MESSAGES PAPERS I. Memorandum of the Deputy Governor on the Nyamira County Appropriation Bill, No. 4, I. County Integrated Development Plan II. STATEMENTS Report of the Public Investment and Accounts Committee on the misuse of the official vehicle of the Governor. STATEMENTS TO BE ISSUED a. Hon. Samuel Nyachama -Chairperson Education and Youth Empowerment Regarding Youth Polytechnic i. The Status of Gisigoro Polytechnic. ii. Why the polytechnic was moved from its designated area. iii. The total funds allocated to the polytechnic to construct more workshop classes b. Hon. Dennis Kebaso - Chairperson Agriculture, Livestock and Fisheries Regarding the toxic contraband sugar i. The status and safety of contraband sugar consumed in the County ii. What the department has done to ensure the toxic contraband sugar is not consumed in the county
3 iii. The measures/plan the department has put in place to ensure the toxic contraband sugar is not distributed in our local shops. c. Hon. Alfayo Ngeresa- Chairperson, Committee on Trade, Tourism and Cooperatives Regarding the operations and management of Magwagwa Coffee Cooperative Societies that covers Bokeira, Ekerenyo and Magwagwa Wards. 1. The status of payment to farmers for the coffee delivered as from January, The reasons behind the delay in payment to farmers for the coffee delivered last year 3. The huge disparity between payment rates made by private sector dealers and the coffee cooperative societies 4. Mechanisms the department has put in place to safeguard coffee farmers against exploitation by the cooperative societies 5. The plans institute proper management of coffee cooperative societies and sustain coffee farming in the County MOTIONS AND BILLS Resumption of debate MOTION TO FORM AN AD- HOC COMMITTEE ON INCREASED WAGE BILL IN THE COUNTY Pursuant to Standing Order No. 44, I beg to move a motion: THAT, Aware that, the personnel Emoluments in the County Government of Nyamira absorbs a whopping 67% of the equitable Share against the ceiling of 35% or 49% of the total budget against the ceiling of 35%.Noting that the C.O.B Budget Implementation Review Half Year Report for 2017/2018 indicates that personnel Emoluments comprises of 80.6% of the total budget expenditure; Concerned that the PFM Act stipulates that ceilings for personnel emoluments be pegged at a maximum of 35% of the equitable revenue Share
4 AWARE THAT the implementation of the departmental budgets are over sighted by the respective sectoral committees, Further aware that, the County Officers are spread in all Departments, this mandate therefore goes beyond the responsibility of a single committee of the House and requires a multi skilled membership committee that can grasp each angle of the subject matter. DEEPLY CONCERNED that the County Executive have become used to the other Committees through the various responses that they have sought of which responses are pending a case of Public Service Committee which is Charged with the responsibility of handling matters of employment and remuneration, that was tasked on 17 th April 2018, to give a response on the Employment done by the County Government since September 2017, and a substantive response is yet to be given to this House. This mandate therefore requires a different committee with specific terms of reference. I therefore move a Motion that this House considers to form an Ad-hoc Committee to investigate and respond on the following: 1. Seek to get the findings of the Human Resource Audit conducted in the Executive by a consultant. 2. Establish the percentage of the total County budget that each department absorbs in form of salaries. 3. Establish the skills required by each department for it to achieve its mandate. 4. Find out what proportion of the skills that each department has that are not required by the same department and establish which department can utilize such skills for optimum productivity. 5. Establish whether there are employees who are willing to serve our County in other areas /Spheres not as employees. 6. Establish how to create job opportunities for the County Youth who comprise of 60% of the County Population. 7. Establish and make recommendations on how to reallocate, redistribute and readjust the County Revenue so as to reduce the 49% personal
5 emoluments to comprise 35% of the Total revenue basket as per the legal provisions. Hon.
