1 Study Session The Meeting of the Board of Trustees of Community College District No. 5l l, Winnebago, Boone, DeKalb, McHenry, Ogle, and Stephenson Counties, Illinois, convened in the Woodward Technology Center Room l4lll42 on the main campus on Tuesday, March 24,2009 at 5:15 p.m. In the absence of Chairperson Ted Biondo, Vice Chairperson Ken Nelson presided at the meeting and called the meeting to order. Dr. Jack Becherer opened the meeting by introducing Ms. Suzanne Berger who reviewed the five initiatives targeted by the Emergency Preparedness Committee: Behavior Intervention, Communications, Facilities/Risk Management, Recovery and Training. Ms. Berger introduced members of the committee who presented an overview of their subcommittee's objectives. Ms. Lynn Perkins explained the team formation and processes of the Behavior Intervention Team; Mr. Dave Costello reviewed the college's new emergency communication tools and recent campus-wide tests implemented by the Communication Subcommittee; Mr. William Sjostrom, chair of the Facilities/Risk Management Subcommittee, described evacuation plans and confirmed the purchase and installation of six special evacuation chairs for use in multi-story buildings; Ms. Cyndi Stonesifer described the recovery processes to be identified by each department; Mr. Joe Drought reviewed ongoing training programs that are available to college personnel as part of the college's Emergency Response Plan. Ms. Lynn Perkins, Mr. Dave Costello, Mr. William Sjostrom, Ms. Cyndi Stonesifer and Mr. Joe Drought left the meeting at 5:45 p.m. Dr. Jack Becherer reviewed possible May and June Board meeting dates. Following discussion, the Board agreed to the following calendar adjustments for May: The Board will meet for a retreat on Saturday, May 2 and for its regularly scheduled meeting on May 26; Since graduation is May 14, the Board will not meet May 12 for the scheduled Committee meetings, but will address any committee issues at the May 2 retreat. 2 Dr. Becherer is working with airport personnel to establish a date for a joint meeting with the airport board, possibly May 26 or May 28. Dr. Becherer will work with Dr. Nyhammer and Dear Wear to identify possible agenda items. Mr. Chuck Martin reviewed union and non-union staff salary survey data from contiguous colleges, four-year colleges, and municipalities and public schools as previously requested by Trustee Kelley. The Study Session recessed at 6:00 p.m. Recess Regular Meeting At 6:10 p.m., March 24,2009 Vice Chairperson Ken Nelson called the regular meeting to order in WTC room 1l7llI9ll2l. Minutes A motion was made by Mr. Randy Schaefer and seconded by Mr. Mike Olson to approve the minutes of February 24,2009. The minutes were approved by unanimous voice vote. Communications and Petitions There were no communications or petitions. Recognition of Visitors Dr. Diane Nyhammer recognized the accomplishments of Ms. Heather Foes, Mr. Shaine Henert, Ms. Jacqueline Moss and Ms. Lora McClelland, all newly tenured faculty, and presented each with a gift. Associate Deans Mr. Vince Madama, Mr. Evan McHugh, Mr. Mark Maneval and Ms. Lois Lundgren were also recognized. Board of Trustees - Minutes of March 24,2009 Page 2 of 8

3 General Presentations Mr. Chuck Martin presented an update of the Board Administrative Policies Manual revision. Cleanup of old items due to changes in legislation and others now superseded by collective bargaining agreements is nearly completed, and the final manual will be available on the Quarry as well as in print. Revisions will be ongoing with continued legal review and updated communications to college staff. Attorney Peter Kostantacos thanked Mr. Martin for his diligence and hard work on this project, acknowledging that it was a very difficult task. Vital Signs Reports Vital signs information for payroll, healthcare costs, cash and the PEC remodel project were submitted as presented. In response to Trustee Schaefer's question, Mr. Sam Overton confirmed that there have been some delays in the PEC remodeling project, but construction is expected to get back on schedule very soon. 5 BR #6586- Personnel Report #ó08 - Sabbatical Leaves It is recommended that the Board of Trustees approve the following personnel actions: Sabbatical Leaveso for Paul Laprade, Music, and Hsin Ying Chi, English, both in spring The report was approved by unanimous roll call vote on a motion by Mr. Mike Olson, seconded by Ms. Kathy Kelley. BR # Memorandum of Understanding (RVC Foundation) It is recommended that the Board of Trustees approve the amended Memorandum of Understanding as presented. Ms. Suzanne Berger explained that the Memorandum of Understanding would have expired June 30, 2009,but was amended earlier due to a personnel change. The document reflects that the Director of Development position, funded by the RVC Foundation, has been changed from parttime to full-time. The report was approved by unanimous roll call vote on a motion by Mr. Randy Schaefer, seconded by Mr. Mike Olson. BR # SSB 1300 Renovations - Dept. of Public Safety (DPS) Expansion It is recommended that the Rock Valley College Board of Trustees approve the bond funded capital project for SSB 1300 Renovations: DPS Expansion to provide a smaller SSB 1300 conference room, a new DPS office, a larger DPS female locker room and a larger DPS evidence room. The report was approved by unanimous roll call vote on a motion made by Mr. Mike Olson, seconded by Ms. Kathy Kelley. BR # Board Policies to be Rescinded It is recommended that the Rock Valley College Board of Trustees rescind the attached list of policies. The report was approved on a unanimous roll call vote on a motion by Mr. Mike Olson, seconded by Mr. Randy Schaefer. 6 On a motion by Mr. Mike Olson, seconded by Mr. Randy Schaefer, the Resolution was AR # Resolution to Sign Intergovernmental Cooperation Agreement (Belvidere District 100 -Running Start) On a motion by Mr. Randy Schaefer, seconded by Mr. Mike Olson, the Resolution was AR # 231- Resolution Authorizing Intergovernmental Agreement with Rockford Housing Authority On a motion by Mr. Mike Olson, seconded by Mr. Randy Schaefer, the Resolution was ICCTA Report There was no ICCTA report. Student Trustee Report Ms. Michaela Perdue reviewed her written report outlining current and upcoming campus events. She attended the ICCB-SAC meeting in Oak Brook, IL on March l3-i4, where she received the Team Player Award. Ms. Perdue also noted that the Outreach Committee, of which she is a member, raised more than 54,000 for autism research. There were no Board committee reports. There was no unfinished business. There was no new business. There were no trustee comments. Board Committee Reports Unfinished Business New Business Trustee Comments President's Comments Dr. Jack Becherer noted that he was the keynote speaker at the recent Phi Theta Kappa (PTK) induction ceremony and thanked the group for awarding him honorary membership in the local chapter. At the event, he visited with the sister, mother and father of one of the initiates, all RVC graduates and all members of PTK, a unique circumstance for one family. Dr. Becherer also explained that he and several others recently met with District 205 superintendent candidate Dr. LaVonne Sheffield and expressed his appreciation to the District 205 board for giving him the opportunity to meet with her. 7 Announcements from President's Leadership Team Ms. Amy Diaz distributed an updated enrollment report, noting that Credit Hours for the three Summer Sessions have increased by l7 percent, and Head Count has increased by l8 percent for the same period. She pointed out, however, that there may be duplications, as a student may be registered for more than one Summer Session and therefore counted more than once. Ms. Diaz also announced that the enrollment goal increase for next year will be five percent. Ms. Suzanne Berger expressed her thanks for support of o'starry, Starry Night." Although proceeds were down 19 percent, there was a positive spirit in the room and everyone had a great time. Dr. Diane Nyhammer announced the following: o The First Tuesday Lectures have been so successfi,rl that the one held March 3 by Philosophy instructor Chris Kramer on the philosophy of humor was nearly "standing room only." r The next First Tuesday Lecture will be held April 7 with Dr. Michelle Rotert, Professor of Philosophy, presenting "Political Correctness Defended: Forget Sticks and Stones, WORDS Can Break Your Bones." o The Modern Languages department is sponsoringtres Vidas, a musical program about the lives of three outstanding Latin American Women being presented March 24. o Sabbatical Leave candidates this year were very strong, and the selection process worked well. The two winning candidates will give a short overview of their sabbatical plans at the April Board meeting. In addition, Dr. Becherer will contact Mr. Leslie Fay, who has retumed from his professional sabbatical, and ask him to also make a presentation to the board. Mr. Chuck Martin thanked Attorney Peter Kostantacos for his work with the board policies revision process. Mr. Mike Mastroianni invited Board members to attend the Svenson Lecture to be held at 7:00 p.m. Apnl22 in the Student Center Atrium. Dr. Jack Becherer added that Governor Quinn wants a capital bill that will include nine community college building projects. The status of RVC's AIC building is unknown at the present time. Adjourn to Closed Session On a motion by Mr. Randy Schaefer, seconded by Mr. Mike Olson, and unanimous roll call vote, the meeting was adjourned to closed session at 7:00 p.m. Reconvene Open Session The meeting reconvened at 7:58 p.m. No action was taken during Closed Session. The reorganizationmeeting, followed by the regular meeting, will begin at 6:00 p.m. in WTC ll7/ll9ll2l.
