9 Page 9 Event with Governor Walker July 12th Immediately following the upcoming WBA Member Meeting Day and Board of Directors meeting on Wednesday, July 12 th, there will be a fundraising event for Governor Scott Walker. WBA members are encouraged to attend the various meetings at our Member Meeting Day starting at 9 am at the Holliday Inn Convention Center in Stevens Point, and then attend the event with Governor Walker starting at 3:30 pm in the Grand Hall at SentryWorld Golf Course in Stevens Point. Hosting opportunities for the event will be at $2500, $1000, and $500. Charge per person to attend the event is $100. You can learn more about the event and how to sign up here. You will also receive an about the event in the near future. Members also invited to attend the Wisconsin Builders Foundation Golf Outing held the next day to support future builders in Wisconsin. Funds raised will go towards scholarships for students going into the building trades. With your help, we can ensure that Wisconsin students receive the opportunities they need! Walkers issue veto threat on possibility of property tax increase Recently, Governor Walker took to Twitter to make it clear he would not sign into law any state budget that did not contain efforts to further reduce property taxes in Wisconsin. Walker stated, Let me be clear, I will veto the entire budget if it includes an increase in property taxes for homeowners. The state budget that Governor Walker released in February of this year contains a key provision that would eliminate the state forestry tax that is currently added to each property tax bill to slightly drive down property taxes in Wisconsin. The likely reason for the pushback on the topic by Walker comes as the state s budget committee, the Joint Committee on Finance, dissect the budget and look for ways to find more funding for transportation issues. Some members of the Joint Committee on Finance have mentioned that the property tax cut does not get much bang for the buck, and that those dollars could be better used somewhere else. JFC Co Chairs commit to property tax cut Never stop pushing until the vote is taken and the bill is signed is a good motto to have when advocating a position before any body of government. That being said, recently it appears efforts to support Governor Walker s budget provision to cut property taxes by removing Advocacy Digest June 2017 Brad Boycks, Executive Director the forestry tax from the property tax rolls now have the support of the Joint Committee on Finance (JFC). In a press conference before an executive session of the JFC, co-chairs John Nygren and Alberta Darling stated that the committee will support the efforts to permanently eliminate the state forestry tax in Wisconsin. The elimination of this tax will result in a slight property tax decrease for Wisconsin homeowners. The proposed property tax cut was one of the positons that members advocated for during our lobby day, WBA Advocacy Day at the Capitol. The old cliché, that the devil is in the details, also holds true for this issue. One idea that has been floated around is to eliminate this tax in year two of the twoyear state budget, which would free up some money in year one to fund other priorities. We are still hopeful that the tax is eliminated in year one, providing property tax relief to Wisconsin families earlier, and we will continue to make that known to our policy makers ahead of any vote on the issue. State Budget: The Waiting Game Up until recently, the Joint Finance Committee (JFC) had been meeting multiple times per week and was making progress towards putting their stamp on Governor Walker s proposed state budget by July 1 st. However, after major divisions started to be made public on many big issues, the JFC announced it would not meet, and are only meeting for some minor issues today. Two years ago, there was a similar pause when the JFC, leaders in the state senate, state assembly, and Governor Walker needed additional time to come up with a final package on transportation funding. This year, transportation remains a big sticking point, but the challenge to getting to an agreement between all parties is further compounded because of different approaches to K-

10 Page education funding and property tax reductions for homeowners. So, now what? Wait. There is no doubt that there are multiple conversations every day taking place at the capitol between GOP leaders and Governor Walker to try to come to a conclusion on these important issues. If agreements can be made soon and voted on next week, a final version of the state budget could still be signed into law by July 1 st. Soglin for Governor? Recently, Wisconsin Democrats held their yearly party convention in Middleton where party faithful meet to elect party leaders and discuss the upcoming race again Governor Walker and the first reelection race for Senator Tammy Baldwin. While the winner of the straw poll asking convention goers who they prefer to take on Governor Walker in 2018 was State Senator Kathleen Vinehout, the current mayor of the City of Madison also took some headlines headed out of the convention as well. Madison Mayor Paul Soglin stated that he was now looking at the possibility of running against Walker. When asked about this possibility previously, Soglin had stated he was not interested in a run for governor in Sparked by Bernie Sanders big win against Hillary Clinton in Wisconsin in 2016, Soglin has reversed course and is now at least thinking about a run. Soglin is currently serving as the Mayor of Madison for the third time after being elected mayor for the first time in When Walker was asked about the prospect of running against Soglin he was quoted as saying that Soglin is an unabashed throwback to the 1960sradical liberal. Walker also stated that if Soglin were to emerge and face him in 2018 that he would love to have that battle. Congressman Grothman gets a challenger with a familiar last name Arguably the most successful democrat to run statewide in Wisconsin over the past 25 years has been former U.S. Senator Herb Kohl. Both Kohl, a Democrat, and former Governor Tommy Thompson, a Republican, were both able to win huge votes throughout the state each year for multiple reelection wins. The margins that Kohl and Thompson rolled up every six and four years respectfully would seem impossible to replicate in today s hyper-partisan electorate. Recently, the nephew of former U.S. Senator Herb Kohl announced via Twitter that he was going to try to capitalize on the goodwill created by his uncle, and he announced a run for congress against Congressman Glenn Grothman in Wisconsin s 6 th Congressional District. Dan Kohl announced his run and states on his website that he is running for Congress because we need elected leaders who will fight for the man, and not just the few at the very top. In addition to working for the Milwaukee Bucks and as serving as Vice President of Political Affairs where he oversaw the development of the nation s largest pro-israel pollical action committee, Kohl also ran successfully for the state assembly in 2008.
