3 1. Introduction Presented by: Ms Daniela DEFOSSAR, Mr Peter SORENSEN The Chair, Ms Daniela Defossar; welcomed the attendees. Mr Sorensen explained the objectives of the meetings which was organised by the European Commission together with EASA. Such preparatory meetings have taken place in other domains, e.g. to prepare ICAO high level conferences and assemblies. Both institutions function as facilitator to share information on the activities of the ICAO OPS Panel with Member States, in particular with those not involved in the OPS Panel. Moreover, it provides the Members of the OPSP the opportunity to share their opinions on actions in the Panel and to inform about planned Working Papers. Mr Sorensen also stressed, that the Member States are Members to the ICAO Convention and that this event should not be not be understood as an attempt to interfere into the responsibilities of Member States which are the Members to the ICAO Convention. He also pointed out that this approach to share information is followed up and planned for other Panels. He added that such coordination will also facilitate the more effective use of resources. Furthermore, by working together Europe is stronger and enabled to timely impact ICAO decisions. 2. Overview of the OPSP Presented by: Jerry Stubbs, Willy Sigl Mr Stubbs, who is the Chair of the OPS Panel, provided an overview of the working relations with the ANC and the ICAO Secretariat. He explained that the OPS Panel is working on the basis of instructions from the ANC which are specified in job cards. The OPS Panel currently has a huge work load with 15 active Subgroups. It also provides expertise to a number of groups from other Panels. Mr Stubbs explained that the agenda has not yet been published but that it is expected that the next meeting will actively cooperate with the ATMOPS Panel, which is meeting at the same time, will work through working papers filed by the ICAO Secretariat and the OPS Panel Members and review the progress of the subgroups. Mr Sigl briefly described the rulemaking process of ICAO and the respective roles of the OPS Panel, the Air navigation commission (ANC) and Member States. He referred to the state letter process, with which ICAO informed Member States and Internal organisations about proposed amendments to Annexes as well as adopted amendments. For state letter, the European Commission and EASA are drafting recommendations to Member States as a service to support them in fulfilling their obligations towards ICAO. During the drafting process of the recommendation, Members States are kindly asked to provide their opinion before a final recommendation is filed. The engagement in the recommendation process should be improved. Mr Thirion pointed out that CIRCA is not a user-friendly tool and asked the European Commission to investigate if improvements are possible, e.g. to attach documents to notification s. 3. 4 Presented by: OPS Panel Members The OPS Panel Members provided an overview of the work of the active subgroups. Mr Gavelin, who is also the rapporteur of the HESC-SG, gave a detailed presentation of the on-going work of this group. This group was chosen to provide a representative example of the working method, the scope of work of ICAO groups. Mr Stubbs, Mr Gavelin, Mr Teodoro and Mr Sigl provided then a brief overview of all other subgroups. Mr Sigl invited Member States to nominate experts to Subgroups in which they are interested in. This overview was very welcomed. On the initiative of Mr Thirion, it was agreed to provide a brief information on all Panel activities to RAG members on a yearly basis. Furthermore, it was decided to share minutes of the OPS Panel and the Jobcards with Member States if possible via a dedicated share-point site. The Minutes of OPSP/15 and the Jobcards are attached. The preparation for a share-point site is on-going. The power point presentations of Mr Jonas Gavelin and Mr Willy Sigl are also attached. 4. Planned WPs for OPSP/16 Presented by: OPS Panel Members The OPSP members gave an overview of their planned WPs. It was discussed that the OPS Panel members should exchange draft versions of WPs among themselves for comments if possible. Moreover, it was agreed that final WPs will be shared with Member States for information. 5. Proposals from Member States not involved in the OPSP Presented by: Member State representatives No concrete proposal was made at this stage. Mr Sigl, however, invited all Member States to approach either EASA or other European OPS Panel Members if they have an issue which should be brought to the attention of the ICAO OPS Panel. 6. 5 Ms Defossar summarised the meeting results. She pointed out that the European Commission together with EASA will also facilitate such an event for the next OPS Panel meeting, which, however will be organised closer to the OPS Panel meeting in order to have the agenda as well as draft WP of the OPS Panel members available.
