3 MINUTES OF A MEETING OF THE CALIFORNIA STATE UNIVERSITY CHANNEL ISLANDS STUDENT GOVERNMENT SENATE NOTICE IS HEREBY GIVEN to the general public and to all members of the CSU Channel Islands Student Government Senate that: A meeting of the Senate was held on Monday, September 10, 2012 at 9:30 a.m. at California State University Channel Islands, Student Union Conference Room (room 1080), located at One University Drive, Camarillo, CA 93012, to consider and act upon the following matters: I. Call to Order (9:30). II. Attendance. g. President: David Ashley h. Vice President: Steven Jordan i. Motion: Senator Alameddine b. Second: Senator Walters IV. Approval of Minutes (9/4/2012). l. Motion: Senator Bahena m. Second: Senator Alameddine V. Public Forum b. Public forum is intended as a time for any member of the public to address the Senate on issues affecting any student(s) and/or organizations of California State University Channel Islands. i. Geoffrey attended the meeting to speak on his efforts to establish a campus event for watching the upcoming presidential debates. He would like to see a panel of at least 3 professors across the political spectrum moderating the event. He hopes that this will help to promote political activity and engagement, and is seeking Student Government s assistance in gathering professors to take part in the event, and guidance in following the proper procedures. David asked Geoffrey for clarity on the activity that will make up the event. Geoffrey responded that he would like to see an event at which students will gather and watch at least one of the debates, with an hour long discussion afterward whereby students may become more informed and engaged with the issues presented in the national discourse. Nick expressed his support for the idea and proposes to merge voter registration with the debate event. Carissa also supported the idea and pledged to
4 help, perhaps developing incentives for students to go, as well as advertising. Ashley inquired as to whether Geoffrey has approached the CI Republican and Democrat clubs. He had not, but hoped that some members of Student Government may assist him that outreach. Vanessa asked about where he would like to have the event, and proposed contacting housing due to the large projector system. Geoffrey had originally thought to have it in the sub. Ben asked which debate he would like to center this event around, to which Geoffrey replied that he would like it to be either the first or third debate, and shared his contact info with the senators. VI. Outstanding Business. a. None. VII. New Business. a. Special Presentations: i. Student Government Process Manual- David Ashley- 1. David spoke about his and Steven s proposal for a Student Government process manual, which would set internal rules governing the regulations and procedures used by Student Government. This proposal would need to be approved by the Senate at a later date. David hopes the manual will provide consistency across Student Government processes by standardizing procedures regarding officer conduct, office hours, reports, formats for resolutions, and binder digitization. Manual would not apply to any other entity apart from Student Government. David wants to ensure accountability from all those within Student Government and provide a template for continuity within Student Government for years to come. Senator Vinas expressed support for this idea because of the structure it will provide for the next wave of Student Government officers. Senator Wilson asks about the difference between bylaws and the proposed manual; David: By laws are supposed to spell out what entity is, what the entity does, and who it is comprised of. David shared his motivation for creating the manual, which was that he believes the current by laws contain many things that have no place in them. Senator Walters asks: If approved, how would be these processes be amended in future? Dave: Amendment process will be left to the discretion of the Senate. Geoffrey asks about the degree to which these processes will be binding; David: Just as binding as by laws, though the Senate will determine how enforceable they will be if approved. ii. Voter Registration- David Ashley: 2. David briefly instructed the Senate on how to properly fill out voter registration forms to ensure that those registering at the school are in full compliance with the law. The forms must be filled out completely, and registering voters will need to provide either a drivers license or social security number. Forms must be signed with the correct date. All persons assisting in voter registration must fill out the section of the form stating so in its entirety. Forms must be mailed in within 2 to 3 days, or could be found invalid under the law. Jana stated that if information is left off the form regarding a person s previous registration that their forms may not be processed. Nick asked David about the rules regarding who can send in the forms; Dave: It is important to notify myself and Steven, so
5 that we may be certain procedures are being followed correctly. Steven noted that those wishing to send out forms can also drop them off at the front desk of the Student Union to have them sent out. David concluded by announcing that there will soon be an online tool for registering voters, which Student Government plans to take advantage of when it becomes available. b. Action Items: i. None. VIII. Reports: e. Advisor Christine Thompson f. President David Ashleyi. David reported that there has been little change between this meeting and last. Has nearly finished fee committee selections. He is still working on the issue of nonmotorized transportation on campus. g. Vice President Steven Jordani. Steven reported on his work developing constituencies. Senator office hours to be finalized later in the day, and responses for Officer Bio s will be needed by 9/17. At the next two meetings pictures will be being taken for the Officer Bio section of the Student Government webpage. Announced his office hours to the Senate. h. Senate Senators: i. Zein Alameddine- 1. Reported to the Senate on his work attempting to develop a website with the school or University Glen that will allow students to sell back books after the semester s end. ii. Vanessa Bahena- 1. Reported on her collaboration with RHA working to maintain a Student Government presence at RHA meetings. Met with Cindy Derrico to discuss tabling in housing and Student Government involvement in Housing events. iii. Kristina Cervi.- 1. Still working with CTV on establishing a mandatory transfer orientation process. Approved to go into Oxnard Union high school district to conduct campus outreach within the community. Kristina also reported to the Senate her office hours. iv. Carissa Collinge.- 1. Carissa reported her contact and collaboration with other sustainability assistants on campus, as well as her meetings with Green Generation Club to set goals for the semester and further. Announced her one on one meeting
6 with Steven Jordan for 9/11/12. Will be meeting with sustainability task force on the morning of 9/13/12. v. Rhonna Horney.- 1. Working on creating visibility of Student Government in housing, and at RA/RHA meetings. Rhana also would like to establish a tabling schedule within housing to work on promoting awareness of Proposition 30 and voter registration initiatives. Rhana also notified the Senate of her upcoming meeting with Cindy Derrico on 9/13/12. vi. Jana Plat.- 1. Jana announced that she had set her office hours, and would be in attendance at upcoming IRA meeting. vii. Chelsea Vinas.- 1. As the multicultural Senator, Chelsea has been attending multicultural clubs and taking note of their needs, concerns, and ideas in relation to their place within the University. Announced that she will be attending exchange student socials to be held on Wednesdays. Chelsea also met with Dr. Sawyer to discuss the CI Civility Campaign. viii. Ashley Walters.- 1. Ashley is working on the marketing for Commuter Coffee event. She is also developing a plan for a Commuter Club on campus, and has been in contact with California Lutheran University to discuss how they implemented their successful, commuter centered events. ix. Benjamin Wilson.- 1. Senator Wilson has been working with administrators on amending the school s smoking policy as it stands today. He has met with Steven Jordan to create a more concrete outline, and has met as well with Dr. Sawyer and Cindy Derrico to go over specific items in that policy which may need to be changed. IX.
