2 CSL Main Library (CSL), Department of Culture is one of the largest tangible treasures of knowledge next to National Library, India. It came into existence in 1891 as the Imperial Library. With the shifting of the Capital, the library was also moved to Delhi and since 1969 it is housed in a separate wing of the Shastri Bhawan Complex. As on date it has the collection is about 5 lakhs printed and non-printed documents different viable Branches and Divisions. organized into 9/25/2009 2

6 Reading Hall Reference Collection: placed in the ground floor contains a current and retrospective collection for quick retrieval of information through encyclopedias, dictionaries, handbooks, yearbooks, etc. 9/25/2009 6

7 Circulation Section Four books are issued to each bonafide member of the library. Shortly library will be using barcdes and scanners to automate circulation control. 9/25/2009 7

8 Periodical Section Serials Collection: also placed in the ground floor has been making available the nascent information through 121 newspapers of Indian and foreign origin, ii and about 600 periodicals. idi Back issues of important t periodicals are also kept in the library in bound from and are available to users for reference. 9/25/2009 8

9 Area Study Division Area Studies Collection: is stacked in the first mezzanine floor. The organization of the collection section is according to the Geographical/ Political l area and within it by subject. There are approximately 60, books in this division. It also includes books on SAARC countries. Subject specific books on India are also part of the collection and are arranged from National to district level. Arich collection of about 5000 rare books, the collection of different countries of the world and the rare document collection are some of the strongest asset organized in this division. 9/25/2009 9

10 Guided dlib Library Tour Indian Official Documents Section Indian Official Documents: This section has a substantial collection of Microfilms and microfiche of Census Reports etc. and other official documents of the British period. Microfilms of Indian Official Documents pertaining to British India and British Library, London are being acquired for research purposes. The Annual Reports, Demand for Grants, Performance Budget etc. of the Department t of Clt Culture and its subordinate offices and the Government of India Gazette are being digitized. 11 Guided dlib Library Tour Foreign Official Documents Section Foreign Official Documents: are housed in the third mezzanine floor comprising of Official Documents pertaining to US, UN, UNESCO, UK and other countries ti like Australia and Korea. It has aunique collection of UK Publications such as Command papers, Hansard reports, World Bank Reports, IFLA Publications, WTO publications like World Investment Reports, Disarmament Year Book etc. The collection is mainly for reference only. 9/25/

12 Reprography Section Reprography section is very well equipped with Microfilm Reader Printer, Two Photocopying Machines, Electronic Duplicator and Collator etc. 9/25/

13 Acquisition Section Acquisition Section of the library is located at the first floor. Hindi and English Books are acquired by the section following cooperative acquisition policy. On an average 2500 to 3000 new titles are added to the library collection every yesr. 9/25/

14 Guided dlib Library Tour Processing Section Library follows AACR II and DDC 20 th edition to process the new acquisitions. Library has adopted UNIMARC system to automate its Collection. In addition this section conducts training courses in UNIMARC and other related fields 9/25/

15 Coordination & Publication Section This section is the central hub of the library. All the professional activities and staff coordinating activities. Aaathis section takes care of library budget, project planning and implementation. 9/25/

18 Guided dlib Library Tour Tulsi Sadan Library: Hindi and Regional Languages g Wing of Central Secretariat Library popularly known as Tulsi Sadan Library is presently located in the Bahawalpur House, New Delhi was opened in The library has a collection of fourteen constitutionally approved regional languages of India. The total collection is about 1.70 lakh books. The collection has a good number of rare books and classics in Indian languages. 9/25/

19 Guided dlib Library Tour R.K. Puram Branch Library: provides services to the government officials working in the different offices located in R.K. Puram and adjoining areas. It caters to the general information requirements of government officials and also provide library services to government residential complexes located there. It has general and popular collection mainly in English and Hindi language. A small representative collection in other regional languages are also available. The total collection is approximately 50, titles. 9/25/

25 INDIAN OFFICIAL DOCUMENTS: CSL acts as the depository of Indian Official Documents by an official order. It is placed in the second mezzanine floor and has very rich collection of Official Documents, which includes Annual Administrative Reports of various Ministries/ Departments, Budget and Plan Documents, Civil Lists, Census Reports, Gazettes and Gazetteers, Legal Documents, Parliamentary Debates and reports of various Committees and Commissions appointed from time to time by the Government of India as well as State Governments. 28 SPECIAL COLLECTION NON-PRINT MATERIAL: In addition to normal printed documents CSL has made and concerted especially efforts for to research develop purposes. non-print These media collection micro-films are acquired on a regular basis from the Oriental Division of the India Office Library, London. It has also developed a collection from other libraries in India in collaboration with Library of Congress. As on date about 90, service negatives are available for access within the premises of the Library. In addition it has acquired about 500 CD-ROM databases. 9/25/

29 Application of Information Technology: CSL has been providing strong infrastructure support to use IT products. The Online Public Access Catalogue (OPAC) has been activated placing all its bibliographical information in the environment. CSL will also provide Web based OPAC services on Internet. It has also began developing the information portal of all the GOI libraries. CSL has undertaken the digitization activity for developing the PDF database of all Government of India by Gazette (Central Government) notifications issued by the Govt. of India to make it available through web based services. 30 LIBRARY RULES Membershipof the Library The provision of membership is Centralised and will be regulated from the Central Secretariat Library, Shastri Bhawan, New Delhi. The borrowing members are entitled to use the facility of other branch libraries of CSL. Membership of the Library are categorized into following: Central Government Employees. Special lm Members. Casual lm Members. Corporate Members. 9/25/

31 CONDITIONS FOR ENROLMENT OF MEMBERS: 1. Membership to the Central Government Employees: The serving Central Government employee, whose office is located in Delhi/ New Delhi, may become amember of the library. His/ her application should be recommended and duly forwarded by the administration section where the applicant is employed should certify that the information provided in the form is correct after making the entry in applicants service book. The applicant will be asked to obtain No Demand Certificate from CSL before relieving him/her from office. 9/25/

32 All retired Central Government employees are entitled to become members of the library through duly filled up membership form by providing information of their PPO Number. They are also required to deposit a refundable security of Rs. 500/- at the time of enrolment and an non-refundable annual membership fee of Rs. 250/- p.a. to borrow two books from the library as per the rules. 9/25/

33 SPECIAL MEMBERS: Special Membership of the library can be given to eminent scholars, researchers, academicians and any other individual by the Director, CSL by submitting the required membership form with refundable security deposit of Rs. 500/- and non-refundable annual membership fee of Rs. 500/- p. a. for borrowing three library books as per the rules of the library. 9/25/

34 CASUAL MEMBERS: This category is for those members who desires to consult the library resources, use a photocopying facility available in the library on payment basis as per the library rules. They are required to enroll themselves as a casual member of the library by providing the address proof such as voter ID Card, Ration Card etc. or aletter from the institution with which they are affiliated. No books will be loaned to Casual Member. They are also requested to adhere to the norms of the library. 9/25/

35 Guided dlib Library Tour CORPORATE MEMBERS: Any become a member of this library membership fee of Rs.1500/- per organization in Delhi can by depositing an annual year (non-refundable) regulated through their library or administrative head of the organization. They will be entitled to six library tickets for borrowing out of the lending collection. The organization will take all the responsibility for the books borrowed against Corporate Membership by their representative. 9/25/

36 LIBRARY HOURS OPENING HOURS: 9.00 A.M. to 6.00 P.M. Monday to Friday; 9.00 A.M. to 5.30 P.M. on Saturdays and Holidays except Holi, Diwali and National Nti Holidays; Library will remain closed on Sundays All users must prepare p to leave the Library ten minutes before closing time and to be out of the building by closing time. Items available for loan may be borrowed until ten minutes before closing time. 9/25/

38 Guided dlib Library Tour LOAN PERIOD One month from the date of issue OVERDUE CHARGES If there is a delay of two months from the due date for the return of books, the membership will become invalid and renewal of membership is possible with a deposit of afee of Rs.50/-. 9/25/

39 Guided dlib Library Tour GENERAL LENDING RULES: Members must produce their valid library membership card while borrowing the books. Members are held responsible for all materials charged to their cards. Members will be held responsible for any mutilation (including defacement) found in library materials when returned. They must check and report any mutilation found at the time of issuing the book. 9/25/

40 Guided dlib Library Tour Members must report the loss of library materials immediately to the Circulation Section of the Library and they must pay the compensation for the lost book. Any book not returned in response to a final overdue notice would be considered as lost and the member would be asked to pay compensation for the lost book. 9/25/

41 Guided dlib Library Tour Members must ensure that the books issued to them are returned or renewed on or before the date due. Each borrowing member will be issued library tickets as per their entitlement; t Documents can be borrowed (not more than 2 documents at a time) on inter-library loan by the libraries located within the NCT Region of Delhi for aperiod of 15 days on submission of request duly signed by the Librarian or his authorized representative; 9/25/

42 Guided dlib Library Tour In case the members fail to return the borrowed document on or within the due date shall be liable to cancellation of his membership. The documents on loan with the members can be recalled by the Library at any time; 9/25/

43 Guided dlib Library Tour LOST OR DAMAGED BOOKS: The borrower is obliged to compensate lost or damaged items either by substituting the material or paying for it. In the case of Retired Central Government Employees/ special members and corporate members, the amount due for the lost book will be intimated in writing. 9/25/

44 Guided dlib Library Tour RENEWAL: Loans can be renewed at the library or by phone within two days of the due date. The renewal is only for 15 days from the due date. Renewal is not done if any other member of the library already reserves the book. RESERVATIONS: It is possible to make a reservation at the library using the reservation form. Each member can reserve two books at a time. All materials on hold must be collected personally 9/25/

45 INTER-LIBRARY LOANS: For books taken on Interlibrary Loan, the loan period is at the discretion of the lending library and the due date will be fixed accordingly. No renewals. USE OF MATERIAL WITHIN THE LIBRARY: Library follows open access system except rare books. After use they should be left on the re-shelving tables or trolleys. Readers are not permitted to bring their own books, floppy disks, CDs into the Library. 9/25/

46 GENERAL RULES Conduct not conducive to the proper use of the library is forbidden. Smoking, food and di drinksare not allowed in the library. Silence shall be observed in the public areas of the library. Mobile phones and pagers should be switched off before entering the library. Loitering or sleeping in the library is prohibited. 9/25/

No bag, case, umbrella, personal book, CD-ROM, or floppy disk should be brought into the Library. They should be deposited at the property counter at one s own risk. Library membership cards are not transferable and must be produced whenever requested by Library staff. 9/25/

48 Mutilation and theft of library materials are offences punishable by law. Appropriate action will be taken by the Library against offenders. The library will not be held responsible for the loss of any personal belongings of users. The library staff has the right to ask a non-member to leave the library. 9/25/

51 SERVICES: 1. Reprographic services: The CSL has full-fledgedfledged reprographic unit duplication equipment, photo copying machines, electronic duplicator, collator, and microfiche/ film reader printer. CSL provides a whole range of services to its users and to the Department of Culture. 9/25/

52 All types of members from the library may obtain photocopying services on payment basis. Minimum charges are Rs.5/- (Re1 for A/4 size paper per exposure and Rs.2/- for A3 size paper per exposure). Works categorized as restricted such as rare books, journals and manuscripts and works supplied to the Library on the understanding that they would not be reproduced without copyright owner; the written consent of the 9/25/
