BLL ON CONCURRENCE N SENATE AMENDMENTS The clerk of the Senate, being introduced, returned the following HB 1075, PN 1623, with information that the Senate has passed the same with amendment in which the concurrence of the House of Representatives is requested:

On that question, the Chair recognizes the gentleman irom Beaver, Mr. Laughlin. Mr. LAUGHLN. Mr. Speaker, the members of the House may remember that this piece of legislation was introduced by Representative Deal, and the Senate has made a considerable number of changes, watering down significantly the intention of Representative Deal's original legislation. For that reason, Mr. Speaker, would ask for a conference committee on it and would ask for nonconcurrence. Somerset, Mr. Lloyd. Mr. LLOYD. Mr. Speaker, agree with the gentleman, Mr. Laughlin. The bill as it came back from the Senate would not have solved the problem which Mr. Deal's constituent had, and the only way to do that is to go to conference. would ask for a "no" vote. The SPEAKER. The question is, will the House adopt the Senate amendments to HB 1075? Those who wish to concur in the amendments will vote "aye." The suggestion has been made that the vote be in the negative. On the question recurring, Will the House concur in Senate amendments? The SPEAKER. REPORT OF COMMTTEE OF CONFERENCE CONSDERED Mr. PlEVSKY called up for consideration the following Report of the Committee of Conference on HB 483, PN 1837, entitled: An Act amending the act of December 15, 1986 (P. L. 1610, No. 181), entitled "Rabies Prevention and Control in Domestic Animals and Wildlife Act," providing for vaccination of animals in licensed kennels and a negligence standard for veterinarians participatina in low-cost rabies clinics; and further providing for ihe effe~tiv~date of the act. Will the House adopt the report of the committee of 'conference? Centre, Mr. Letterman, on the question. Mr. LETTERMAN. Thank you, Mr. Speaker. Mr. Speaker, 1 ask for concurrence in the conference committee report. What we did was we changed six items. We allow the owners and operators of State-owned private or breeding and nonprofit kennels certified by the Department of Agriculture to administer rabies vaccines to animals owned by or in the possession of the kennel; to allow the Department of Agriculture to assess a fee for the certification program; to stipulate that the vaccine to be purchased must be an inactivated rabies vaccine for vaccination of dogs and cats and purchased only from a licensed veterinarian or a source approved by the department. There we struck out the department. They did not want in the business of having to sell all the vaccines. Allow nonprofit kennels 10 days before being required to vaccinate an animal it receives; provide civil liability immunity to veterinarians and their assistants participating in antirabies vaccination clinics. We did that so the veterinarians

Delay the penalty provisions of Act 181 of 1986 until September 1, 1987, which is what we wanted so the certification program could be enforced. think it is a good piece of legislation now, and would ask for concurrence.
