Martin, Chair and Members Honolulu City Council 530 South King Street, Rm. 202 Honolulu, Hawaii N) C. ~ Dear Chair Martin and Councilmembers: Subject: Proposed Ordinance to Amend Chapter 16 (Building Code) We transmit herewith a draft of A Bill for an Ordinance to amend Chapter 16 (Building Code) of the Revised Ordinances of Honolulu The draft of the proposed amendment has been reviewed by the Department of the Corporation Counsel. The proposed ordinance would amend the Building Code by adopting the 2006 editions of the International Building Code (IBC), International Residential Code (IRC), and by reference, the 2006 International Existing Building Code, with various amendments for local conditions for the purpose of updating the building code. In an effort to achieve statewide uniformity, this draft has been prepared using the Hawaii State Building Code. Attached for your information are significant changes in the proposed Building Code. Most of the amendments added to the2003 IBC adoption for the 2006 IBC have been deleted in this proposed ordinance. Minor amendments have been made to simplify and clarify the language of the published model Building Code. DEPT. COM. 186

3 SIGNIFICANT CHANGES TO PROPOSED CHAPTER 16 (BUILDING CODE) 1. Adding Section This is a new section that recognizes the Standards for Fixed Transit and Passenger Rail Systems, NFPA 130, as a code standard necessary for fixed transit and passenger rail systems. 2. Amending Section 106 Amendments have been made regarding construction document requirements; documents are now listed for more complete documentation. 3. Amending Section The Hawaii State Building Code amendment to define Group I-i to include limited assisted living facilities was adopted. 4. Amending Section The Hawaii State Building Code amendment to define Group 1-2 to include Specialized Alzheimer s facilities or areas and Assisted Living Facilities (with residents beyond Group I-i limitations for capacity) has been adopted. 5. Amending Section The Hawaii State Building Code amendment to define Residential Group R to include Facilities providing personal care services (with residents that are capable of self evacuation) has been adopted. 6. Amending Section The Hawaii State Building Code amendment to include Assisted Living Facilities and Personal Care Service definitions has been adopted. 7. Adding Section The Hawaii State Building Code amendment to add Group I-i smoke barrier requirements has been adopted. 8. Delete Section Tent Structures, replaced with a new section relating to agricultural structures. 9. Delete Amendments to Section Fire Walls 10. Any amendments requiring fire sprinklers for single-family dwellings have been deleted.

Amending Section Door Encroachment An amendment has been made by adding an Exception 2 which allows for exterior screen doors of Group R-2 and dwelling units of Group R-3 occupancies. 12. *Delete Amendment to Section Accessible means of egress required 13. *Delete Amendment to Section Rescue assistance 14. *Delete Amendments to Section Projections into clear width 15. *Delete Amendments to Section Revolving doors 16. *Delete Amendments to Section Handrail extensions 17. *Delete Amendments to Section Ramp surface 18. *Delete Amendments to Section Handrails 19. ~DeleteAmendments to Section Dead ends 20. *Delete Amendments to Sections thru Accessibility *Based on the recommendation of the Disability & Communication Access Board, these amendments are deleted due to amendments that were made to Chapter Adding Section This section has been added to allow more options for the design professional for unvented attic space provisions. 22. Delete Amendments to Section Aluminum roofing 23. Amending Section This section has been amended for the protection of openings in wind-borne debris regions to clarify that it s not the entire island and should reference the prepared wind maps. 24. Delete Amendments to Section Design Procedure for the Simplified Wind Load Method which were in the 2003 IBC adoption. 25. Delete Amendments to Section Components and Cladding Pressure which were in the 2003 IBC adoption. 26. Amending Section This section has been amended based on records from the National Weather Service on design rain loads. 2

Delete Amendments to Section Simplified Analysis which were in the 2003 IBC adoption. 32. Delete Amendments to Sectionl6l7 - Earthquake Loads which were in the 2003 IBC adoption. 33. Amending Section 1704 This section has amended the Special Inspection requirements. 34. Amending Section This section amends contractor responsibility regarding special inspection which requires a contractor s statement to guarantee construction site accessibility to the inspectors. 35. Amending Section This section amends specific structural observation requirements that are now listed in Hawaii Revised Statutes, Chapter Delete Amendments to Section Foundation Walls 37. Amending Section This section is amended to specify conventional light-frame construction requirements. 38. Delete Amendments to Section Basic Wind Speed Greater Than 100 mph 39. Delete Amendments to Table Required Rating of Approved Uplift Connectors 40. Delete Amendments to Section Walk-in Coolers 41. Amending Section 3109 This section amends the requirements for swimming pool enclosures and safety devices to use national standards when available. 3
6 42. Delete Amendments to Section 3410 Existing Nonconforming Buildings 43. Amending Section R109 This section amends the requirements for inspections and lot surveys to aid in the enforcement of FEMA requirements. 44. Amending Section R301 This section is amended to add complete load path and uplift ties requirements. 45. Amending Section R This section amends the design criteria for construction in regions where the basic effective wind speeds equal or exceed 100 mph. 46. Adding Table R302.1 This table has been added to provide for specific design options in exterior walls for dwellings with fire sprinklers. 47. Amending Section R This section has been amended to add design options for spiral stairways and private stairs serving less than 5 occupants. 48. Amending Section R320 This section has been amended to no longer require referral to the IBC for the requirements of protection against subterranean termites. 49. Amending Section R322 This section has been amended to add accessibility requirements for certain conditions. 50. Adding Section R325 The Hawaii State Building Code amendment to add Hawaii Residential Safe Room provisions have been adopted. 51. Delete Amendments to Table R Wind Velocity Pressure for Determination of Minimum Solid Wall Length 52. Amending Section R This section has been amended to add requirements for truss to wall connections. 53. Amending Section M This section has been amended to require special inspection for provisions of Chapters
7 54. Amending Article 6 This article is amended by using national standards for residential swimming pools. 55. Amending Article 7 This article is amended by using national standards for public swimming pools. 56. Addition of Article 9 Article 9 is added to include the adoption of the International Existing Building Code. The International Existing Building code is moved from the body of the code for ease of use. 57. Amending Article 11, Section (c) This article is amending to add the requirement of waterproofing of buildings below regulatory flood elevations. 58. Amending Article 12 The Hawaii State Building Code amendment to add the indigenous Hawaiian architecture has been adopted. 59. Adding Article 13 The Hawaii State Building Code amendment to add Residential Safe Room has been adopted. 60. Adding Article 14 The Hawaii State Building Code amendment to add design criteria for enhanced hurricane protection areas in public high occupancy buildings has been adopted. 5
