1 MENA-Transition Fund Project Workshop on «Drafting law techniques: towards regulatory quality» Cairo, 14 March 2016 Meeting venue: organised for the General Department of Legislation of the, Egypt, within the framework of the G7 Deauville Partnership MENA Transition Fund project Strengthening the Rule of Law.

2 Background Information This workshop is organised within the framework of the G7 Deauville Partnership MENA Transition Fund Project: Strengthening the Rule of Law: Effective and transparent delivery of justice and rule-making in Egypt. As part of the project, the OECD is organizing a series of capacity building activities to exchange good practice on legislative drafting and transparent rule-making in the Ministry of Justice. Drafting good legislation requires specific skills, techniques, instruments and coordination across legal departments and stakeholders. The workshop will take stock of the activities delivered so far and advance in the discussions on the development and implementation of a legislative drafting manual in Egypt. The workshop has therefore three objectives: To discuss the 1) Summary reports of the study visits to Paris, The Hague and Rome and lessons learned 2) Legislative Drafting Manuals and Legislative Drafting Techniques in a comparative perspective 3) Conclusions and next steps in the project The workshop is jointly organized by the, Egypt and the MENA-OECD Governance Programme in cooperation with the African Development Bank.

This session will take stock of the learning outcomes and discuss: What are the key lessons from the study visits? Participants will discuss the content of a typical manual for legislative drafting with reference to the guide from the European Union. Presentation by Prof. William Robinson, formerly Legal Service at the European Commission and European Court of Justice What lessons can be drawn from the experiences presented? How do the ideas presented resonate with the participants? In particular, the session will discuss options to build a database, drawing on OECD country examples, such as Legisfrance. The African Development Bank, as co- ISA of the Transition Fund Project, will explain the possibilities and procedures to upgrade the IT infrastructure for a legal database in the.
