This meeting is an initial discussion only regarding the Thurston-Mason BHO s separation of employees from Thurston County. Discussion occurred about how the other departments (911 and Pac Mountain) operate. While they are both independent quasi-governmental agencies there are certain features that they contract/purchase from the County. The County HR Department also manages some duties for outside entities. Throughout the discussion it was clear that there are options and various decision points to be made. Legal Counsel will be consulted as necessary. The consultants also have experience with these issues. The Board noted the importance of keeping staff well informed as the process moves along so as to alleviate as much stress as possible and minimize rumor talk. Scope of Work Hiring/Classifications/Pay Scale- As TMBHO has an ongoing need to hire additional staff, it s clear that it would be beneficial to hire under the new entity. All recent hires have been informed of these pending changes prior to their employment acceptance. Since the current Thurston County job classifications are not meeting the needs of the BHO staff, development of job classifications will occur simultaneously as a few more persons are hired under the County system. State Benefits TMBHO can choose to purchase from the State s PEBB system or purchase independently. It is important that the BHO maintain the current PERS Retirement Plan and that service credits transfer over. In order to maintain the PERS status the BHO must become an LLC. Policies and Procedures Staff are developing. Financial Services Staff are reviewing options for acquiring new software. Parts of all of payroll could still be contracted through the County. Central Services Explore possibility of maintaining services through contract with the Agenda Setting Meeting Page 1 of 2

2 Next Steps County. Sherri will work with the consultants on a roadmap which outlines the process. A weekly roll-up will occur with the progress to date. Priorities - working on Policies and Procedures and becoming an LLC. Commissioner Hutchings seconded the motion. The motion carried. b) Vice-Chair Jeffreys moved to approve the March 10 and 16, 2017 meeting minutes. Commissioner Hutchings seconded the motion. The motion carried. 2. Opportunity for the Public to Address the Board Todd Parker announced that Mason County recently released the treatment sales tax RFP and it s due May 23 rd. Next week a workshop and a presentation with occur with all of the potential candidates. All services are being re-procured, with the exception of therapeutic court. 3. Presentation: Consejo Mario Paredes, Executive Director of Consejo was introduced and briefly described the history and services of Consejo. The have been providing services for 38 years in King and Pierce County and are proposing to begin services in Mason County. Consejo operates under a very unique model of outpatient delivery, working with the individual where they re at, rather than site-based services. Services may be provided in their home, at jail, school, the ER department, shelter, etc. The counselors are mobile and have the ability to access data to adequately do their job remotely. They are also proposing to have a day support group, which would be 3-5 days per week and include mental health, substance use, peer, medication management, etc. They also partner with other organizations for wellness services, i.e., massage, acupuncture, nutrition, exercise, art, etc. They really strive to make services fun as they ve had success by keeping clients engaged and able to maintain a productive life. There is no wait for services; clients can access any time. They are looking to have about 16 employees in the Mason County area. 4. Action Items a) Description: Approve Thurston-Mason BHO voucher list for March, 2017 Action: Vice-Chair Jeffreys moved to approve the Thurston-Mason BHO voucher list in the amount of $4,111, for the period March 1-31, Commissioner Hutchings seconded the motion. The motion carried.

4 Thurston-Mason Behavioral Health Governing Board Minutes of April 20, 2017 Page 2 of 4 b) Description: Program Contract with Consejo Counseling Action: Vice-Chair Jeffreys moved to approve a contract with Consejo Counseling for outpatient behavioral health treatment services from May 1, 2017 through December 31, 2017, for a total maximum consideration not to exceed $1,521,991; and authorize the Administrator of TMBHO to execute the General Terms and Conditions, Business Associate Agreement, and program contract and future amendments that do not change the amount or duration by more than 15%. Commissioner Hutchings seconded the motion. The motion carried. c) Description: Program Contract with Tacoma-Pierce County Health Department This contract is basically to pay for services that were incorrectly attributed to Optum- Pierce BHO until TMBHO received an invoice from Tacoma-Pierce County Human Services for Thurston/Mason clients. All clients have since been transferred to the Thurston County program. Action: Vice-Chair Jeffreys moved to approve a contract with Tacoma-Pierce County Health Department for opiate substitution treatment services from April 1, 2016 through April 30, 2017, for a total maximum consideration not to exceed $63,702; and authorize the Administrator of Thurston-Mason Behavioral Health Organization to execute the General Terms and Conditions, Business Associate Agreement, and program contract and future amendments that do not change the amount or duration by more than 15%. Commissioner Hutchings seconded the motion. The motion carried. d) Description: Program Contract with Eugenia Center This request is to contract with Eugenia for outpatient substance use disorder services. Eugenia Center is located in Chehalis and specializes in serving Spanish speaking individuals. This will also provide increased access for clients who live near the border and prefer to receive services here. Action: Vice-Chair Jeffreys moved to approve a contract with Eugenia Center for outpatient substance use disorder treatment services from January 1, 2017 through December 31, 2017, for a total maximum consideration not to exceed $100,000; and authorize the Administrator of Thurston-Mason Behavioral Health Organization to execute the General Terms and Conditions, Business Associate Agreement, and program contract and future amendments that do not change the amount or duration by more than 15%. Commissioner Hutchings seconded the motion. The motion carried. e) Description: Program Contract with Kitsap Recovery Center This contract is for purchasing of fee-for-service residential beds for substance use disorder, particularly for North Mason County residents. Action: Vice-Chair Jeffreys moved to approve the Fee-for-Service SUD Residential Program Contract between Thurston-Mason Behavioral Health Organization and Kitsap Recovery Center for residential substance use disorder treatment services, for a total maximum consideration not to exceed $627,840; and authorize the Administrator of Thurston-Mason Behavioral Health Organization to execute the General Terms and Conditions, Business Associate Agreement, program contract, and future amendments that do not change the amount or duration by more than 15%. Commissioner Hutchings seconded the motion. The motion carried.

Updates Meeting with Tumwater City Council Staff will be meeting with the Tumwater City Council in May to discuss the opioid situation. Architect Phone interviews are scheduled for next week. Staff are still negotiating with the City of Shelton on the possible historical value of the recently purchased PUD building. Mason County LEAD Meeting A meeting was facilitated with BHO staff and Mason County representatives from Sheriff, City Police, PA, Defense to discuss implementation of the program in Mason County. E&T Transition Staff continue to work with BHR and Telecare to assure a smooth transition of service delivery. CHOICE Staff are in the process of selecting the project that they ll be recommending for implementation. Human Resources - Staff will begin to develop a roadmap of future changes. An amendment to the Interlocal Agreement will be forthcoming to allow for the BHO to attain LLC status. The Business Technician II position has been accepted and will begin soon. The Board was interested in keeping the Advisory Board informed of the process. Cassey Jankowiak is the designated Advisory Board Liaison. Fiscal - The Fiscal team will be visiting Great Rivers to look at the financial software that they are using. The change to IMD/Non-IMD stays in excess of 15 days not being paid by Medicaid goes into effect July 1 st. DBHR has requested funds to cover the costs for clients in treatment beyond 15 days. Nisqually Tribe Staff recently met with the Nisqually Tribe to discuss the option of working with TMBHO s service delivery system. Statewide tribes had opted out of working with BHO s last year. Staff will also meet with the Skokomish Tribe. Commissioner Jeffrey s Updates - Peninsula Community Health Center recently opened and she will be visiting the facility. Mason County is also applying for a Bureau of Justice opioid abuse site-based grant. Commissioner Hutching s Updates A concern was recently expressed from law enforcement that the new Triage facility is being utilized primarily for jail inmates as overflow and they are not able to bring clients to the facility for its intended purpose of jail diversion. There is also frustration with a perceived lack of discharge planning when individuals are released. Staff will follow-up to address concerns. Legislative Language is still pending regarding the formation of the leadership groups to work on continued local involvement once full integration occurs. Other The Board would like to be informed of any meeting that BHO staff have with any elected officials. Mason County Meeting The Board will meet in Mason County in June. CPAA Thurston County has 4 individuals represented on the Board. They are working on developing the bylaws and would like input from the Advisory Board as well. 6.
