Martin stated that that approval of the minutes from the September 10, 2015 meeting needed to be added to the agenda. Approval of Minutes of Meeting September 10, 2015 Moved by A. Sinclair Seconded by J. Read That the minutes of the Aeronautical Noise Advisory Committee of September 10, 2015 be approved. Carried

3 3 3 ANAC Minutes /03/03 Chair M. Martin thanked J. Read for chairing the December 2015 meeting in his absence. Approval of Minutes of Meeting December 3, 2015 J. Read noted that in the minutes C. Wood is recorded as stating that lengthening runway 26 would reduce noise over Kitchener. He stated that in his experience extending the length of the runway will result in aircraft using less power in takeoffs to use more of the runway and will likely not result in less noise. Moved by S. Mitchell Seconded by D. Schnider That the minutes of the Aeronautical Noise Advisory Committee of December 3, 2015 be approved. Carried Reports Transportation Airport a) Nolinor Aviation Operations Update Currie Russell, Supervisor, Regulatory Affairs and Administration, informed the Committee that Nolinor Aviation has moved their operations to Montréal Mirabel International Airport. He provided a brief overview of their operations in the Region and explained that due to a drop in the price of iron ore, Nolinor needed to find efficiencies. They had originally requested that the Region allow them to depart at 2:00 a.m. and arrive at 3:00 a.m. He stated that this will result in a $400,000 loss in revenue to the airport and additional losses to area businesses. G. Lorentz stated that ultimately Regional Council was informed that it was a business decision by Nolinor and that a time change would not have been sufficient to make it viable. b) Aviation Complaint Statistics C. Russell, presented the Aviation Complaint Statistics up to February 29, A copy of the presentation is appended to the original minutes. He noted that noise complaints were slightly up for February, but that with the departure of Nolinor complaints are expected to decline. In response to a question from the Committee, C. Russell stated that staff could follow up on the exact nature of the complaints listed in the other category

4 4 4 ANAC Minutes /03/03 Other Business a) Airport Master Plan C. Russell stated that Regional Council has decided to restart the Airport Master Plan process. This will include holding two public input centers in 2016 with the goal of presenting the Master Plan to Regional Council by the end of In response to a question from the Committee, C. Russell stated that there is a separate page on the airport s website that is dedicated to the Master Plan. This will be updated as information is available. The Committee noted that there will be representation on the Master Plan Committee from Kitchener, Waterloo, Cambridge, and Woolwich Councils Meeting Dates - June 2 nd, September 1 st, December 1 st Adjourn Moved by G. Baumgarten and C. Russell The meeting began without quorum. Declarations of Pecuniary Interest Under The Municipal Conflict of Interest Act None declared. Reports Transportation Airport a) Airport Master Plan Update Michelle Baumgarten Michelle Baumgarten, Coordinator, Communications provided an overview of the work that is being done for the Airport Master Plan. She explained that staff are currently seeking public input through the Engage Waterloo Region website and through the Airport s website. A second public consultation center will be held on November 10, 2016 and a draft of the Master Plan is scheduled to be presented to the steering committee in September

6 6 6 ANAC Minutes /09/01 In response to a question from the Committee, M. Baumgarten stated that there have been a few comments received during the Master Plan process regarding noise; but they are very similar to the noise complaints that are received on a regular basis. b) Aviation Complaint Statistics Currie Russell, Supervisor, Regulatory Affairs and Administration, provided an overview of the noise statistics up to August 2016 and pointed out that they are down from last year. He noted that a seasonal Westjet flight that is arriving late and departing early has resulted in some increased complaints due to the difference in the times. When people are provided with the response from the airport they are largely satisfied. In response to a question from the Committee, C. Russell explained that when they receive complaints from individuals in new houses they do not point out the noise warning clause in their deeds. Airport staff explain that the complaint has been received and logged; and the individual is provided with an explanation of the aircraft and further contact information people. He noted that it is rare to hear back from people. Information/Correspondence C. Russell stated that Barry Aylward has resigned from the Committee. He noted that he will be meeting with the Airport Operations Committee in the near future and hopes to have a new representative appointed. The Committee thanked B. Aylward for his service on the Committee. It was also noted that Rob Horne has resigned his position as the Commissioner, Planning, Development and Legislative Services with the Region and is now the CAO with the City of Stratford. The Committee wished him well in his new position. It was noted that, in his resignation letter, B. Aylward questioned the future purpose of the Committee. The Committee agreed that this was a decision for Regional Council and that any discussion on the future of the Committee should wait until the completion of the Master Plan and the appointment of a new Commissioner Meeting Dates - December 1 st The meeting adjourned without quorum at 5:20 p.m. Committee Chair, M.
