderman Thomas moved and Alderman Barclay seconded the motion to amend the pending motion to increase the minimum nonresident fee to $49 and leave the current minimum resident fee at $35, and to re-evaluate in 1 year. The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, no; Alderman Violet, yes; Alderman Barclay, yes; Alderman Aytes, yes. Vote passed: 5 yes, 1 no, 2 absent.

40 Page 40 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 Mr. Kuppler presented and explained the following New Recycling Vision as it relates to a new Blue Bag Program and discussed the problem and misuse of blue bags and their rising costs. He clarified the amount the City s annual blue bag expense would increase, from $180,000 to $198,000. He then presented a new Blue Cart Club program which would significantly reduce blue bag expenses by moving to a subscription base for blue bags.

Alderman Thomas moved and Alderman Shea seconded the motion to support all the Blue Cart Club recommendations with keeping the Tie It ON and no annual delivery of blue bags to residents. The motion was approved and Mayor Pagano put the motion to a roll call vote as follows: Alderman Bateman, yes; Alderman Reitmeyer, absent; Alderman Thomas, yes; Alderman Hollingsworth, absent; Board President Shea, yes; Alderman Violet, yes; Alderman Barclay, no; Alderman Aytes, yes. Vote passed: 5 yes, 1 no, 2 absent. An Ordinance will be prepared to reduce the recycling fee to zero and incorporate the.50 cents per week into the bi-monthly bill. Mr. Kuppler presented the following Unfunded Projects.

42 Page 42 of 43 FY 19 Budget Work Session Continued - Minutes of June 7, 2018 NON-CIP FUNDS French/Gardner Ms. Gardner handed out information on Non-CIP Funds, which are funds the City budgets for but does not do five year projections. The handout is attached and made a part of these minutes. Mr. Batzel explained again about the Old Town Levee TIF, which is coming to its end; and mentioned that the County could provide a Specialist to look at the log cabin and give guidance on how to move it. There was strong support to keep the log cabin in St. Petesr. He reminded about the St. Peters Lakeside Redevelopment TIF retiring early, either this year or early MISCELLANEOUS UPDATES Mr. Batzel provided the following updates: Proposition U for the Use Tax on the August 7, 2018 ballot, recommending education in the City s newsletter and printed material Right To Work will be on the August 7, 2018 ballot Ambulance District Countywide $70ML levy on the August 7, 2018 ballot The City leases the former Cultural Arts Center to the Center for Autism. The Center for Autism will be moving into the Montessori School by Shady Springs Park in Ward 3. Mr. Batzel asked the Board for permission to list for sale the former Cultural Arts property, and the Board agreed. A request to add playground equipment to the unfunded list at 370 Lakeside Park was discussed. Alderman Barclay moved and Alderman Thomas seconded the motion to add playground equipment to the unfunded list at 370 Lakeside Park. Vote passed: 6 yes, 0 no, 2 absent. A brief discussion regarding bills with the State Legislature for Medical Marijuana will be on the November 2018 ballot. Further information will be coming. Mr. Batzel recounted a bill which will be brought back with modifications to the Board of Aldermen at the June 28, 2018 Regular meeting, pertaining to indemnification of City Officials and Employees.
