2 December 4, 2017 Dear 5th District Brothers and Sisters: I hope this letter greets you well. The latter part of this year has been extremely busy to say the least! In September we had our 2017 P.O.R.T. Leadership Academy in Galveston, TX and we saw a record number of attendees. Thank you to everyone that attended and congratulations to the first graduates of the Regional P.O.R.T. Leadership Academy! In October we had our GA/SC State Council Training as well as our Alabama State Council Training. Thank you to all that attended. In January we will have our Leadership Meeting in Atlanta, GA followed by the Legislative and Grassroots Mobilization Conference in Washington, D.C. in February. We look forward to seeing many of you at both events. As we close out this year, let s all remain focused on the work we must do together. The 5th District can REACH to higher levels to ensure that the members of our federation receive the dignity and security in their jobs that they deserve We have a lot of work to do and we can only accomplish these goals with everyone s input, participation and support of the District s vision. Lastly, as we enter this holiday season, Let's keep our brothers and sisters in Puerto Rico and the Virgin Islands in our thoughts. They are still struggling and need assistance in every way to get back up and running. Let s do what we can to rally around them and show them the support that they need. In closing, all of us here at District 5 want to thank all of you, very much, for your understanding as we ensure we are servicing all of our Locals and members to the BEST of our ability. We are continuing with my vision of revitalizing District 5. We would also like to wish you and your families a very Happy Holidays and a prosperous New Year. We Are One! EDUCATE Locals, Councils and Members about AFGE to bring about positive change. ACCLIMATE to continue to familiarize the District on the Mission of AFGE. CULTIVATE to lead our district toward positive change by eradicating infighting, non-responsiveness, etc., by providing training skills and educational programs for all Locals. HARMONIZE to bring together all segments of the District in the spirit of unity to address common issues that affect our workforce. 2

3 District 5 Plan on a Page Vision To lead 5th District Membership in taking the Federation to heights never attained. Mission Our Mission is empowering the 5th District membership to take the lead in protecting and advancing employee interests. Core Values AFGE S Fearless 5th District always strives to reach higher. Revitalize Honesty Educate Integrity Activate Greatness Cultivate History Harmonize Empowerment Respect Fostering unity within our locals through communication and education that is accessible to all members. Building strong, effective programs to empower our leadership and members. Being responsive to the needs of the Federation at all levels. Strategic Objectives Political Action Goal: Build an effective and sustainable political action program. 1. Reach 700 PAC Contributors by December This goal will be reached by increasing PAC contributors by an additional 100 contributors by the end of We will also increase by 200 additional new PAC contributors by the end of 2018, which will give us the overall goal of 1.5%. (Ensure all Locals pay on time.) 2. Obtain a 50% increase in LAF participation by December Increase LAF participation to 75% by December Step up lobbying efforts in DC and at home (weekly, monthly, yearly visits)-include rank and file members. 4. Electing Federal employee candidates (former AFGE candidates) 5. Developing and/or enhancing coalition partnerships. 6. Build volunteer Corp. (utilize retirees/family members-includes issue education & training) 7. Intensify lobbying efforts in DC and at home (weekly, monthly, yearly visits)-include rank and file members. 8. Electing Federal employee friendly candidates (more former AFGE candidates) 9. Developing and/or enhancing coalition partnerships. 10.Increase the amount of patch through calls by 10% by the end of Organizing Goal: Increase our organizing opportunities in the District. 1. Reach 60,000 dues paying members by December This goal will be reached by continuing the Big Enough to Win Program. 2. AFGE 5th District is committed to organize an additional 2500 new members by December 31, This will be an increase of 5.1% and will be reached through continuous organizing. 3. Train-the-Trainer, more District Organizing Institutes. 4. District schedules (mini-1-week at a minimum) One METRO (2 weeks) per year-per state. 5. Web based-initiative Organizing Training 6. Utilize on-line enrollment for new members (1187s). 3

4 Strategic Objectives continued Recruit an additional 2.5% federal employees 40 years and under by the end of Recruit an additional 5% federal employees 40 years and under by the end of 2018 and the end of Recruit an additional 10% federal employees 40 years and under by the end of 2020 in order to reach our overall goal of an increase of 25% in Y.O.U.N.G. membership. Representation Goal: Provide more effective representation throughout District Establish a District plan that helps locals to best provide effective representation to our members. 2. Recruit and retain qualified staff to enhance representational objectives and goals. 3. Publicize significant AFGE victories. 4. Become more effective at the local Union level. 5. Increased coordination and communication of representational matters. Training Goal: To develop an effective training program in the 5th District. 1. Expand on our PORT Continuing Education Leadership Academy. 2. Construct our PORT Institute of Higher Education for Union Leaders by December This will be done by contributions of our AFGE 5th District locals. 3. On-line/Web based training that includes Jeopardy, Monopoly and Scrabble type games by the end of Establish annual Y.O.U.N.G. Training Institute. 4

Leadership Academy held its inaugural Labor Leaders Living Legends Luncheon, which recognizes an individual for his/her contributions to the labor movement as well as their Organizing Award for Large Meritorious Award-Raymond unwavering efforts in service and commitment Local- L506 Meritorious to Award-Sanda improving the Snell lives of the men Mitchell, and Bonnie women Grant in their pictured community. This year we were proud to honor National Vice President Arnold Scott as our first Labor Leaders Living Legend.

We are proud of the fact that the members of District 5 are the only members in the Federation to own and maintain our own office building. However, it is important for us to unite and take advantage of this investment opportunity by purchasing additional facility space to accommodate training and large meetings.
