2 DD/1/2013: MINUTES On the proposal of Councillor C Burns seconded by Councillor Reilly the Minutes of the District Development Committee Meeting held on Monday 17 December 2012 were adopted as a true and accurate record, same having being circulated. DD/2/2013: DD/185/2012: MATTERS ARISING Warrenpoint Marina Project Application (Ref: R/S 38/9) Noted: As agreed at the December 2012 meeting of the District Development Committee, Officials had written to SEUPB to request further detail on the decision by the SEUPB Appeal Committee to uphold SEUPB s original decision in relation to the Warrenpoint Marina Project application. Officials to request a meeting with the Chief Executive of SEUPB to further discuss the decision by the SEUPB Appeal Committee to uphold the original decision made by SEUPB in relation to the Warrenpoint Marina Project application. TENDER REPORTS DD/3/2013: ADVENTURE TRAIL AND PEOPLE COUNTER TENDER REPORT (REF: MT/1 & G/4/40/1) On the proposal of Councillor C Burns seconded by Councillor Flynn to approve the above tender report and recommendations. A report on greater accountability regarding tenders to be presented to the Party Representatives at the next appropriate meeting of Party Representatives. ECONOMIC DEVELOPMENT ITEMS DD/4/2013: ECONOMIC DEVELOPMENT COMMITTEE MEETING 9 JANUARY 2013 (REF: M/4/2) Read: Report of Economic Development Committee Meeting held on 9 January (Copy circulated) 2

3 Noted: On the proposal of Councillor Patterson seconded by Councillor McAteer to approve the above report and recommendations. In response to a query regarding Newry City Linkages Public Realm Scheme and possible advance procurement of materials, Mr McGivern noted that when purchasing materials in advance it is usual practice for these materials to be stored on Council-owned premises. DISTRICT DEVELOPMENT ITEMS DD/5/2013: Read: COMMUNITY SPORT AND PUBLIC WORKS COMMITTEE MEETING 19 DECEMBER 2012 (REF: R/S 269) Report of Community Sport and Public Works Committee Meeting held on 19 December (Copy circulated) On the proposal of Councillor Hyland seconded by Councillor McArdle to approve the above report and recommendations. MISCELLANEOUS ITEMS DD/6/2013: SCRUTINY COMMITTEE MEETING 14 JANUARY 2013 (REF: M/42/7/A) Read: Report of Scrutiny Committee Meeting held on 14 January 2013 (Copy circulated) Councillor Hyland proposed and Councillor W Burns seconded that the above report and recommendations be approved. Discussion took place regarding item SC/4/ To update the speaker system in the Council Chamber in Monaghan Row with a wireless system. As an amendment Councillor Ruane proposed and Councillor Hearty seconded to approve the above report with the exception of item SC/4/2013 and that more detail and costings on this item should be provided and tabled at the Monthly Meeting to be held on Monday 4 February The amendment was put to a show of hands and voting was as follows:- FOR: 16 AGAINST: 8 ABSTENTIONS: 1 3

4 The amendment was therefore carried and became the substantive motion. A show of hands was taken on the substantive motion and voting was as follows:- FOR: 15 The substantive motion was declared carried and it was therefore agreed on the proposal of Councillor Ruane seconded by Councillor Hearty to approve the report of the Scrutiny Committee Meeting held on 14 January 2013 with the exception of item SC/4/2013 and that more detail and costings on this item should be provided and tabled at the Monthly Meeting to be held on Monday 4 February CONFERENCES/SEMINARS/EVENTS DD/7/2013: DD/8/2013: DD/9/2013: DD/10/2013: NORHTERN IRELAND CONFEDERATION FOR HEALTH AND SOCIAL CARE CONFERENCE (NICON) TRANSFORMING YOUR CARE; TRANSFORMING OUR PRACTICE No action to be taken on the above item. ICLRD 8 TH ANNUAL CONFERENCE CO- OPERATING ACROSS BOUNDARIES, RESILIENCE, IMAGINATION, VISION AND INFORMATION Councillors J McArdle, P McDonald and J Feehan to attend the ICLRD 8 th Annual Conference to be held on Thursday 7 February 2013 in the Canal Court Hotel, Newry at a cost of 75 per delegate. Council would also support the pre event of the ICLRD Conference to be held on 6 February 2013 at InterTradeIreland, Newry. NEWRY LIONS CLUB ANNUAL CHARTER DINNER DANCE Councillors F Feely and J McArdle to attend the Newry Lions Club Annual Charter Dinner Dance to be held on Friday 8 February 2013 in the Canal Court Hotel at a cost of 50 per person. DEPARTMENT OF THE ENVIRONMENT FOCUS GROUP EVENTS STATUTORY TRANSITION COMMITTEES 4

5 Councillors J Patterson, D McAteer, F Feely, C McGreevy, A Moffett, J Feehan, C Burns C Casey, M Ruane and Mr T McCall to attend the Focus Group Events for Statutory Transition Committees. It was noted there was no cost for these events. DD/11/2013: CROTLIEVE COUNCILLORS MEETING 21 JANUARY 2013 (REF: R/S 79/1) Read: DD/12/2013: Report of Crotlieve Councillors Meeting re location of amusements in The Square, Warrenpoint for 2013 season held on 21 January On the proposal of Councillor Carr, seconded by Councillor Ruane to approve the above report and recommendations. SOUTHERN AREA HOSPICE FUNDRAISING BALL Councillors C McGreevy, M Carr, F Feely, J McArdle and B Curran to attend the Southern Area Hospice Fundraising Ball to be held on Friday 15 February 2013 in the Canal Court Hotel, Newry at a cost of 50 per person. DD/13/2013: NORTHERN IRELAND SEMINAR EVENT 14 FEBRUARY 2013 DD/14/2013: Councillors F Feely, D McAteer, C McGreevy and A Moffett to attend the Northern Ireland Seminar event to be held on 14 February 2013 at The Mac, St Anne s Square, Belfast. It was noted there was no cost for this event. CHAIRMAN S BUSINESS (REF: M/1) Members then raised the following issues under Chairman s Business:- Noted: Councillor W Burns stated that he had been contacted by motorists who received fines when parked at Damolly Retail Park and the Old Creamery Retail Park. Councillor Burns was advised that there was signage in place at these sites advising of maximum parking time and that these sites were in private ownership and therefore not the responsibility of Roads Service (G/4/1/1) 5

6 At the request of Councillor Reilly, Officials to contact Roads Service to ascertain if the Hilltown to Rostrevor is on Roads Service s gritting schedule (G/4/1/12) At the request of Councillor Curran, a meeting to be convened with the DRD Minister to discuss car parking issues. This meeting to include Newry City Centre Management and Newry Chamber representatives (G/4/1) At the request of Councillor Curran, Officials to write to the Minister for Justice to request that consideration be given to the relocation of benefits and tribunals hearings currently being heard in Newry Courthouse (M/172) At the request of Councillor McAteer, Officials to write to NIE and The Consumer Council to seek clarification and advice on insurance claims for electrical items which were damaged due to reduced voltage following a break in power supply in the district (SB/2) At the request of Councillor Casey, Council Officials to furnish Councillor Casey with the relevant paperwork regarding a financial contribution from Council of 250 in respect of Ms Orlaith Comber who has made it through to the second stage of Britain s Got Talent. Council policy dictates that payment would not be made to an individual but would be paid to an affiliated group (F/3) At the request of Councillor Casey, Council to cover cost of Councillor Casey s mileage for attending an event which took place at the Banbridge Campus of Southern Regional College on Monday 21 January 2013 (F/1) There being no further business the meeting concluded at 7.55pm.
