Appointing Authorities and/or their designated representatives to address the Board with requests for provisional appointments. 2. Public hearing for consideration of comments and suggestions concerning the adoption of salary range 39, $1,916 $2,972 (10 steps) for the class of Heating/Air Conditioning Mechanic Trainee for Mobile County. 3. Public hearing for consideration of comments and suggestions concerning the adoption of salary range 38, $1,824 - $2,830 (10 steps) for the class of Heating/Air Conditioning Mechanic Trainee for the City of Mobile. 4. Public hearing for consideration of comments and suggestions concerning the request of the City of Mobile to amend the specification for Police Cadet as attached as to the Special Requirements. 5. Public hearing for consideration of comments and suggestions concerning the request of the Town of Creola for amendment of the salary for the class of Building Inspector I, part-time, from $50 per month plus one-half of the building permit fees to salary range 40, $11.60 per hour - $18.00 per hour (10 steps). 6. Public hearing for consideration of comments and suggestions concerning the request of the Mobile Public Library for the following reclassifications under Rule 10.18, effective at the beginning of the next pay period, June 9, 2007: Debra Zdenek, Office Assistant I, part-time, with Division 235 to Office Assistant I, full-time, with Division 235 Bridget Daniel, Office Assistant I, part-time, with Division 236 to Office Assistant I, full-time, with Division Public hearing for consideration of comments and suggestions concerning adoption of the proposed budget for the Mobile County Personnel Department for fiscal year 2007/2008 beginning October 1, Having approval of the Mobile County Commission as budgeting authority, the Director recommends approval of the request of the Probate Court of Mobile County for the creation of one (1) additional position of Office Assistant III.
2 The Director recommends approval of the request of the Mobile County Commission for the following: the creation of one (1) additional position of Park Ranger I for the River Delta Marina Department 244 the creation of one (1) additional position of Office Assistant I for the Animal Control Department 12 the creation of one (1) additional position of Animal Control Officer I for the Animal Control Department Have the Board set a date for a public hearing concerning the request of the Mobile County Commission for the following: Amendment of the specification for Principal Planner as attached and the adoption of salary range 53, $3,793 - $5,884 (10 steps) Amendment of the specification for Planner I as attached and the Adoption of salary range 46, $2,696 - $4,182 (10 steps) Amendment of the specification for Planning Technician as attached And the adoption of salary range 41, $2,112 - $3,276 (10 steps) Amendment of the specification for Planner II as attached. 11. Have the Board set a date for a public hearing concerning the request of the City of Mobile for the following: Amendment of the specification for Special Events Manager in body and title to Neighborhood and Community Services Manager as attached and amendment of the salary range from range 52, $3,612 - $5,604 (10 steps) to range 54, $3,982 - $6,178 (10 steps) Amendment of the specification for Assistant Special Events Manager in body and title to Neighborhood and Community Services Assistant Manager as attached Reclassification of one vacant position and one filled position and the incumbent from Main Street Program Coordinator to Special Events Coordinator with the Neighborhood & Community Services Department Abolishment of the specification for Main Street Manager and one (1) vacant position in the Neighborhood & Community Services Department.
3 Have the Board set a date for a public hearing concerning the request of the City of Mobile for amendment of the salary range for the following classes: Public Works Director from range 75, $11,095 Min/Max to range 76, $11,650 Min/Max Deputy Police Chief from range 64, $6,487 Min/Max to range 65, $6,811 Min/Max Police Major from range 62, $5,884 Min/Max to range 63, $6,178 Min/Max (E) Assistant Fire Service Chief from range 64, $6,487 Min/Max to range 65, $6,811 Min/Max Deputy Fire Service Chief from range 62, $5,884 Min/Max to range 63, $6,178 Min/Max. 13. The Director recommends approval of the request of the City of Mobile for the creation of one (1) additional position of Activities Specialist I for the Recreation Department. 14. Have the Board set a date for a public hearing concerning the request of the City of Saraland for the reclassification under Rule of Bernard Lumpkin, Public Service Worker I, part-time, to full-time. 15. The Director recommends approval of the request of the Mobile Area Water and Sewer System for the creation of one (1) additional position of Office Assistant I. 16. The Director recommends that the Board set a date for a public hearing to consider a proposed amendment to Rule 10.7, Certification, as follows (proposed new wording is underlined): CERTIFICATION Upon receipt of the request of the Appointing Authority, or as early as practicable thereafter, the Director shall certify to the Appointing Authority the required number of names from the appropriate re-employment or promotion list, or, if there is no such list, certification shall be made from the appropriate employment register. Eligibles shall be certified in alphabetical or ranked order, in accordance with the provisions of the law as amended by Section 15, appointments of Act No , enacted by the Legislature on April 8, That where sex is specified in the request and the Director is satisfied that there is good reason, therefore, certification shall be limited to the sex requested and where residence qualifications are prescribed, only those complying with residence qualification shall be certified. The certification shall
4 - 4 - contain the name, address, and phone number of the eligibles and any other information which will enable the Appointing Authority to communicate readily with eligibles. A certification shall remain in effect for thirty days. If the certification is not returned to the Director within thirty days, the certification shall be null and void. However, when any jurisdiction has multiple appointments of ten or more positions from a single certification, the appointing authority may request an extension for an additional 30 days. The request must be in writing stating the reasons for the request, must be received at least one week (5 working days) prior to expiration of the initial certification, and must receive approval of the Director. The decision of the Director is final. If the special certification is not returned to the Director upon the completion of the additional thirty days, the certification shall be null and void. 17. The Director recommends approval of the following requests for supplemental examinations: Christopher Odom was absent for the written examination for Firefighter on May 22 nd due to being deployed with the United States Coast Guard from May 14-May 28, Steven McEvoy will be absent for the practical portion of the promotional examination for Firefighter-Driver when it is given in June due to being deployed with the United States Coast Guard May 6-December 21, Joshua C. Smith will be unable to take the CPAT test for Firefighter that will be given in July due to being deployed with the United States Coast Guard May 6-December 21, Bradley C. Pearce was absent for the written examination for Law Enforcement Positions on May 21 st due to having received his notice of the exam date on May 17 th. Since he is on active duty with the United States Marine Corp stationed in Twentynine Palms, California, he was unable to arrange time off work and transportation with five days notice. 18. Have the Board ratify its prior approval of the request of Jacqueline McConaha, attorney for the Mobile County Sheriff's Department, for a continuance of the hearing for Leon Roberson, Jr. that had been scheduled for May 24, 2007, and reschedule the hearing. 19. The Director reports receipt of the attached request from Henry Brewster, Attorney for Lister Portis, for a continuance of the dismissal hearing for Mr. Portis currently scheduled for Tuesday, June 19 th.
5 The Director recommends that a motion be made that the following orders of the Board be spread fully upon the minutes. Carl O.
