3 I. Mission and Purpose A. Mission 1. The Executive Branch shall serve the University of North Florida Student Body through advocacy, initiatives, and programming that enhance the health, education, safety, and general welfare of students. B. Purpose 1. The Executive Branch shall serve as the administrative arm of Student Government, responsible for the enforcement and execution of the Student Government Statutes and the planning and implementation of programs, projects, and services. II. General Requirements and Responsibilities A. Basic Duties and Responsibilities of All Executive Branch Members 1. To be a positive and professional representative of Student Government to all internal and external entities 2. To hold oneself to the highest professional, moral and ethical standards in all Student Government matters, performing all duties in a transparent and unbiased manner 3. To, over the course of time in their respective position, continuously develop a transition binder for continuity between administrations 4. To uphold all Student Government Statutes, rules, policies, and procedures III. Powers and Duties of Executive Officers A. Composition 1. The Executive Branch shall be comprised of the following members: a) Administrative Officers (1) Student Body President (2) Student Body Vice President (3) Chief of Staff b) Executive Cabinet (1) Attorney General (2) Treasurer (3) Student Advocate c) Executive Staff (1) Project Manager (2) Press Secretary (3) Graphics Specialist d) Executive Agency Members (1) Club Alliance Director (2) Club Alliance Assistant Director (3) Club Alliance Staff 3
4 (4) Osprey Productions Director (5) Osprey Productions Assistant Director (6) Osprey Productions Staff (7) Lend-A-Wing Director (8) Lend-A-Wing Assistant Director (9) Lend-A-Wing Staff B. Administrative Officers 1. The Student Body President shall: a) Be the Chief Executive Officer of Student Government. b) Administer and enforce all laws of Student Government. c) Provide for the compilation and publication of Constitutional legislation. d) Co-sign on all expenditures from the Student Government operating budget. e) Call and preside over executive meetings of Student Government and student assemblies when appropriate. 2. The Student Body Vice President shall: a) Assume the duties of the President in extreme circumstances which make it impossible to discharge the duties of the office, or at the President s request. b) Coordinate the efforts of the Executive Cabinet and assist the President in the coordination of Executive programs and initiatives. c) The primary responsibility of the Vice President shall be to oversee the management and operations of the Executive Agencies. 3. The Chief of Staff shall: a) Oversee the daily operations and performance of the Executive Staff including their projects, initiatives, and tasks. b) Assist the President and Vice President in the coordination of the Executive Branch, upon request. C. Executive Cabinet 1. Executive Cabinet Members shall: a) Advise the President and Vice President, upon request. b) Assist in the coordination of the Executive Branch upon request by the President or Vice President. c) Report directly to the President and Vice President. d) Not issue any binding resolution or act outside the direct purview of their constitutionally invested authority. 2. The Attorney General shall: a) Serve as the Chief Executive Prosecutor for Student Government and as such shall serve to represent the interests of the Student Body at Large in all Student Government legal proceedings. 4
5 b) Issue, upon the receipt of a written request by any member of the Student Body, an interpretation of any question relating to the Student Government Constitution, System of Statutes, or subsequent Policies and Procedures. c) Give legal advice to any member of Student Government, upon request, at any time. d) Act as an advisor to the Elections Commissioner during an election and shall act as Chief Prosecutor of all allegations of Election Code violations. e) Periodically review the Constitution and Statues for mistakes, conflicts or contradictions. 3. The Treasurer shall: a) Ensure financial accountability and act as the executive liaison to the student body on all matters pertaining to Activity and Service Fee monies. b) Enforce all fiscal policies of Student Government as set forth in the Constitution and Statutes, in the Provisionary Language of the current year s A&S Fee Budget, and in the Policies and Procedures established and enacted by the Senate and Executive Branch. c) Periodically check the A&S Fee accounts to correlate with language and expenditures set by the current year s budget. d) Submit a proposed balanced A&S Fee Budget during the Annual Budget Process. e) Serve as a fiscal advisor to the Senate and as a non-voting ex-officio member of the Budget and Allocations (B&A) Committee. f) Advise and aid RSOs on fiscal policies set by Student Government and meet bi-weekly with the Club Alliance Director to review all fiscal matters relating to RSOs. g) Assist the Business and Accounting Office in facilitating the procedural workshops for funded departments and agencies. h) Meet regularly with the B&A Chair, the Director, the Business Manager, the President, and Senate President to review fiscal matters pertaining to all accounts. i) Meet weekly with the Director to review expenditures of all A&S funded entities and all fiscal matters. j) Inform the B&A Committee of all transfers; k) Assist the Accounting Associate(s) and Business Manager in auditing all Activity and Service Fee accounts. l) Report all Activity and Service Fee account errors, inappropriate expenditures, and other activities that are in violation of state, local, or Student Government rules or regulations to the B&A Committee and Senate. m) Advise all entities that request Activity and Service Fee money on all state, local, and Student Government rules and procedures. 4. The Student Advocate shall: 5
6 a) Be responsible for representing the interests of the Student Body, as expressed through the President, to the faculty and administration on all major academic related programs or initiatives of the University. b) Serve as a Student Liaison through the Student Government to assist Students with problems, concerns, and complaints, such as those involving academics and the administration, through informal means such as counseling, negotiation, and mediation. c) Be responsible for researching and developing programs for the President that improve the University of North Florida campus and affect students on a daily basis. d) Serve as the Chief Public Defender for Student Government barring a conflict of interest, and shall, upon request, provide defense counsel to any party concerning matters under the purview of Student Government; and e) Serve as a non-voting ex-officio member of the University and Student Affairs Committee. D. Executive Staff 1. Executive Staff Members shall: a) Report directly to the Chief of Staff. b) Not act outside the direct purview of their position. 2. The Project Manager shall: a) Execute assigned projects and initiatives for the Executive Branch. b) Research, develop, and execute a strategic plan of outreach to the Student Body c) Assist the Executive Staff with other projects, programs, and tasks, as needed. 3. The Press Secretary shall: a) Serve as the primary spokesperson for Student Government and the President, coordinating press releases, communications with Spinnaker, and other external relations as needed. b) Serve as the Executive Branch webmaster. c) Be the custodian for all Student Government social media accounts, excluding Executive Agencies d) Develop and implement marketing strategies to promote Student Government and its projects and initiatives. e) Assist the Executive Staff with other projects, programs, and tasks, as needed. 4. The Graphic Designer shall: a) Create original graphic designs and digital media for Executive programs and initiatives b) Assist the Executive Staff with other projects, programs, and tasks, as needed. E. Executive Agencies 6

The duties of Executive Agency members shall be prescribed in the Executive Agency Policies and Procedures as well as in each agencies internal Policies and Procedures, subject to approval by the Vice President. IV. Office Policies A. Office Space 1. The President shall be ultimately responsible for ensuring the upkeep and maintenance of all office space allocated to the Executive Branch. 2. The Vice President shall coordinate the upkeep and maintenance of space allocated to the Executive Agencies. 3. The Chief of Staff shall coordinate the upkeep and maintenance of space allocate to the Executive Staff. 4. Executive Branch members shall maintain their office space in an organized and professional manner. B. Dress Code 1. The dress code for all meetings external of Student Government, Senate Meetings, and other formal events shall be business professional attire as defined by the President. 2. The dress code for general day-to-day functions in Student Government offices shall be business casual, as defined by the President. 3. Non-compliance with the dress code may result in the individual being dismissed to change into appropriate attire, dismissed for the remainder of the workday, or other consequences as deemed necessary by Administrative Officers. 4. When wearing SG apparel, Executive Branch members are expected to adhere to maintain the highest level of professional conduct. 5. Exceptions to the Dress Code shall be at the discretion of Administrative Officers. C. Attendance 1. Regular and punctual attendance is expected of all Executive Branch members to ensure positive morale, adequate staffing, and productivity. 2. All Executive Branch members are required to clock-in and clock-out at the beginning and end of their shift, as well as for breaks over fifteen (15) minutes long. The use of the biometric finger print reader is required of all members of Student Government and will be used to verify timesheets before approval. Failure to use the finger print reader may result in time clocked not being approved, at the discretion of the Student Government Director. 3. Timesheets will be due before the end of the pay period. Administrative Officers within the Executive Branch may use reasonable discretion when setting deadlines for timesheets. D. Online Etiquette 7
8 1. As representatives of Student Government, all formal online communications shall adhere to the highest level of professional etiquette. 2. Executive Branch members are encouraged to maintain a positive and professional presence on all personal online communication platforms. V. Executive Rule of Law A. Executive Policies and Procedures 1. The President is responsible for all revisions to the Executive Policies and Procedures. 2. Revisions to the Executive Policies and Procedures may be made at any time. 3. All revisions shall be made public and any member directly affected by the revision(s) shall be issued written notice of the policy change. B. Executive Orders 1. The President may sign into law Executive Orders within the purview of the Constitution and Statutes. VI.
