Opening of Meeting Chris Connell, Sr., President, opened the meeting. a. Roll Call 8 Commissioners were present at roll call: Commissioners D Emilio, McCloskey, Siegel, Lewis, Commissioner Holmes was absent. Also present were: Lawrence J. Gentile, Township Manager, James J. Byrne, Jr., Township Solicitor, Lori Hanlon Widdop, Assistant Township Manager, Chief John Viola, Deputy Chief Joe Hagan, Aimee Cuthbertson, Finance Director and Chuck Faulkner, Township Engineer. b. Opening Prayer - Rev. Nishan Bakalian Armenian Martyrs Church c. Pledge of Allegiance 2. Appointments - Entry Level Police Officers Janet Bocccella presented names to the Board of Commissioners for consideration. Acceptance of Eligibility Police Officers List Motion made by Commissioner Wechsler and seconded by Commissioner D Emilio to accept Haverford Township s Police Eligibility List.

2 Page 2 Motion made by Commissioner McGarrity and seconded by Commissioner Oliva to appoint Ryan Maguire as a Haverford Township Police Department Entry Level Police Officer effective Wednesday, June 15, Motion made by Commissioner D Emilio and seconded by Commissioner Oliva to appoint Joseph Fuller as a Haverford Township Police Department Entry Level Police Officer effective Wednesday, June 15, Motion made by Commissioner Wechsler and seconded by Commissioner McGarrity to appoint James Brawley as a Haverford Township Police Department Entry Level Police Officer effective Wednesday, June 15, YMCA Presentation YMCA Senior Program Director was present to highlight a few of this year s programs. Live Strong is a free 12 week program for those undergoing cancer treatments. Camp Magic is a camp for special needs children. Donor Breakfast will be held this year on July 22 nd.

3 Page 3 4. Township Auditor Update Mr. Zlotnick was absent tonight. Mr. Gentile provided the Auditor update. Mr. Zlotnick reviewed the month s disbursements. He raised certain questions. The answers that were provided were to his satisfaction. Therefore, he recommends the approval of this month s warrants. 5. Citizens Forum 20 Minutes Registered Speakers/20 Minutes Agenda Items Mike Levin 414 Mill Road Various topics Mr. Levin spoke on pensions. Pensions should be reviewed by the public. He also spoke on the Harvard Road and the YMCA. END OF REGISTERED SPEAKERS Mr. Gentile indicated that all pension information is available. He does have quarterly meetings to discuss pensions. Agenda Items no one spoke. 6. Approval of Minutes Regular Meeting Minutes of May 9, 2016 Special Meeting of May 23, 2016 Motion made by Commissioner D Emilio and seconded by Commissioner Siegel to adopt the Regular Meeting Minutes of May 9, 2016 and the Special Meeting of the Board of Commissioners held May 23, 2016.

Approval of Warrants Motion made by Commissioner McGarrity and seconded by Commissioner Oliva to approve the following warrant # totaling $5,678, General & Sewer fund Payroll for May 19, 2016, 2016 in the amount of $637, General & Sewer fund Payroll for June 2, 2016 in the amount of $943, General Fund disbursements # in the amount of $1,673, Sewer Fund disbursements # in the amount of $576, Community Development Block Grant Fund disbursement # in the amount of $41, Home Grant Fund # in the amount of $22, Capital Projects Fund disbursement # in the amount of $108, SCHEDULED DEBT SERVICE PAYMENT ON SERIES 2010 GENERAL OBLIGATION BONDS ACH DUE 6/1/2016 in the amount of $1,673, Credit Card Statement ending May 27, 2016 in the amount of $3, Pension Investment Policy Statements Motion made by Commissioner D Emilio and seconded by Commissioner Siegel to adopt the revised Police and Non-Uniformed Investment Policy Statements as prepared by PFM Asset Managers and InR Advisors.

Ordinance No. P Beam Truss (2 nd Reading) Motion made by Commissioner Wechsler and seconded by Commissioner Oliva to adopt the second reading of Ordinance No. P FURTHER AMENDING AND SUPPLEMENTING CHAPTER 86, FIRE PREVENTION. 10. Ordinance No. P Traffic (2 nd Reading) Motion made by Commissioner Wechsler and seconded by Commissioner McGarrity to adopt the second reading of Ordinance No. P authorizing traffic restrictions on the following highways: Establish: Stop Intersections: On Steel Road, at both eastbound and westbound directions, where it intersects with Furlong Avenue, making this a 3-way stop intersection. Establish: Parking of all Vehicles Prohibited at All Times: Overhill Road, south side, 50 feet east of Haverford Road No Parking Here to Corner. Special Purposes Parking Zones: Establish: In front of 124 Golf Hills Road, Havertown, PA.

6 Page Ordinance No. P Amend Fences and Retaining Walls (1 st Reading) Motion made by Commissioner D Emilio and seconded by Commissioner Oliva to adopt the first reading of Ordinance No. P FURTHER AMENDING AND SUPPLEMENTING CHAPTER 182 (ZONING), BY REVISING THE PROVISIONS OF SECTIONS 106 AND 727 REGARDING FENCES AND RETAINING WALLS. Motion made by Commissioner Wechsler and seconded by Commissioner Siegel to TABLE the motion to next month due to substantive changes. All 8 Commissioners voted Yes to TABLE: Commissioners D Emilio, McCloskey, Siegel, Lewis, 12. Ordinance No. P Amend Outdoor Dining (1 st Reading) Motion made by Commissioner Oliva and seconded by Commissioner Lewis to adopt the first reading of Ordinance No. P AMENDING CHAPTER 182 (ZONING), SECTION , BY AMENDING PROVISIONS OF THE OUTDOOR DINING REGULATIONS. 13. Resolution No DUI Grant Application Motion made by Commissioner D Emilio and seconded by Commissioner Wechsler to adopt Resolution No authorizing the Township Manager to file yearly DUI Grant Application.

7 Page Resolution No Greenways, Trails and Recreation Program (GTRP) 224 Foster Avenue Motion made by Commissioner Oliva and seconded by Commissioner Wechsler to adopt Resolution No requesting a Greenways, Trails and Recreation Program Grant in the amount of $250,000 from the Commonwealth Financing Authority to be used for the acquisition of the property at 224 Foster Avenue and the redevelopment of the parcel into a Community Dog Park and designating Lawrence J. Gentile, Township Manager to execute all documents and agreements between the Township and the Commonwealth Financing Authority. 15. Resolution No Greenways, Trails and Recreation Program (GTRP) 328 Spring Road Motion made by Commissioner Oliva and seconded by Commissioner Lewis to adopt Resolution No requesting a Greenways, Trails and Recreation Program Grant in the amount of $250,000 from the Commonwealth Financing Authority to be used for the acquisition of the property at 328 Spring Road and the redevelopment of the parcel into an Educational Storm water Facility and designating Lawrence J. Gentile, Township Manager to execute all documents and agreements between the Township and the Commonwealth Financing Authority. 16. Resolution No Flood Mitigation Program Motion made by Commissioner Oliva and seconded by Commissioner McGarrity to adopt Resolution No requesting a Flood Mitigation Program Grant in the amount of

8 Page 8 $500,000 from the Commonwealth Financing Authority to be used for the construction of an underground retention facility at the Chatham Park Elementary School and designating Page 8 Lawrence J. Gentile, Township Manager to execute all documents and agreements between the Township and the Commonwealth Financing Authority. 17. Resolution No ARLE Funding Agreement Motion made by Commissioner D Emilio and seconded by Commissioner McGarrity to adopt Resolution No designating Lawrence J. Gentile, Township Manager be directed to sign the Automated Red Light Enforcement Program Project Funding Agreement. 18. Purchase Public Works Sewer Department Motion made by Commissioner McGarrity and seconded by Commissioner Oliva to authorize the purchase of 1 new Kubota KX71 mini excavator with rubber tracks, backfill blade, heated ROPS cab, minimal tail swing, hydraulic thumb, work lights, manual quick couple, 12 and 24 buckets, inbound freight, pre-delivery and delivery included from Dotterer Equipment, Mill Hall, PA, under PA State Contract , in the amount of $36,422.00; submitting the lowest responsible quote.

9 Page Contract Award Motion made by Commissioner McGarrity and seconded by Commissioner Oliva to award the County Line Road Streetscape Contract to Premier Concrete, Inc., Broomall, PA in the amount of $108,187.50, submitting the lowest responsible bid. 20. Continuation of Citizen s Forum for Non-Agenda Items No one spoke. 21. New business No new business. 22. Other business Steve D Emilio 1 st Ward Commissioner Commissioner D Emilio announced that the recent Albertus Family Fundraiser netted $28,000 so far. There was a great turnout and nicely done. Commissioner D Emilio reflected on the Orlando disturbing massacre and stressed immigration policies need to be reviewed. Kevin McCloskey, Esquire 3 rd Ward Commissioner Commissioner McCloskey thanked Commissioner Lewis for putting together a joint College Avenue Bridge Repair Meeting. He also spoke on the Orlando massacre and the senselessness of those killings.

10 Page 10 He stated that we will continue to celebrate the 4 th of July holiday with festivities. Dan Siegel, Esquire 4 th Ward Commissioner Commissioner Siegel announced that the Concert in the Park series will continue. The next concert is June 18 th. 4 th of July celebration at Paddock Park will be held June 25 th from 11 to 1:00 p.m. Commissioner Siegel stated that for four decades he has been giving speeches on gun violence and 40 years later, this has become more common and we need more solutions. He had a speech the night of the massacre. Andy Lewis 5 th Ward Commissioner Commissioner Lewis indicated that the recent Anything with a Plug electronic collection was a total success. He asked when the next one was and if the township could host our own and what would be the cost? Discussion began on this subject; including curbside collection of electronics. He publically thanked Commissioner McCloskey, Larry, Chief Viola, Deputy Chief Hagan for attending the upcoming College Avenue Bridge closing. This project will be at least a year to complete and will begin sometime after July, August or September. Jim McGarrity 7 th Ward Commissioner Commissioner McGarrity welcomed Scorzetti s Barber Shop to Brookline Boulevard. He also thanked the women that planted all the flowers in the boxes on Brookline Boulevard. He read a thank you letter from a resident thanking Officer Rondolone and the Paramedics for their assistance. Commissioner McGarrity also gave his opinion on individuals carrying weapons.

11 Page 11 William F. Wechsler 9 th Ward Commissioner Commissioner Wechsler stated that this country will continue to be strong and steady. Hilltop Civic Association awarded three scholarships and they will hold their annual 4 th of July celebration on the 4 th ; beginning at 9:30 a.m. with the bike parade followed by a celebration. Mario Oliva 2 nd Ward Commissioner Llanerch Civic Association will hold their 4 th of July celebration on the 4 th at 9:45 a.m. This festivity will begin at the Llanerch Fire Company. Commissioner Oliva also welcomes another new restaurant, Tuscany Café on West Chester Pike. This Saturday, Concert in the Park series will be at Llanerch Park. He thanked Tom Kelly, Music for Life, for organizing this event. He also asked for continued prayers for those involved in the Orlando shooting. Larry Gentile Township Manager Mr. Gentile announced that the 2016 Road program will soon begin. Residents will be notified one week before they work on their street. The program will last 7 weeks. He will also have an Executive Session prior to next month s meeting to discuss the 4 proposals submitted to the township for EMS Services. Any decision made will become effective November 1 st. Chris Connell, Sr. 8 th Ward Commissioner Commissioner Connell also reflected on the Orlando massacre. He also stated that right here in this township is a heroin epidemic. He is aware of four individuals that have died due to this epidemic just in his area; one just recent. Heroin is our terrorist here.

12 Page 12 There is a local group, Haverford Alliance for Drug Awareness that has formed. He asks that individuals reach out to them. The Penfield Civic Association will hold its annual 4 th of July celebration on the 4 th. Brookline Fire Company will also have a raffle fundraiser for Brookline Fire. The township recently held a ground breaking ceremony for the new Municipal Services Building. The parking lot will be closed during the month of July at Veteran s Field. He congratulated all 2016 graduates and wished them the best of luck. There will be no Work Session in July. The next monthly meeting will be Monday, July 11 th. 23. All Commissioners agreed to adjourn.
