In accordance with AMO's governing by-law, applicants must obtain a Council resolution of support to qualify as a Director to the Board. The purpose of this report is to obtain Council's resolution of support to qualify Deborah Reader as a nominee for the municipal employee position on the Large Urban Caucus (LUC) of the AMO Board. Recommendations: 1. That the report from J. Corbett, Chief Administrative Officer, and D. Reader, Government Relations, Office of the Chief Administrative Officer, dated May 20, 2014, to the Committee of Council meeting of May 28, 2014 re: Nomination to the Association of Municipalities of Ontario (AMO) Board of Directors, (File # G15), be received and; 2. That the City of Brampton Council endorse the nomination of Deborah Reader, Government Relations to the Association of Municipalities of Ontario (AMO) Board of Directors on the Large Urban Caucus (LUC) and; 3. That the resolution indicating Brampton Council's support, accompany the completed nomination form to be submitted to the AMO Head Office by June 20, 2014 to qualify Deborah Reader as a nominee to the AMO Board of Directors for the 2014/2016 term.
2 ?1'1 Background: CouncillorSandra Hames has served on Brampton Council since 1991 and has represented Brampton as a member of the Association of Municipalities of Ontario (AMO) Board of Directors since Councillor Hames is retiring from both municipal council and the AMO Board this year. Deborah Reader has provided Government relations support to Councillor Hames in her position on the AMO Board since In so doing, she has experience in promoting municipal issues on Brampton's behalf and has established a positive working relationship with AMO Board Members, the Executive and Staff. Current Situation: Deborah Reader has expressed an interest to serve on the AMO Board so that she may further advocate for the Cityof Brampton's Council-approved priorities. Each caucus of the AMO board has one position for a municipal employee. Deborah would like to be nominated to serve as the municipal employee on the Larger Urban Caucus, that the City of Brampton is a member of. AMO's governing by-law for nomination procedures stipulate that a resolution of Council's support specifying one of AMO's named caucuses must accompany the completed nomination form. For Deborah to qualify for the municipal employee position on the Board, Brampton Council must endorse her nomination to the Large Urban Caucus (LUC) by resolution. This resolution must be submitted to the AMO offices with the completed nomination form by the close of nominations at 4:00pm, June 20, Please see Appendix 1: Request for Nominations AMO Board of Directors. Corporate Implications: Councillor Hames has been a valuable spokesperson at AMO proceedings to raise Brampton's profile both with colleague municipalities and with the Province. As Councillor Hames is retiring from the AMO Board this year, it is to Brampton's advantage to have continued representation on the AMO Board to promote Brampton's interests. Therefore it is recommended that Brampton Council support Deborah's nomination to the AMO Board and pass a resolution to this effect in compliance with AMO's governing by-law and nomination procedures. Strategic Plan: This report, and the responsibilities entrusted with serving on AMO's Board of Directors, supports the Strategic Plan's comprehensive mandate committed to city-building for Brampton's future.

Attached please find: Asummary ofthe officesfor which elections will be held at the 2014 Annual Meeting; An estimate ofthe annual time commitment required to serve on the AMO Board of Directors and for those who will then serve on the AMO Executive Committee; and Nomination Form The names of all qualified individuals who are duly nominated will appear on the ballot for election to the Board. Please forward a completed Nomination Form to the Association via fax at (416) or mail to the attention of Pat Vanini, Executive Director. Qualified Nominees must obtain a Council resolution of support which must also specify the Caucus for which the individual is nominated. Please note that the AMO Bylaw No. 2 stipulates that a member municipality can only have one representative on the Board unless another representative is on the board as an appointed official. See Section 3.4(e). A completed Nomination Form and supporting material must be received no later than 4:00 p.m. Friday, June 20, Nominations will not be accepted beyond that date. AMO's Chief Returning Officer, Peter Fay, will certify the nomination. All candidates will be contacted to confirm receipt of their nominations and at that time will receive further information on the election process. Executive Meetings Memorandum of Understand ng Meeti igs (Executive Committee only) Board Meetings AMO Conference Other Commitments (task forces, other meetings) 10 days 10 days 6 days 3 days up to 6 days depending on interest Board Meetings: Board meetings are normally held on the fourth Friday in September, November, January, March and June and on the Saturday and sometimes the Sunday prior to the AMO Annual Conference in August. Thejune meeting is normally held in the President's home municipality. In addition to the Board meetings, Board members may also serve on AMO Task Forces. Executive Meetings: Executive meetings are held on the Thursday before a scheduled Board meeting and on the fourth Friday of the month when there is no Board meeting. Memorandum of Understanding (MOU) meetings are specifically scheduled and are generally monthly.

To be Elected: Four elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed: Chair of the Rural Ontario Municipal Association. 6 Small Urban Caucus Directors. To be Elected: Four elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed:Cha\r of Ontario Small Urban Municipalities. Each of the above caucus members shall serve a two-year term.
