1 PRESENT: Charles Howell, Chairman Catherine Roemer, Vice Chairman Roger Morley, Commissioner Jane White, Deputy Clerk JEROME COUNTY COMMISSIONERS Meeting convened at 9:04 A.M. COMMISSIONER COMMITTEE REPORTS Commissioner Morley reported from a meeting with ICE (Immigration and Customs Enforcement) authorities about a pending incarceration contract with Jerome County. He had also participated in interviews to hire an emergency management coordinator. Commissioner Roemer had heard updates in a College of Southern Idaho board meeting. She had also listened to a review of upcoming standards for public defenders from representatives of the Public Defense Commission. She reported from an Idaho National Laboratory (INL) citizens advisory board that clean-up of the site near Arco was on schedule except for liquid waste; she said the executive director of the local solid waste district (Josh Bartlome) had been appointed to the board. Commissioner Howell reported the Jerome Highway District would be finishing a parking lot in the Snake River Canyons Park within two weeks. BUSINESS AND/OR ADMINISTRATIVE MATTERS The Board signed Retail Alcoholic Beverage Licenses for the following: Nichole Licano dba Tiger Stop, Jerome; Warren Resort Hotels of Jerome, Inc., dba Sawtooth Inn, Jerome; Snake River Elks #2807 dba Snake River Elks #2807, Jerome; Hotel Developers, LLC,-Jerome dba Comfort Inn & Suites, Jerome; Gregory S. Dodson dba Diamondz Event Center, LLC, Jerome; Lorena Plascencia dba Geminis Beauty Salon & Beauty Supply, Inc., Jerome; Candice Cooley dba The Landmark Beef, LLC, Hazelton; and Clarisa Sandoval dba Cheverria s, LLC, Jerome. The Board signed leave requests for Art Brown (10), Deserae Jones (4), and Mario Umana (1). A Motion was made by Commissioner Howell to authorize Shawn Denham to change the date on the County seal from the creation of the State to the creation of the County. It was seconded and carried with unanimous ayes. MARIO UMANA BUDGET PRESENTATION Juvenile Probation Administrator Mario Umana and Chief Deputy Clerk Tracee McKim were present. Umana requested salary increases for himself and his employees. Commissioner Roemer asked if he had completed employee performance reviews; he said he had not, but he had submitted written reasons for the increases for two of his employees. Umana requested three percent budget increases in travel, office supplies, computer software, education, detention, detention alternatives, drug testing, vehicle, and counseling/mediation. Commissioner Roemer asked if the cost of living had increased, but Umana did not have any information about it. The Board discussed tobacco and lottery funds with Umana. McKim advised that tobacco tax funds could not be carried over into the next fiscal year but that lottery funds build until they are used. Commissioner Roemer requested that Umana research what expenses are allowed with lottery funds. Umana suggested purchasing a computer that probationers could use in his office, and Commissioner Howell said that was worth investigating. Umana said his department might need a new vehicle in the next fiscal year. DESERAE JONES MISDEMEANOR PROBATION REPORT AND BUDGET REQUEST Misdemeanor Probation Administrator Deserae Jones was present. Budget Request: Jones asked for salary increases for herself and her employees and told her reasoning for the raises requested. Commissioner Roemer asked if Jones had written performance reviews, but she said she understood they were not due until the end of the fiscal year. Page 2 of 11
3 Jones explained proposed increases in supplies and drug testing. She said her department was doing more drug tests and had a need for an ankle monitor. Report: Jones brought statistics for May, including the numbers of misdemeanor cases, probation violations, and warrants, and the amount of fees collected. She also provided information about training available in August. CODY CANTRELL VETERANS REPORT AND BUDGET REQUEST Veterans Service Officer Cody Cantrell and Chief Deputy Clerk Tracee McKim were present. Report: The Board discussed with Cantrell his hours on weeks with holidays. It was determined he would work fewer hours in a week if a holiday fell on one of his regularly scheduled days. Cantrell presented a written recap of his services from May 29 through June 26, including the numbers of new enrollees, office visits, record requests, and community outreaches. He reported that within the last month the State Veterans Administration representative had met with him twice and that he had attended an American Legion meeting. Budget: Cantrell estimated the budget line for office supplies could be reduced but requested new budget lines for software and education. CY LOOTENS SET ELECTION PRECINCTS AND MAIL-OUT FOR ELECTION Elections Deputy Clerk Cy Lootens and Chief Deputy Clerk Tracee McKim were present. Lootens requested to declare the Hazelton and Shepherd-View Precincts as mail-ballot precincts for the August 29, 2017, Shoshone school district bond election, with same-day registration and voting to be at the Jerome County Courthouse. He explained that there were only two people registered in the Shepherd-View Precinct and none in the Hazelton Precinct. A Motion was made by Commissioner Morley to set up a mail-in ballot precinct for the Hazelton and Shepherd-View precincts for the August 29 election. It was seconded and carried with unanimous ayes. Lootens said he and the county clerk believed the voter lines at the Recreation Center could be shortened by cutting the Canyonside Precinct in half but allowing the voters in the new precinct to continue to vote at the Rec Center. The new precinct would be called Rim Rock, as it had been in the 1980s. A Motion was made by Commissioner Howell to split the Canyonside voting precinct into two precincts, Canyonside and Rim Rock, as presented. It was seconded and carried with unanimous ayes. 4 KANSAS GUTHRIE HUMAN RESOURCES REPORT Human Resources Director Kansas Guthrie was present. Guthrie reported an emergency management coordinator had been hired and would begin employment on July 11. She said the committee working on a draft to update the Employee Manual would meet again the next day and would be bringing its proposed changes to the Board. She continued that she was still inputting job descriptions for the new Website server. The Board discussed requiring employee evaluations for salary increases and determined they might not be available before final considerations of the FY Budget. Commissioner Howell requested that Guthrie bring the Board a proposal to change the attendance-reporting period to coincide with the employee pay period, to be effective in October of Meeting recessed at 11:55 A.M. Meeting reconvened at 2 P.M. JOSH BARTLOME SOLID WASTE DISTRICT BUDGET PRESENTATION Clerk/Auditor/Recorder Michelle Emerson was present. Also present were Josh Bartlome and Stephanie Thompson representing Southern Idaho Solid Waste. Thompson and Bartlome requested a three percent increase in Jerome County s contribution to the seven-county waste district and presented paperwork with statistics for operation of the district. Commissioner Howell questioned the increase in estimated fuel cost. Bartlome said if the funds were not necessary that the district would like to use them to avoid financing the purchase of assets. Bartlome predicted cost savings if the County would make changes to recycling containers. He asked that the County plan for expanding its transfer station within the next two to five years. GARTH BAKER AIRPORT EQUIPMENT Airports Manager Garth Baker, Clerk/Auditor/Recorder Michelle Emerson, and Dan Olmstead were present. Baker offered three bids for snow removal equipment at the Jerome Airport, saying that one unit was too small for its intended use, and discussed the other options with the Commissioners. Commissioner Roemer asked if Baker had located any used equipment for sale, and he believed the nearest available would be at an auction in Las Vegas. Page 4 of 11
5 It was determined Baker would continue to seek used equipment. CONNIE STOPHER SOUTHERN IDAHO ECONOMIC DEVELOPMENT ORGANIZATION BUDGET REQUEST Connie Stopher, executive director of the Southern Idaho Economic Development Organization (SIEDO), and Dan Olmstead, chairman of the SIEDO board, were present. Stopher followed up on her June 5 request for an increased amount from Jerome County to help support the regional organization. She presented paperwork showing SIEDO s budget and said the organization had experienced a deficit that it was trying to correct. Stopher said her goal was that the contributions of the four counties and 11 cities that support SIEDO equal the College of Southern Idaho s contribution of $110,000. Commissioner Morley s concern was that the $12,100 requested would be Jerome County s fair share compared to the population of the other participating counties. The Board determined to consider the financial request during its budget workshops for the FY JOHN AND NANCY SCHOONMAKER ORDINANCE FOR DOG CONTROL Attorney Mike Seib was present. Also present were John and Nancy Schoonmaker, Walt Schommer, Sara Hill, Robin Chommer, Brandi Turnipseed, Stephanie Aslett, and Gary McClimans. Nancy Schoonmaker told the Board there was a crisis in her subdivision because an attack dog was putting children and drivers in danger. John Schoonmaker said he had reported to the sheriff but that no legal action had been taken. Commissioner Roemer said the sheriff s office was to enforce the State code regarding dogs running at large and that the County pays the city dog pound for animals picked up outside city limits. Commissioner Morley said a dog is euthanized if there are two reports of it biting someone. McClimans said his neighbor s dogs try to bite his visitors as well as his lawnmower bag or weed eater. Commissioner Howell suggested that the concerned neighbors consult their attorney about actions the subdivision s homeowner association could take. The Board determined to consult the sheriff s office and legal counsel about controlling dogs. Page 5 of 11
6 MIKE SEIB LEGAL COUNSEL Attorney Mike Seib was present. Ordinance for Dog Control: Seib advised that a County ordinance regarding dog control was not necessary because State law addresses the matter. Sheriff Fees: Seib presented a resolution to change fees charged by the sheriff s office, as discussed on June 12. A Motion was made by Commissioner Howell to pass Resolution It was seconded and carried with unanimous ayes. JEROME COUNTY RESOLUTION NO A RESOLUTION OF JEROME COUNTY, IDAHO, SETTING A FEE SCHEDULE FOR THE JEROME COUNTY SHERIFF S DEPARTMENT WHEREAS, WHEREAS, WHEREAS, Idaho Code , Sheriff s Fees, has been amended to permit the Board of County Commissioners to set sheriff s fees by resolution; and such fees shall be in an amount reasonably related to but not exceeding the actual costs of such services; and the Jerome County Sheriff has reviewed and analyzed the actual cost of service of process and determined that the following fees should be revised to more accurately reflect, but not actually exceed, the actual costs of serving and processing legal documents. NOW, THEREFORE, BE IT RESOLVED BY THE JEROME COUNTY BOARD OF COMMISSIONERS as follows: I. The fees established for the various services by the Jerome County Sheriff, as listed in Exhibit A, attached hereto and incorporated herein, are hereby adopted. II. III. Repeal. Any other existing Jerome County Resolution, or portion thereof, that conflicts with the provisions of this resolution is hereby declared to be repealed or superseded to the extent of such conflict. Fees for services not listed herein shall be as provided by state statute. Shooting in the Snake River Canyons Park: Seib advised shooting anywhere in the Snake River Canyons Park is allowed until an alternative area in the Park is indicated. 24/7 Sobriety Program: Seib said prosecutors were in favor of the 24/7 Sobriety Program as another tool to reduce the number of persons driving under the influence of drugs. 11 READ AND APPROVE MINUTES A Motion was made by Commissioner Roemer to approve the minutes of June 19 as corrected. It was seconded and carried with unanimous ayes. An amendment was added to Commissioner Morley s comments in the second full paragraph of Page 6. It read: St. Luke s, not the County, asked the City to double respond to each emergency call. If St. Luke s is demanding that, it should pay the City EMS. INDIGENT MATTERS A Motion was made by Commissioner Howell to follow staff recommendations for indigent matters. It was seconded and carried with unanimous ayes. Dismissed were Case Nos and Meeting recessed at 4:50 P.M. Meeting reconvened at 7 P.M. in Room 306 with all Commissioners present. JOINT MEETING WITH THE PLANNING AND ZONING COMMISSION Present were Planning and Zoning Office Staff Art Brown, Nancy Marshall, Sharde McMillan, and Stephanie Aslett; Attorney Mike Seib; Jerome 20/20 Executive Director Larry Hall; and Planning and Zoning Commission members Larrey Anderson, Bill Baker, Patricia Heath, Tanner Johns, Jim Schlund, Virgil Tinker, and Michael Tylka. The Board heard an update on proposed changes to update the Comprehensive Plan; the Commissioners were to submit their comments in writing to the Planning and Zoning Office. It was determined that further recommendations would be made to the Board in September or October, with the hopeful completion of the draft by December. Meeting recessed at 9:12 P.M.
