AT HOTEL SAVERA, MYLAPORE, CHENNAI The list of members present is attached herewith and marked as Annexure A. President, Shri A.K. Yussouf was in the Chair and welcomed members to the first meeting of the Managing Committee of Builders Association of India for the financial year Before start of the meeting Shri Anand Gupta, Hon. Gen. Secretary informed members about the sad demise of Mrs. C. Vijay Lakshmi (Daughter-in-law of Shri C. Raghava Reddy, Past President of BAI) expired on 31 st March Members stood for two minutes in silence to pay homage to the departed soul. Shri M.U. Moahan, Chairman, Southern (Chennai) Centre, in his welcome address thanked the Headquarter for allowing the Centre to hold the first Managing Committee Meeting of the financial year at Chennai. He requested senior members of the Centre to felicitate Office Bearers of the Headquarters, Trustees and Past Presidents present in the meeting. President, Shri A.K. Yussouf called the meeting to order and requested Hon. Gen. Secretary to take up the agenda for discussion. 1. To confirm the Minutes of the last Managing Committee Meeting held on 28 th February 2009 at Tiruchirapalli. Minutes, as circulated were confirmed. 2. To grant Leave of Absence. Leave of absence were granted to the members as per the details given in Annexure B. 3. Issues arising out of previous Meeting. The Hon. Gen. Secretary read out the Action Sheet, which was already circulated to members, reproduced here below:-

2 Item No.3 Issues arising out of previous Meeting. Legal Fund Collection BAI Secretariat had sent reminder letters No.747/M/ dated 3 rd March 2009, and No.01/A/ dated 1 st April 2009 along with statement of Legal Fund due from Centres to Chairmen / Hon. Secretaries / Hon. Treasurers of all BAI Centres requesting to send Centre s contribution towards Legal Fund. Following Centres / Members have contributed so far:- Ahmednagar Centre Tiruchirapalli Centre : Rs.22,500/- : Rs.10,000/- (Paid at the venue) Shri A. Puhazhendi, Imm. Past Vice President, has contributed Rs.10,000/- towards Legal Fund on his personal capacity. Item No.7 Item No.14(v) XXIII All India Builders Convention. BAI Headquarter had received Demand Draft No dated for Rs.1,00,000/- from Rajasthan (Jaipur) Centre, towards the Centre s contribution for conducting XXIII All India Builders Convention in December BAI Website BAI Secretariat had sent letter dated 8 th April 2009 addressed to Shri Raj Pal Arora, requesting him to close the Website maintained by him. 4. To take note of the results of BAI Elections Hon. General Secretary informed the Committee that, election results of the Association has already been circulated to all members. The Hon. Gen. Secretary appreciated the efficient handling of elections by the Returning Officer, Shri Raju John. 5. To decide the Election Programme for electing Five Trustees for 5 years term i.e The Hon. General Secretary informed members that, the tentative Election Programme for electing Five Trustees for 5 years term i.e , has already been circulated to members along with the agenda and requested members to approve on the same. He further stated that, as per BAI Rules & Regulations, the Executive Secretary will act as Returning Officer for all organisational elections. The President stated that, he is pleased to note more number of members coming forward to serve the organisation as Office Bearers of Centres and Headquarters. He felt, the keen contest for post of office of BAI Centres and Headquarter is a positive sign. However, he opined, if at all possible, it is advisable to avoid election as BAI Secretariat could use the time and cost for conducting the election for better use.

3 Shri K. Padmanabhan while appreciating the President for his learned comments suggested that, those Trustees who served two terms, either continuously, or with a break should consider not to file their nomination again. He also suggested the Committee to consider extending the term of present Trustees till 31 st March 2010, so that combined election could be conducted. Shri R. Radhakrishnan (Past President & Past Trustee), suggested that, President may use his good office to make Trustees elections unanimous. Shri M. Karthikeyan (Past President), Shri M.S.K. Vasudeva Rao, and Shri D.C. Awasthi, have participated in the discussion. Members unanimously approved the election programme as circulated and appointed the Executive Secretary as Returning Officer for the Trustees Election for , and authorised the President to nominate 3/4 Scrutinizers in consultation with Vice Presidents. President, while concluding the discussion referred the suggestion of Shri K. Padmanabhan and stated that, extending the term of Trustees till 31 st March 2010, need constitutional amendment and felt, at present, we should not disturb the current Trustees Election Programme. 6. To discuss and review the latest position of:- (i) Cement Price The Hon. Gen. Secretary brought to the attention of members on the agenda note circulated along with the agenda and stated that, the present abnormal high price of cement is due to the manipulation of production and dispatch by the cement manufacturers. He expressed surprise at the tactics of cement manufacturers who could manage to increase the price even during this recessionary period. He then informed members about the Press Conference held in Mumbai on 15 th April 2009, on the subject Abnormal Cement price increase due to cartelisation, wherein more than 25 journalists from various leading Newspapers (English, Hindi, Gujarathi, and Marathi) and 15 members from leading news channels were present. He further stated that, the media have covered the event extensively, which has already been printed in Indian Construction Journal, April 2009 issue. The President informed members that, the Press Conference held in Mumbai has got wide coverage and its impact has prompted PMO office to send an emissary to BAI Headquarter to check the facts and figures given in the Press Release. He has collected the datas of cement production, dispatches and price for forwarding to the authorities. BAI has requested for the following immediate steps from the PMO.:- (i) Removal of levy of Countervailing Duty on import of Cement. (ii) Ban export of cement from Gujarat. President also stated that, on 13 th April 2009, Construction Industry Development Council (CIDC) has arranged a meeting between captains of Construction Industry and Ministry of Commerce & Industry, to explore ways and means to revive the economy by investing more in Construction Industry as it has wide forward and backward linkages to various other industries. He requested Shri D.L. Desai (Shankarbhai) to apprise members on the same.

4 Shri D.L. Desai (Shankarbhai) informed members that, the meeting convened by the Commerce Ministry, was chaired by Shri Ajay Shanker, Secretary, Ministry of Commerce & Industry, Government of India, New Delhi. BAI has represented to the Commerce Ministry for the following:- (i) (ii) (iii) Recommend to the concerned Ministry for full-fledged operationalisation of Competition Commission established in To issue directives to Cement Manufacturers to pass on 4% Excise Duty relief announced by the Government in its stimulus package to consumers. To issue directives to Bankers for releasing finances for Contractors and Real Estate Developers at reasonable rate of interest. Shri D.L. Desai (Shankarbhai) also informed members that, Shri Ajay Shanker was receptive and appreciative of BAI s viewpoints and assured of taking positive steps. Shri D.L. Desai (Shankarbhai) also informed members that, Competition Commission has now started partially functioning under the Chairmanship of Shri Dhanendra Kumar, and the Commission in their Website has published forms for filing complaints and petitions. He requested members to go through the Website and understand the working of the Commission and register the complaints with the required datas of cartelisation by Cement Manufacturers. Shri K. Ramanujam opined that, holding Press Conferences, submitting Representations or filing Petitions with Competition Commission won t deter the cement manufacturers from continuing their unfair trade practice. He felt BAI should campaign with all its might for removing the Countervailing Duty on import of cement. He emphasised that, import of cement is the only answer for stabilising the cement price. Shri CH Ramkotaiah and Shri M.S.K. Vasudeva Rao suggested to have a dialogue with cement manufacturers. Shri H.N. Vijaya Raghava Reddy suggested Headquarter to publish advertisements in all leading Newspapers to stop buying cement for a minimum period of one week. Shri B. Seenaiah, Vice President, opined that, contractors should stop quoting for works till the Works Authorities incorporate Star Rate in the Tender Documents. He stated that, contractors should emphasise on getting reimbursement of price increase from Works Authorities without any difficulty. He also explained how precast elements were used in his sites to reduce the dependence on labour. He felt BAI should take initiative to establish cement manufacturing units to counter unfair trade practice followed by cement companies. The house appreciated his suggestions. Shri R. Radhakrishnan (Past President & Past Trustee) informed members that, in Tamil Nadu, the contractors have fought with the Government and got the Star Rate included in all tender documents. He requested State Chairmen to approach their respective State Government and insist for including the Star Rate in tender documents.

5 Shri M. Karthikeyan (Past President), Shri V. Ramachandran (Trustee & Past President), Shri S.P. Goel (Imm. Past President), Shri Ram M. Bhatia (Vice President), Shri Bhagwan J. Deokar, Shri P. Narasimhulu, Shri K. Appi Reddy, Shri R. Kumar, Shri M.A. Jesuraja Rajan, and others have participated in the discussion. President, while concluding the discussion on the item, requested Chairmen of Centres to hold Press Conference on the abnormal cement price issue. He further stated that, all facts and figures for holding such Press Conference has already been circulated to members along with the agenda. He also requested members to send feed back of such Press Conferences to Headquarter for printing in Indian Construction Journal. (ii) Competition Act, 2002 The Hon. Gen. Secretary brought to the attention of members on the agenda note circulated along with the agenda, and stated that, though Competition Commission Bill is passed in 2003, the working of the Commission has not yet been fully operationalised. The President stated that, after formation of the new Ministry at Centre, BAI should send representation to all Members of Parliaments for their recommendation to the concerned Ministry for immediate full-fledged operationalisation of Competition Commission. The operationalisation of Competition Commission is necessary as it has wide range of penal provisions against manufacturers who indulge in unfair trade practice like cartelisation. (iii) Price variation issues. The Hon. Gen. Secretary brought to the attention of members on the exhaustive agenda note circulated along with the agenda and requested Shri L. Moorthi to enlighten members on the shortcomings of present reimbursement of price variation clause based on RBI index system. Shri L. Moorthi stated that, contractors should get price adjustment in all contracts irrespective of the cost and time of completion. He further stated that, the formula adopted by Central Public Works Department (CPWD) in reimbursing the price escalation is good and emphasised that, the Works Authorities should reimburse the increased cost of materials, when the contractors claim for the same with original invoice. He felt the present system of reimbursement of price variation by index method is a loosing proposition for contractors. He also stated that, representation should be submitted for inclusion of Star Rate not only for materials but also for labour. Shri H.S. Pasricha, Chairman, Delhi Centre, informed members that, CPWD has recently introduced its own index and it is working wonderfully well. He suggested that, representation should be made to other Works Authorities also to introduce its own index and it will help contractors getting proper price reimbursement. Shri S.P. Goel (Imm. Past President), Shri V. Ramachandran (Trustee & Past President), Shri K. Appi Reddy, Shri R. Kumar, Shri M.A. Jesuraja Rajan, Shri Srinivasa Murthy, Shri K. Sriram and others have participated in the discussion. President, while concluding the discussion opined that, BAI should represent to the Ministry for introducing an exclusive construction materials index, as the present all commodities index is not reflective of the actual weightage of each commodities.

6 (iv) Training of Construction Workers The Hon. Gen. Secretary stated that, Construction Industry employs about 32 million workers. Out of this, only around 10 % is either skilled or semi-skilled. Construction workers usually learn the skill through experiences or from their family members. BAI s efforts through National Council for Construction Education & Training (NCCET) to certify experienced construction workers as tradesman have also not got the required result. The Government of India has announced XI Five Year Plan giving emphasise on development of physical infrastructure. The investment allotted approximately Rs.20/- lakh crore for development of infrastructure. He felt, BAI Centres should think seriously adopting ITIs to start vocational training courses for construction workers. He also stated, BAI is trying for getting the certificate of Assessing Body under the Skill Development Initiative Scheme from the Directorate General of Employment & Training, Government of India, Ministry of Labour and Employment, New Delhi, He then requested Shri K.L. Mohan Rao to apprise members on workers training going on in Karnataka. Shri K.L. Mohan Rao informed members that, in Karnataka, the Government has funded for establishing an institution Koushalya Shaale, which train the workers and later issue certificate if they pass the test. This institution through its network gathers school dropouts from rural areas and give stipend to them on daily basis and train them in various trades of construction. He also stated that, the Institute will guarantee to the worker on his placement with reputed construction companies once they successfully complete the training. He also informed that, so far the institute have certified more than 2500 workers and expected to do better in the coming days. Shri K. Ramanujam appreciated the working of Coimbatore Centre in collaboration with Ramakrishna Vidhyalaya Mission for training construction workers, and suggested BAI Headquarter should finance such endeavours. Shri G. Srinivasan, Imm. Past Chairman, Coimbatore Centre, informed members that, with the help of M/s. ACC Cement and Larsen & Toubro Limited, the Centre has started training courses for almost all categories of construction trade. He also stated that, the training for one batch is in progress and expected to continue the growth further. He requested BAI Headquarter to explore possibility of Coimbatore Centre getting grants from the Government of India s Education Fund. Shri B. Seenaiah (Vice President) opined that, members should try to use more mechanised methods. He also stated that, while tendering s, contractors should insist for construction friendly design, which reduces use of manpower to a great extent in addition to early completion of projects. He felt spot training or training of workers at the construction site will be more useful rather than training them at the institute. Shri V. Ramachandran (Trustee & Past President), Shri D.L. Desai (Shankarbhai), Past Vice President, Shri M.S. Nandakumar (State Chairman, Karnataka), Shri V.N. Varadharajan (Past State Chairman, Tamil Nadu), Shri S.I. Chunkhare, Shri Raj Pal Arora, Shri CH Ramakotaiah, Shri Muralidhara, Shri Srinivasa Murthy, Shri M. Dhandavakrishnan, Shri R. Kumar, and others have participated in the discussion. President, while concluding the discussion stated that, training of workers has a social angle and felt, if handled properly, will enhance the image of BAI. While endorsing Shri Seenaiah s views of training of workers at site, he also opined not to discourage the training of workers at institutes which gather school dropout from rural areas. He felt training through Institutes will bring more members and the industry will grow substantially, with more skilled workers. He appreciated the good work done on the training front by Centres like Coimbatore, Southern (Chennai), Mysore, Cochin, Dindigul, etc. and requested other Centres to follow these Centres.

7 7. To discuss on the letter dated 11 th March 2009 received from Shri K.P. Baney, Past Vice President. The Hon. Gen. Secretary requested Shri K.P. Baney to enlighten more on the letter written by him, which has already been circulated to all members along with the agenda. Shri K.P. Baney observed that, the present system of holding two meetings, that is, Managing Committee and General Council Meetings, should be combined to one meeting, as the General Council Meeting, normally ends up without discussion. He suggested to encompass both the Committees to one Committee which can be named as Governing Council. Shri K.P. Baney also requested the Committee to critically analyse the necessity of welcome and farewell dinner in Managing Committee / General Council Meetings. Members after discussion, endorsed the suggestion of Shri K.P. Baney of encompassing Managing Committee and General Council to one body or Committee. Members requested the President to refer the matter to Constitutional Amendment Committee. However, members felt, meetings followed by dinner, though optional, is also necessary as this will give space for fellowship. President, while concluding the item stated that, for constituting a Governing Council, he will seek the advice of Constitutional Amendment Committee. For the arrangements and other matters attached with the Managing Committee, he felt the matter should be left to the host Centre. He assured the house that, no directives in this regard will be issued to the Centre. 8. To discuss on the letter dated Nil received from Shri L. Moorthi, State Chairman, Tamil Nadu. The Hon. Gen. Secretary informed members that, the letter received from Shri L. Moorthi, has already been circulated to members along with the agenda and requested Shri L. Moorthi to apprise the members on the same. The following were the points raised by Shri L. Moorthi:- (a) (b) Headquarters should sponsor for purchase of State Chairman office. A portion of membership share of the respective State to be paid to the State Chairman if the State Chairman office functioning with full infrastructure. Shri L. Moorthi stated that, for effective functioning of State Chairman, he should have a functioning office established at the capital city of the State. He further stated that, a State Chairman office with permanent address like Headquarter Secretariat will carry more clout and Government authorities respond with respect to such a set up. He further stated that, in Tamil Nadu, Members have decided to establish a State Chairman office, and requested support from all members. Dr. C.V. Ananthasayanam, Shri K. Appi Reddy, Shri K. Ramanujam, Shri K. Padmanabhan, Shri P. Kandasamy, Shri CH Ramakotaiah, Shri D.C. Awasthi, and others have endorsed the views of Shri L. Moorthi and opined that, in the changed economic scenario of India, BAI should expand its working by establishing permanent offices, at all State capitals. Shri R. Radhakrishnan, Past President & Past Trustee, assured members that, in Tamil Nadu, BAI will open the State Chairman office by next year.

8 President, while appreciating Shri R. Radhakrishnan for his bold statement of establishing a State Chairman office in Chennai, stated that, compared to the total cost implication, the Headquarters share will be a negligible amount without which the Tamilnadu can easily complete the project. 9. To take suggestion from members for updating (rejuvenating) and popularising BAI Website The Hon. Gen. Secretary informed members that, as directed by the last Managing Committee, Shri Raj Pal Arora has closed the Website operated by him and the Headquarter has also received a letter from him in this regard. He requested members to go through BAI s new Website and send suggestions / comments for improving the same. He also requested Chairmen of Centres to establish Centres Websites, so that Headquarter website can give link to the same. CDs of BAI Website were also circulated to all members present in the meeting. President, while appreciating the contents of the new Website stated that, no individual should open and operate website of BAI with their individual contact name and addresses. He also stated that, Centres website should also have all the details of Headquarter contact details. 10. To pass resolutions for operation of Bank Accounts of Builders Association of India for the year RESOLVED that the following Office Bearers and the Managing Committee Members be and are hereby authorised to operate Current Account No & with State Bank of India, Bhulabhai Desai Road Branch, Mumbai, Investments in Banks/Financial Institutions/Companies, standing in the name of BUILDERS ASSOCIATION OF INDIA, jointly by the signatures of any two of the following persons:- Shri A.K. Yussouf Shri B. Seenaiah Shri R.K. Jain Shri Ram M. Bhatia Shri Y. Ishwar Rao Shri Anand J. Gupta Shri C.G. Deochake Shri L.D. Kotwani Shri Bhagwan J. General Treasurer : Managing Committee Member : Managing Committee Member The Resolution was proposed by Dr. D. Thukkaram, and seconded by Shri K. Sriram. 11. To co-opt Members and Special Invitees on the Managing Committee for the year The President, Shri A.K. Yussouf was authorised to co-opt the members on the Managing Committee in consultation with his team of Office Bearers. 12. To re-constitute and appoint Chairmen of various functional Committees and to nominate BAI s representatives on various organisations. The President, Shri A.K. Yussouf was authorised to form various functional Committees and appoint their Chairmen in consultation with his team of Office Bearers.

9 13. To discuss and approve the Budget for the year The Hon. General Treasurer, Shri C.G. Deochake, presented the Budget for the year and stated that, though a note was sent along with the agenda seeking members query on accounts before 29 th April 2009, so far no comments whatsoever has received at the Headquarter. He solicited comments from members. Dr. D. Thukkaram, Past Vice President, made the following observation:- (i) Reduced budgeted advertisement income in Indian Construction. (ii) No provision of revenue from rent. While replying to Dr. D. Thukkaram, the Hon. Gen. Treasurer stated that, the advertisement income received for the last quarter of the year shows diminishing trend and this has prompted BAI Headquarter to show less advertisement revenue in budget On rental income, the Hon. Gen. Treasurer stated that, at present the commercial space availability at Mumbai is more than demand and the same situation is expected to continue atleast for the current financial year. Shri M. Sathishkumar sought details on the income received from BAI Directory Construction Industry Referencer (CIR). He also queried whether BAI is getting any return of spending approximately Rs.5,00,000/- per year, for Delhi office, which he termed as non-functional. On the income from CIR, the Hon. Gen. Treasurer informed that, the publication is done by an agency which give an amount of Rs.50,000/- as Royalty as and when the Directory is printed. On the expenditure on Delhi office, the Hon. Gen. Treasurer requested the Committee to take a decision. Shri Taro T. Manghnani, Trustee, stated that, the budgeted interest on Corpus Fund should have been Rs.28,00,000/- instead of Rs.25,00,000/- as shown in the budget. The Committee endorsed the suggestion of Shri Taro T. Manghnani. and unanimously passed the budget for the year , subject to the correction made in the budgeted interest on Corpus Fund Investment. (The Budgeted interest on Corpus Fund will be Rs.28,00,000/- instead of Rs.25,00,000/-). IT IS RESOLVED that, General Budget and Indian Construction Journal Budget of BAI for the year is approved, subject to the correction to be made on the head Interest from Corpus Fund. The resolution was proposed by Shri R. Radhakrishnan (Past President & Past Trustee), and seconded by Shri Taro T. Manghnani (Trustee). 14. To admit new members and note the membership position of each Centre. The Hon. General Secretary informed members that, after the last Managing Committee Meeting held at Tiruchirapalli on 28 th February 2009, the Headquarter has received membership application forms for 83 members, of which 39 Patrons and 44 are Ordinary Members and requested members to admit the new members. Members unanimously admitted the new members. Malegaon Centre in Maharashtra, has been revived under the Chairmanship of Shri Ramesh Shirsath, and Belgaum Centre in Karnataka, has been revived under the Chairmanship of Shri Madan Deshpande.

10 The Committee also sanctioned opening up of a new Centre at Namakkal in Tamil Nadu under the Chairmanship of Shri R. Ganesan. Permission was also granted to open Centres at Thiruvallur, Karaikudi, Dharmapuri, Mailadudurai, Palani and Karur in Tamil Nadu. 15. To discuss and decide the Calendar of Meetings for The Hon. General Secretary informed members that, the Headquarter is in receipt of invitation for holding Managing Committee and General Council Meetings at Agra, Pune, Jamshedpur, Bangalore / Patna Centre. The Committee after some discussion decided to hold the next Managing Committee / General Council Meeting at Agra in last week of July or first week of August The Committee also authorised the President to take a decision of Calendar of Meetings at Agra meeting. 16. Any other matter with the permission of the Chair. (i) Felicitation to Dr. Narendra Patel on conferring the Doctorate. The President felicitated Shri Narendra Patel, who received Doctorate from Belford University, accredited by International Accreditation Agency for Online Universities (AAOU) & Universal Council for Online Education Accreditation (UCOEA). The Doctorate was conferred to him on 18 th April 2009 for his contribution to the Science of Civil Engineering. (ii) Financial assistance to Shri N.A. Samant. Shri R. Radhakrishnan (Past President & Past Trustee), brought to the attention of members that, Shri N.A. Samant, BAI s earlier Executive Secretary, who served the Association for more than two decade is in dire need of financial assistance due to his ill health. He requested members to contribute and also suggested the President to issue an appeal in Indian Construction Bulletin, seeking members help. (iii) Court Ruling on Service Tax on Rented Premises. Shri K. Viswanathan informed the Committee that, in a suit filed at Delhi High Court, it was decided to levy of Service tax on rental income is illegal and directed the Department not to collect the same. (iv) Important Orders from BSNL. Shri M.A. Jesu Raja Rajan informed the Committee that, with continuous efforts of Southern (Chennai) Centre, the following two important orders have been received from BSNL for the benefit of our contractors:- (a) (b) Defect liability period has been reduced to 6 months instead of 12 months for contract value upto Rs.15 lakhs. Performance Guarantee of 5% of contract value is not a mandatory in respect of contract value upto Rs.15 lakhs.

11 The above order was possible due to the tireless efforts taken by Southern (Chennai) Centre : BSNL Committee Chairman Shri C, Sathishkumar and Shri D. Kathiravan with the guidance of our present State Chairman Shri L. Moorthi. (v) Directory of General Council Members for Shri D. Damodaran informed members that, the President, Shri A.K. Yussouf has entrusted the responsibility of bringing out a Directory of General Council Members of BAI for the year , to be released at Agra Managing Committee Meeting. He requested members to send details like passport size photographs, date of birth, date of marriage, full addresses with , etc. etc. (vi) Observation by Shri R. Radhakrishnan. Shri R. Radhakrishnan (Past President & Past Trustee) expressed unhappiness on the practice of re-opening of discussion on an agenda item already concluded by the President. He felt, this practice, if continued without control, will disturb the decorum of the house. While endorsing the views of Shri R. Radhakrishnan, Shri J.R. Yussouf was in the Chair and welcomed members to the first meeting of the General Council of Builders Association of India for the financial year To confirm the Minutes of the last General Council Meeting held on 28 th February 2009 at Tiruchirapalli. Minutes, as circulated were confirmed. 2. To grant Leave of Absence. Leave of absence were granted to the members as per the details given in Annexure B. 3. To take note of the results of BAI Elections The Hon. General Secretary informed the Council that, election results of the Association has already been circulated to all members. The Hon. Gen. Secretary appreciated the efficient handling of elections by the Returning Officer, Shri Raju John. 4. To decide the Election Programme for electing Five Trustees for Five Year Term i.e The Hon. General Secretary informed members that, the tentative Election Programme for electing Five Trustees for 5 years term i.e , has already been circulated to members along with the agenda and requested members to approve on the same. He further stated that, as per BAI Rules & Regulations, the Executive Secretary will act as Returning Officer for all organisational elections. The President stated that, he is pleased to note more number of members coming forward to serve the organisation as Office Bearers of Centres and Headquarters. He felt, the keen contest for post of office of BAI Centres and Headquarter is a positive sign. However, he opined, if at all possible, it is advisable to avoid election as BAI Secretariat could use the time and cost for conducting the election for better use.

13 Shri K. Padmanabhan while appreciating the President for his learned comments suggested that, those Trustees who served two terms, either continuously, or with a break should consider not to file their nomination again. He also suggested the Committee to consider extending the term of present Trustees till 31 st March 2010, so that combined election could be conducted. Shri R. Radhakrishnan (Past President & Past Trustee), suggested that, President may use his good office to make Trustees elections unanimous. Shri M. Karthikeyan (Past President), Shri M.S.K. Vasudeva Rao, and Shri D.C. Awasthi, have participated in the discussion. Members unanimously approved the election programme as circulated and appointed the Executive Secretary as Returning Officer for the Trustees Election for , and authorised the President to nominate 3/4 Scrutinizers in consultation with Vice Presidents. President, while concluding the discussion referred the suggestion of Shri K. Padmanabhan and stated that, extending the term of Trustees till 31 st March 2010, need constitutional amendment and felt, at present, we should not disturb the current Trustees Election Programme. 5. To take note of and approve/ratify decisions taken by the Managing Committee at its meeting held on 2 nd May The President, Shri A.K. Yussouf informed the Council about the items and the deliberations therein had earlier in the Managing Committee Meeting, where most of the General Council Members were also present. The General Council then approved / ratified all the decisions taken by the Managing Committee. 6. To take note of reports from State Chairmen. Shri L. Moorthi (State Chairman, Tamil Nadu); Shri S. Narasimha Reddy (State Chairman, Andhra Pradesh); Shri Praphulla Kumar (tate Chairman, Kerala); Shri M.S. Nandkumar (State Chairman, Karnataka); Shri Pratap B. Salunkhe (State Chairman, Maharashtra), have presented their reports, which was appreciated by members. 7. To discuss and decide the Calendar of Meetings for The Hon. General Secretary informed members that, the Headquarter is in receipt of invitation for holding Managing Committee and General Council Meetings at Agra, Pune, Jamshedpur, Bangalore / Patna Centre. The Council after some discussion decided to hold the next Managing Committee / General Council Meeting at Agra in last week of July or first week of August The Council also authorised the President to take a decision of Calendar of Meetings at Agra meeting.
