1 This Regular Meeting of the Borough of Raritan Governing Body was called to order by Council President Carra at 6:30 p.m. The meeting was held in the Meeting Room of the Raritan Municipal Building, 22 First Street, Raritan, NJ The Council President announced that this meeting was called pursuant to the applicable portions of the Open Public Meetings Act. Notices of this meeting were sent to The Courier News and The Star Ledger on January 5, In addition, notices were posted on the bulletin board in the Municipal Building, on the Borough website and made available in the Office of the Borough Clerk. ROLL CALL Present: Council President Carra, Councilman Bray, Councilman Carra, Councilman Foohey, Councilman Giraldi, Councilman McGinley Absent: Mayor McMullin, Engineer Schrek Also Present: Borough Administrator Jaxel, Borough Attorney Wenner, Borough Clerk Colvin * Engineer Robert Bogart attended the meeting in place of Engineer Schrek INVOCATION AND FLAG SALUTE Councilman McGinley led the Invocation and Flag Salute. EXECUTIVE SESSION Resolution No Executive Session Subject Matter: Contract Negotiations, Personnel, Attorney Client Privilege On a motion by Councilman Bray, seconded by Councilman McGinley, Council moved to Approve Resolution No Council convened in Executive Session at 6:32 p.m. On a motion by Councilman McGinley, seconded by Councilman Bray, Council moved to Reconvene in. Council came out of Executive Session and resumed in at 7:00 p.m. 1

2 PUBLIC COMMENT Council President Carra opened this Public Comment portion of the meeting for members of the public wishing to speak. Seeing no hands, the Council President closed this Public Comment portion of the meeting. APPROVAL OF MINUTES 1. February 28, 2017 Executive Session 2. February 28, 2017 On a motion by Councilman Giraldi, seconded by Councilman McGinley, Council moved to Approve Minutes Listed Above. WORK SESSION 1. Engineer s Report (RB) Robert Bogart attended the meeting in place of Engineer Schrek. Engineer Bogart delivered the following Engineer s Report: Bell & Sherman Avenue Improvements We will be advertising for bid, later next week, with the intent to award the project in April. The plans were revised to now include the necessary trench repairs on Richard Street associated with the sanitary sewer repair. Anderson Street Fire House Interior work is proceeding. The project as received SHPO approval allowing exterior work to proceed as weather permits. Ortho Drive Pump Station An addendum was issued for the pump size with the bid opening date revised. The project has been advertised for bid. Bids will be received on 3/23. Sewer Odor at Bell Ave./Cornell Blvd. The Borough has been issued a Notice of Violation related to extraneous sanitary sewer flow at Bell Ave. and Cornell Blvd. This is an intermittent flow into the storm system. NJDEP is aware that the investigation is continuing. CDBG Applications Applications are due later this month. It is suggested that we prepare an application requesting funding for continued sidewalk/curb repairs within the Community Development area. This will include installation of required ADA compliant ramps. Roadways recently resurface by NJAWC will be included. Richard Street Sewer Video inspection of sanitary sewer piping adjacent to the recent repair indicates that the Transit piping is also delaminated. We are investigating cost for insitu repairs which will alleviate the need to open and deep cut the road. We will advise of costs once obtained. 2

3 2. Thompson Street Parking Lot Hours and Vehicles (RM) Councilman McGinley said DPW plows were not able to plow the Thompson Street lot because vehicles are being left longer than the permitted time. The Councilman said some of these vehicles are sitting for days. Police Chief Nolte said there are cars that park there overnight by residents. There doesn t seem to be a problem with lack of parking, but overnight parking is currently prohibited. The Ordinance could be adjusted according to the pleasure of the Governing Body. 3. Helicopter Use Ortho Project (DJ) Administrator Jaxel said a helicopter is needed to install a large fan at Ortho and asked Council for a motion to approve. On a motion by Councilman McGinley, seconded by Councilman Giraldi, Council moved to Authorize Helicopter Use to Install Fan. 4. Repositioning of Television in Council Chambers (JF) Councilman Foohey said mounting the television on the wall would provide a better view for those on the dais, as well as in the audience. He said the Basilone rug could be moved to accommodate the new television position. Council President Carra and Councilman Giraldi felt a good location would be on the wall behind where Attorney Wenner and Engineer Schrek sit. Councilman Foohey said a new outlet would need to be installed. There were no objections to having a new outlet installed. Councilman Bray said it would be good to get the word out to people applying to the planning board that the television is available. 5. Bicycle Race (DC) Council President Carra said the events committee would like to have a bicycle race in Raritan on May 28 in conjunction with this race in Somerville. The course will be modeled after Somerville s course. Chief Nolte has been advised. The cost to the Borough could be about $10, With enough sponsors, there might be no cost to the Borough next year. Administrator Jaxel asked for permission for pre-release of payment up to $10, On a motion by Councilman Bray, seconded by Councilman McGinley, Council moved to Authorize the Pre-Release of Payment up to $10,

4 PUBLIC COMMENT (This Public Comment portion is solely for those wishing to speak on the CDBG Applications) Community Development Block Grant Applications Administrator Jaxel explained one of the applications is for the Borough for depressed curbing and handicap ramps in areas that qualify and another is for The Learning Gate, which is applying for playground mulch replacement. Council President Carra opened this Public Comment portion of the meeting for members of the public wishing to speak on the Grants. Seeing no hands, the Council President closed this Public Comment portion of the meeting. ORDINANCE SECOND READING & PUBLIC HEARING Ordinance No An Ordinance of the Borough of Raritan, County of Somerset, State of New Jersey Amending Chapter 57, Team Sports Committee, Section 2, Members, of the Code of the Borough of Raritan in Order to Reduce the Number of Members on the Team Sports Committee Council President Carra explained the purpose of this Ordinance is to reduce the number of members of the Team Sports Committee to three (3) from seven (7). Council President Carra opened the Public Hearing for any members of the public wishing to be heard on Ordinance No No members of the Public wished to speak. On motion by Councilman McGinley, seconded by Councilman Giraldi, Council moved to Adopt Ordinance No : ORDINANCES INTRODUCTION Ordinance No An Ordinance of the Borough of Raritan, County of Somerset, State of New Jersey Amending Chapter 207 Entitled Land Use and Development of the Code of the Borough of Raritan to Amend Land Use Application Check List On motion by Councilman Bray, seconded by Councilman Giraldi, Council moved to Adopt Ordinance No : 4

5 Ordinance No An Ordinance of the Borough of Raritan, County of Somerset, State of New Jersey Establishing A Cap Bank Council President Carra stated the following: The Cap Bank Ordinance listed above for Introduction will be considered for Adoption, after a Public Hearing scheduled at a Regular Meeting of the Borough Council to be held in the Municipal Building, 22 First Street, Raritan, New Jersey, on Tuesday, April 25, 2017 at 7 p.m. or at a time and place to which the Regular Meeting shall be adjourned. On motion by Councilman Bray, seconded by Councilman McGinley, Council moved to Introduce Ordinance No INTRODUCTION OF 2017 MUNICIPAL BUDGET Resolution No Introduction of 2017 Municipal Budget Council President Carra said the tax rate is flat for the second year in a row. Administrator Jaxel read the Budget Notice. A Public Hearing on the Budget will be held in the Meeting Room of the Municipal Building, 22 First Street, Raritan, New Jersey, on Tuesday, April 25, 2017 at 7 p.m., or at a time and place to which the Regular Meeting shall be adjourned. On motion by Councilman Carra, seconded by Councilman McGinley, Council moved to Introduce the 2017 Municipal Budget. 7 COMMITTEE AND LIAISON REPORTS Councilman Giraldi The Environmental Commission is giving away free seedlings on Arbor Day. Saturday, April 29. Basilone Committee meets tomorrow. Councilman Bray Thanked Public Works for excellent work clearing the roads during a recent snow storm. The Planning Board gave initial approval for Quik Chek at the circle. Block 81 application is up at the next meeting, April 12. Steering Committee with the School District is meeting twice a week for five weeks to review studies. Councilman McGinley Said the personnel side has quieted down recently. The Sports Committee is hoping to have little league and softball. A meeting is coming up on April 13. Councilman Carra As a member of the Finance Committee, reported that the Budget was Introduced tonight, with a flat tax rate. Councilman Foohey A recorded conversation with Carl Memoli will be available in the library. Veterans Park is nearing completion. Will attend the next School Board meeting. Council President Carra The Easter Egg hunt is coming up soon. The Council President read the times for each age group. Raritan recently ranked 143 of 511 municipalities in a recent study. Kudos to the DPW for their work during the last snow storm. PUBLIC COMMENT Council President Carra opened this Public Comment portion of the meeting for members of the public wishing to speak. Paul Kloberg, of South Brunswick: Former teacher at Bridgewater-Raritan High School. Invited everyone to attend Montgomery High School at some point this coming weekend for a robotics competition. Would like a building in Raritan for engineering and robotics. Seeing no additional hands, the Council President closed this Public Comment portion of the meeting.
