1 Internal Regulations of the International Association for 3 rd version adopted at the 18th General Assembly in Thessaloniki, Greece, 4 th and 5 th of April GENERAL PROVISIONS Article 1 1. These Internal Regulations are meant for the International Association for, hereafter the Association. 2. These Internal Regulations aim to: a. Establish the remit of the Executive Committee; b. Establish the remit of the Supervisory Committee; c. Establish the remit of the Editorial Board; d. Establish regulations concerning elections of various bodies of the Association; e. Establish regulations concerning discharge of various bodies of the Association; f. Establish regulations concerning observer associations; g. Establish regulations concerning donors and honorary members. COMPOSITION OF THE EXECUTIVE COMMITTEE Article 2 1. The Executive Committee consists of the president, the secretary-general, the treasurer, the vicepresident, a member concerned with academics, a member concerned with events, a member concerned with congress management, a member concerned with international cooperation and a member concerned with public relations. 2. The Executive Committee elects out of its members the Vice-President. The election will take place during the first meeting of the Association year of the Executive Committee. 2. The Executive Committee mutually decides about the competences of the remit of every Executive Committee member. 3. An Executive Committee member may occupy multiple positions, with the exception of a combination encompassing two or three of the following positions: president, secretary-general or treasurer.

2 REMIT OF THE EXECUTIVE COMMITTEE Article 3 1. The Executive Committee is jointly responsible for the coordination and execution of all her tasks and obligations. 2. The Executive Committee is accountable to the General Assembly. 3. The remit of the president of the Executive Committee consists at least of: a. Presiding over the Executive Committee; b. Reporting on the activities of the Executive Committee to the General Assembly; c. Bearing responsibility for the preparation and presentation of the preliminary and final report of the Executive Committee to the General Assembly. 4. The remit of the secretary-general of the Executive Committee consists at least of: a. Archiving relevant information for future Executive Committees; b. Bearing responsibility for all communication to all members of the association; c. Writing the minutes of the Executive Committee meetings; d. Preparing meetings of the General Assembly. 5. The remit of the treasurer of the Executive Committee consists at least of: a. Managing the accounts of the Association; b. Bearing responsibility for all financial transactions of the association; c. Bearing responsibility for the preparation and presentation of the budget and financial statement to the General Assembly. 6. The remit of the vice-president of the Executive Committee consists of replacing the president in case of absence, incapacity to fulfill his or her duties or resignation. 7. The remit of other members of the Executive Committee consists of the execution of their respective tasks and obligations. 8. The remit of the Executive Committee furthermore consists of the appointment of: a. Coordinators, which assist the members of the Executive Committee in the execution of their tasks. The mandate of the coordinators ends when the mandate of the Executive Committee ends. Upon mutual agreement between the Executive Committee and the concerned Coordinator, there can be an exception to this rule. b. Editors-in-chief of IAPSS publications, who coordinate the editorial process and editorial boards of the IAPSS publications. Editors-in-chief are appointed for a two-year mandate. c. Editors of IAPSS publications, proposed by the editor-in-chief of the respective publication. Editors are appointed for a two-year mandate. d. The Executive Committee must provide individual contracts for all Coordinators, Editor-in-chiefs and Editors of IAPSS publications after their appointment. 9. The Executive Committee may suspend members mentioned in Article 3.8 from their positions in case of inactivity or any actions that harm the interests of the Association. The suspended member may

3 appeal to the decision of the Executive Committee within ten (10) days to the Supervisory Committee, which takes on the final decision. 10. The Executive Committee and the respective Coordinator can terminate a contract subject to a term of notice of four (4) weeks. 11. Besides the individual tasks and obligations of Executive Committee members, the Association has a number of general tasks and obligations, these being: a. Cooperation with other associations where the Association provides financial contribution; b. Drafting and updating of White Papers to promote the transfer from one Executive Committee to the next; ELECTION OF THE EXECUTIVE COMMITTEE Article 4 1. At the General Assembly, held no later than April, the Assembly elects the Executive Committee for the coming Association year. 2. Members of the Executive Committee are elected by secret ballot when they obtain more votes than all other candidates for the same positions combined. Should no candidate obtain enough votes to be elected, a second secret ballot will be held between those two candidates with the highest number of votes. 3. The order of elections for Executive Committee members will occur in the order of positions as in article 2 paragraph 1. MIDTERM TERMINATION OF EXECUTIVE COMMITTEE MEMBERSHIP Article 5 1. In case of midterm termination of Executive Committee membership, for whatever reason, the Executive Committee may: a. Search for and appoint a replacement to fill the vacant position until the end of term; b. Divide the remit of the concerning member among themselves and ensure the execution of the tasks and obligations. 2. Should such as mentioned in article 5 paragraph 1 be the case the Executive Committee: a. Shall inform all members within fourteen days of the membership termination by the concerning member; b. Shall within fourteen days of the membership termination by the concerning member, call for a General Assembly to discuss the situation.

4 DISCHARGE OF THE EXECUTIVE COMMITTEE Article 6 1. At the General Assembly, held no later then April, the Assembly discharges the Executive Committee of the previous Association s year. 2. The General Assembly can only discharge the Executive Committee, when the Assembly has adopted the: a. Final report; b. Financial statement. 3. Should the General Assembly reject the final report and/or financial statement, or should the General Assembly not be able to put the final report and/or financial statement to vote at the designated General Assembly as foreseen in article 6 paragraph 1, the Executive Committee is forthwith obliged to see to their affairs and call for a new General Assembly. REMIT OF THE SUPERVISORY COMMITTEE Article 7 1. The Supervisory Committee is jointly responsible for the coordination and execution of all her tasks and obligations. 2. The Supervisory Committee appoints among themselves a chairman. 3. The Supervisory Committee mutually decides about the competences of the remit of every Supervisory Committee member. 4. The Supervisory Committee is accountable to the General Assembly. ELECTION OF THE SUPERVISORY COMMITTEE Article 8 1. At the General Assembly, held no later then April, the Assembly elects the Supervisory Committee for the coming Association year. 2. Members of the Supervisory Committee are elected by a joint list of candidates voted upon by secret ballot. The three candidates who obtained the highest number of votes are elected accordingly. MIDTERM TERMINATION OF SUPERVISORY COMMITTEE MEMBERSHIP Article 9 1. In case of midterm termination of Supervisory Committee membership, for whatever reason, the Supervisory Committee may:

5 a. Search for and appoint a replacement to fill the vacant position until the end of term; b. Divide the remit of the concerning member among themselves and ensure the execution of the tasks and obligations; 2. Should such as mentioned in article 9 paragraph 1 be the case the Supervisory Committee: a. Shall inform the Executive Committee within two days of membership termination by the concerning member; b. Shall inform all members within fourteen days of the membership termination by the concerning member; c. Shall within fourteen days of the membership termination by the concerning member, call for a General Assembly to discuss the situation. DISCHARGE OF THE SUPERVISORY COMMITTEE Article At the General Assembly, held no later then April, the Assembly discharges the Supervisory Committee of the previous Association year. 2. The General Assembly can only discharge the Supervisory Committee, when the Assembly has adopted the Final Supervisory Report. 3. Should the General Assembly reject the Final Supervisory Report, or should the General Assembly not be able to put the Final Supervisory Report to vote at the designated General Assembly, as foreseen in article 9 paragraph 1, the Supervisory Committee is forthwith obliged to see to their affairs and present their Final Supervisory Report at the next General Assembly. HONORARY MEMBERS Article Honorary membership shall be awarded by the General Assembly upon recommendation of the Executive Committee, provided that the votes in favour exceed the number of votes against combined with abstentions. 2. When awarded with honorary membership the Executive Committee bestows a certificate recognising the honorary membership to the concerning honorary member. 3. The Executive Committee consults with the concerning honorary member whether or not the honorary membership will be an active role or not. OBSERVER ASSOCIATIONS Article The Executive Committee can grant observer status to associations representing students of political science and related fields.

6 2. Associations holding the observer status are in the legal sense not considered members and thus do not have voting rights in the General Assembly. 3. The maximum term an association may hold the observer status is one (1) Association year. 4. Observer status is only open to those associations that have not been an association member for the past five (5) Association years. DONORS Article Donor are natural or legal persons who support the association financially or otherwise with at least a by the Executive Committee decided minimum contribution. 2. Every year the Executive Committee sets the minimum contribution for donors. 3. In case the Executive Committee is being offered a donation by a donator with an in her view unethical background, the Executive Committee will consult the Supervisory Committee. 4. The Supervisory Committee may at any given moment inquire about donations that have been offered to the Executive Committee. MEMBERSHIP FEE Article The membership fee is set annually by the GA. 2. The membership of members joining the Association after the first of February is automatically extended by one year without paying fees for the subsequent Association s year. FINAL PROVISIONS Article The provisions of these Internal Regulations should be read in accordance with the statutes of the Association. 2. Provisions of these Internal Regulations may not be abused. 3. To amend these Internal Regulations a majority of votes at the General Assembly is required. 4. These Internal Regulations come in effect after they are adopted by the General Assembly.
