3 3 We, the students of Collin College, in order to provide an official and representative student organization to voice the opinions and concerns of the student body, provide opportunities for students to enhance the quality and scope of their education at Collin College, promote projects and initiatives for the benefit of the students of Collin College, and serve the community of Collin College, do hereby establish this document as the Constitution for the Student Government Association of Collin College. Article I: Name The name of this organization shall be the Collin College Student Government Association and shall hereafter be referred to as SGA. Article II: Mission and Purpose Section I Section II Article III: Membership Section I Section II The mission of the Student Government Association (SGA) is to promote goodwill, unity, and cooperation among the students, faculty, staff, and administration of Collin College. The purpose of SGA shall be: A. To serve as the voice of the Student Body; B. To serve as a channel of communication with the faculty, staff, and administration of Collin College with respect to the opinions, wishes, and needs of the students of Collin College; C. To further the cultural, social, and physical growth of the student body, and D. To recognize outstanding achievements by students and student organizations at Collin College. General membership is open to all Collin College students currently enrolled in credit courses. Members who are not enrolled at the time of the fall or spring census dates will cease to be Student Government Association (SGA) General Members. Should a student re-enroll, they will once again become a Student Government Association (SGA) member.

4 4 All members will adhere to the Collin College Student Code of Conduct. Section III Article IV: Officers Section I Section II All members of the organization agree to uphold Collin College s Core Values. We have a passion for: Learning, Service and Involvement, Creativity and Innovation, Academic Excellence, Dignity and Respect, and Integrity. The organization will not discriminate on the basis of age, color, gender, gender identity, disability status, height, marital status, national origin, political persuasion, race, religion, sexual orientation, veteran status, or weight. The officers of the Student Government Association (SGA) shall be A. President B. Vice-President C. President of Senate D. Secretary E. Treasurer F. Historian G. Public Relations Officer H. TJCSGA Region II Representative All officers must be members of Student Government Association (SGA) in good standing academically with the Dean of Students Office. Officers must have a minimum 2.75 cumulative GPA at the time of election and maintain a minimum 2.5 cumulative GPA each semester while in office. If an officer has a cumulative GPA below 2.5 while in office, the officer is allowed one probationary long semester (Fall or Spring) to raise his/her cumulative GPA to at least 2.5. The probationary long semester is allowed so long as the officer is not on academic probation or suspension. All officers must be enrolled in at least six (6) credit hours at Collin College during the Fall and Spring semesters throughout their term of office. Section III

5 5 Section IV Each officer s term will be for one academic year, or part-thereof if appointed to fill a vacancy. All newly elected and returning officers are required to attend Officer Training, Leadership Development Workshops, and other Events as determined by the primary advisor during the Summer after their election. Failure to attend these workshops may result in forfeiture of the elected position. Section V Section VI Section VII Each officer shall maintain written record of their activities in office. All records should be of sufficient detail to allow a new officer to determine the history and current status of activities and engage in moving said activities forward with minimal interruption. Records shall be relinquished to the Executive Committee at such time as the officer cannot complete his or her responsibilities due to illness or unforeseen event, resignation, removal, and end of service. Student Government Association (SGA) may provide items of office to members or officers. All items provided remain the property of Student Government Association (SGA) unless explicitly stipulated otherwise. Student Government Association (SGA) may seek replacement cost for any items not returned in a timely fashion following departure from office. Officers are expected to attend all General and Executive meetings. It is also imperative that Officers arrive to these meetings on time. Consistent tardiness or absence from meetings may be grounds for impeachment as determined by the Executive Board. Section VIII Each officer will be assigned an collin.edu account in accordance with their elected position. Login information will be provided to officers at the beginning of their term of service as defined by Article IV Section III. Upon receipt of an account, each officer will be required to sign a form agreeing to Terms and Conditions as defined by the Primary Advisor regarding use and maintenance of the account. Once assigned an account it is the officer s responsibility to routinely monitor the account and respond as necessary to s in a timely manner. Section IX

6 6 Officers are required to attend all Board of Trustees meetings except in instances where such meetings conflict with regularly scheduled SGA General or Executive meetings, or conflict with SGA travel to TJCSGA Region II or TJCSGA State meetings and activities. Section X Section XI All officers are required to maintain a minimum of four office hours each week during the long semesters, Fall and Spring. It is the responsibility of the Executive Committee to ensure that there is adequate coverage at any offices assigned to SGA in the Collin College district. All officers are required to read the Student Organization Procedures Manual (SOPM) and keep up with any and all updates to the manual as they occur. Article V: Officer Responsibilities The duties of each officer shall be as described below: Section I President The President: A. Shall serve as the primary student contact for Student Government Association (SGA) and oversee the timely preparation and submission of any informational reports requested by representatives of Collin College or by SGA regional or state offices. B. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution C. Shall preside as Chair of all General and Executive Meetings of Student Government Association (SGA) 1. The President shall prepare, in conjunction with the Secretary, meeting agendas for all General Membership and Executive Committee meetings. Agendas must be prepared and distributed via OrgSync at least 48 hours prior to the scheduled meeting. 2. The President shall not have voting privileges in the General or Executive Meetings except in cases of a tie, the President shall serve as the deciding vote in tied outcomes. 3. The President shall complete all requirements for scheduling and approval of General and Executive Meeting times and locations.

7 7 4. The President, with the approval of the Primary Advisor and/or the Student Life Office, shall have authority to call special sessions of the General Membership or Executive Committee. All special sessions must comply with the scheduling guidelines of the Student Life Office and agenda distribution requirements. No special session shall be called with less than 48 hours of prior notice. D. Shall sign monetary transactions as approved by the membership in conjunction with the Primary Advisor. E. Will recommend appointment of committee chairs to the Executive Committee as appropriate. F. Will ensure that student representatives are present at SAFAC meetings. G. Will coordinate the scheduling and content of officer training/leadership programs in conjunction with the SGA Advisors. H. In cases of vacancy within an officer position, shall be responsible for the duties of the vacant office until such time as the vacancy is filled. I. The President shall not hold the Presidency or Vice-Presidency of any other student organization at Collin College during their tenure. J. The President will be responsible for other duties as assigned by the Executive Committee, the Primary Advisor, the Collin College Administration, Region II SGA, or TJCSGA. K. In instances where the President has been invited by the Collin College administration to attend certain meetings and events. It is the President s responsibility to attend these meetings and events except in instances where attendance would be detrimental to the President s academic progress. L. In the event of the vacancy of the President s position, the Vice President shall assume the responsibilities of the President and the Executive Committee may elect to appoint a replacement Vice President for the duration of the academic year. Section II Vice- President The Vice-President A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall maintain a working knowledge of, and ensure adherence to, this constitution.

8 8 C. Shall act as Parliamentarian and ensure that Roberts Rules of Order are followed during all Student Government Association (SGA) meetings. D. Shall preside over General and Executive Meetings of Student Government Association (SGA) in the absence of the President. E. Shall represent Student Government Association (SGA) in the stead of the President when necessary. F. In the event of the vacancy of the President s position, the Vice President shall assume the responsibilities of the President and the Executive Committee may elect to appoint a replacement Vice President for the duration of the academic year. G. The Vice-President will be responsible for other duties as assigned by the President and/or the Executive Committee. Section III President of Senate The President of Senate A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall preside over Student Senate meetings. C. Shall complete all requirements for scheduling and approval of Student Senate meeting times and locations. D. Shall have authority to call special sessions of the Student Senate with the approval of the Primary Advisor and/or the Student Life Office. All special sessions must comply with the scheduling guidelines of the Student Life Office and agenda distribution requirements. No special session shall be called with less than 48 hours of prior notice. E. Shall meet with the President to discuss issues raised and actions recommended following each Student Senate meeting. F. Shall work to enhance and develop student involvement with Collin College and the college community. G. Shall maintain a working knowledge of, and ensure adherence to this Constitution. H. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section IV Secretary

9 9 The Secretary A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall oversee all record-keeping of Student Government Association (SGA) to include 1. Responsibility to record and distribute accurate minutes of all General and Executive Committee meetings. 2. Work with the President to prepare and distribute meeting agendas and relevant material for General and Executive meetings. Agendas must be prepared and distributed via OrgSync at least 48 hours prior to before the scheduled meeting. 3. Publish all meeting minutes on OrgSync within 48 hours and updating published minutes, if necessary, upon final approval at subsequent meetings. C. Shall enhance and develop student involvement with Collin College and the college community. D. Shall maintain a working knowledge of, and ensure adherence to, this Constitution. E. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section V Treasurer The Treasurer A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall maintain and oversee Student Government Association (SGA) financial accounts to include 1. Maintenance of the Agency account with the Collin College Student Life and Business Offices. 2. Receive all monies, issue receipts, and make all deposits to the Cashier s Office. 3. Ensure that all spending conforms to the requirements of Student Government Association (SGA) and Collin College regulations.

10 10 4. Process all requests for expenditures and reimbursement through the appropriate procedures and Collin College offices. 5. Work with the Advisors to complete all necessary documentation and budgetary processes for all travel by Student Government Association (SGA). 6. Make available to all relevant Executive Committee members and Collin College representatives an accurate accounting of the Student Government Association (SGA) finances upon request. 7. Complete all incoming and outgoing transactions in a timely fashion, not to exceed one week from initiation of the transaction. Extended transaction shall require approval of the President and the Primary Advisor. 8. Provide a physical monetary report to the Secretary, and an oral summary of transactions to the General Membership at the first meeting after a statement is received from the Student Life offices. C. Shall enhance and develop student involvement with Collin College and the college community. D. Shall maintain a working knowledge of, and ensure adherence to, this Constitution. E. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section VI Historian The Historian A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall maintain and update the Student Government Association (SGA) scrapbook. C. Shall take pictures at all Student Government Association (SGA) events and meetings, or delegate this task to someone in their absence. D. Shall enhance and develop student involvement with Collin College and the college community. E. Shall maintain a working knowledge of, and ensure adherence to, this Constitution.

11 11 F. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section VII Public Relations Officer The Public Relations Officer A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall maintain and update the Student Government Association (SGA) OrgSync Portal, bulletin boards, social media, and all other approved outreach media. C. Shall, in conjunction with the President, attend to all correspondence and forms in accordance with existing college student policies. D. Shall enhance and develop student involvement with Collin College and the college community. E. Shall maintain a working knowledge of, and ensure adherence to, this Constitution. F. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section VIII TJCSGA Region II Representative The TJCSGA Region II Representative

12 12 A. Shall abide by, enforce, and uphold the Student Government Association (SGA) Constitution. B. Shall serve as a liaison between the Region II Texas Junior College Student Government Association (Region II TJCSGA) and the Collin College Student Government Association. C. Shall create and submit event requests as needed for Region II events when hosted by Collin College. D. Ensure that where TJCSGA guidelines, regulations, or policies differ from that of Collin College that Collin College guidelines, regulations, and policies take precedence. E. Shall enhance and develop student involvement with Collin College and the college community. F. Shall maintain a working knowledge of, and ensure adherence to, this Constitution. G. Shall be responsible for other duties as assigned by the President and/or the Executive Committee. Section IX Regional and State Offices A. As Regional and State Officership is held by Student Government Association (SGA) and Collin College as a whole, the Executive Committee, Primary Advisor, and appropriate Collin College Administrator(s) shall approve of any Regional or State officer candidacy. 1. A vote of three-fourths majority of all Officer and Advisors shall constitute a decision to seek regional or state office. 2. The Executive Committee shall vet potential nominees for Regional and State offices, who shall be selected through plurality vote prior to running for regional office (pending Primary Advisor and Collin College Administrative approval). 3. Regional and State representatives may be removed and replaced, if necessary, in keeping with the terms of this Constitution regarding removal of officers. B. Regional and State Representatives shall be considered non-voting members of the Executive Committee, and update the Executive Committee on the relevant activities of Texas Junior College Student Government Association (TJCSGA).

13 13 C. Collin College Administration reserves the right to compel Student Government Association (SGA) to surrender any Region or State seats at any time. Article VI Election of Officers Section I The Primary Advisor shall be responsible for all SGA Officer Elections. At the beginning of each Spring semester, the Primary Advisor will determine an election date, which shall be at least seven (7) days, but no more than fourteen (14) days, prior to the Student Government Association (SGA) State Convention. B. Nominations for all positions will open at twenty-eight (28) days prior to the election date. C. Nominations for all positions will close fourteen (14) days prior to the election date. D. Adjustments to the nomination period may be made by the Primary Advisor in instances of conflict with scheduled Collin College holidays. E. Applicants for all positions must complete the approved nomination form, as determined by the Primary Advisor, and meet all requirements as established by the Primary Advisor and outlined in Article IV, Section II of this Constitution. F. Applicants for officer elections must either a Have previously served or currently be serving as an officer of SGA b Have previously served or currently be serving as a senator of SGA c Been a member who has provided considerable service to SGA as determined by the current Executive Committee and Primary Advisor. G. Applicants are only allowed to run for one officer position per election cycle. H. All eligible students shall be entitled to one vote in a format determined by the Primary Advisor. I. Voting will be done by secret ballot in a format determined by the Primary Advisor.

14 14 J. The Primary Advisor will keep the voting roll on record for at least six months following the election. K. Candidates with the largest number of votes for their position at the close of the election will be elected. L. The Primary Advisor may appoint a deputy returning officer to assist in the conduct of the election. The names of each deputy returning officer will be recorded and kept on file by the Primary Advisor. M. After the election results have been counted, the Primary Advisor shall declare the successful candidates elected, and will notify all candidates of the election results, as well as publicizing these results via OrgSync. N. In the case of a tie, a run-off election will be held within fourteen (14) days of the election date. Section II Section III Newly elected officers will be sworn in during the last meeting of the Spring semester and their term will begin. In the event that a challenge is made to the eligibility of a nominee or the election process Article VII Removal of Officers Section I A. A formal complaint outlining the reasoning of the dispute must be made to the Primary Advisor before the results of the election are announced. The Primary Advisor will acknowledge the complaint and investigate the reasons the complaint was made. The Primary Advisor has the authority to refer any complaint to the Dean of Students Office to determine a resolution to the complaint. B. A complaint that finds a student has interfered with or attempted to influence the results of an election must be referred to the Dean of Students Office for action under the Student Code of Conduct. C. A complaint that finds a faculty or staff member has interfered with or attempted to influence the results of the election must be referred to the Vice President of Student Development for referral to the Human Resources Department. An officer may be removed for failure to adhere to their duties as stipulated in these Bylaws, to behave in accordance with Student Government Association

15 15 Section II Section III (SGA) or the Collin College Codes of Conduct, or to remain a member in good standing. Any SGA Elected member may call for a vote of no confidence for any officer, elected member, senator, or committee chairperson. The process for a vote of no confidence and removal of an officer is as follows. A. Once a motion of no confidence has been made the Executive Committee will call for a hearing before the Executive Committee and provide at least seven (7) days notice of the hearing to the officer, elected member, senator, or committee chairperson in question. B. The officer, elected member, senator, or committee chairperson in question must be given an opportunity to answer any and all charges in front of the Executive Committee before any action may be taken. C. If the officer, elected member, senator, or committee chairperson in question refuses to attend the hearing they forfeit their opportunity to respond to any and all charges before the Executive Committee. D. A vote, by secret ballot, of the membership will be held at the hearing. E. An officer, elected member, senator, or committee chairperson may be removed from office by a two-thirds majority vote of the SGA Executive Committee. An impeached officer, elected member, senator, or committee chairperson is still considered an SGA general member. The individual may run for an officer position during future elections so long as they meet the requirements set forth in this Constitution. Article VIII Officer Vacancies Section I Section II In the event that the President is unable to fulfill their duties due to illness, absence, disqualification, resignation, or removal from office the Vice-President shall automatically become the President. The office of Vice-President shall be considered vacant. For all other vacancies that shall occur, the President assumes the responsibilities of the vacant office until such time that the vacancy if filled by appointment made by the remaining officer of the Executive Committee.

16 16 Section III To fill by appointment in case of a vacancy, a nomination must be made by a member of the Executive Committee and a two-thirds vote of officers will be required to ratify the appointment. Article IX Student Senate Section I Guidelines of Senators A. Each senator s term will be for one Academic Year as defined by Article IV Section III of this Constitution, or part-thereof if appointed to fill a vacancy. B. Senators must have a minimum 2.75 cumulative GPA at time of election and maintain a minimum 2.5 cumulative GPA each semester while in office. If a senator has a cumulative GPA below 2.5 while in office, the individual is allowed one probationary long semester (Fall or Spring) to raise their cumulative GPA to at least 2.5. The probationary long semester is allowed as long as the senator is not on academic probation or suspension. C. All senators must be enrolled in at least six (6) credit hours during Fall and Spring at Collin College throughout their term of office. Section II Duties of Senators A. To represent and communicate with their student body constituents; B. To participate in at least one senate standing as determined by the Executive Committee and/or the President of Senate; C. To meet regularly with Campus Chair, if appropriate; and D. To identify and bring issues to the President of Senate who will in turn bring said issues to the General and Executive meetings for discussion, consideration, and/or action. Section III Appointment of Senators A. The Executive Committee will design a Senator application and establish and application period. Prospective Senators will submit their applications to the Executive Committee who will then determine Senate appointments for each campus. B. Campus Senators will be selected based on the campus they attend as their primary campus. C. Each campus is allowed a maximum total of five (5) Senators.

17 17 D. Senate applications for those that are not appointed to a Senate seat will be kept on file and the Executive Committee may refer to the applications to fill any future Senate vacancies. Section IV Campus Senate Chair A. After the appointment of senators for each campus, the Executive Committee will appoint the Campus Senate Chair of each campus. B. The role of the Campus Senate Chair will be to convene monthly meetings of the campus senators to review issues currently affecting the students at that campus. C. Each campus chair shall schedule a meeting with the Vice President/Provost of their campus at least once a semester. D. The Campus Senate Chair will report to the President of Senate. Section V Removal of a Senator A. A Senator may be removed in accordance with Article VII, Section II of this Constitution. B. A Senator who is absent for more than two Senate Meetings per semester shall automatically forfeit their office. The Executive Committee may override this automatic forfeiture or select a new Senator to fill the vacant position at their earliest convenience. C. An impeached Senator is still considered a general member of SGA. Section VI Senate Vacancies A. All Senate vacancies shall be filled by the Executive Committee. B. The appointment of a Senator to fill a vacancy will be announced to the General Membership as soon as possible. C. If at any time the number of active senators on a campus is below five (5) senators, applications for senators on that campus will reopen regardless of application deadline and will close when the number of active senators on that campus reaches five. D. The Executive Committee may continue to accept applications and appoint Senators for each campus past the application deadline so long as the maximum number of Senators per campus has not been reached. Section VII Clerk of Senate The Senate shall have the authority to appoint a Senate Clerk, who shall have the following responsibilities:

18 18 1. to manage and record the Senate Roll; 2. to record the minutes of the Senate meetings; 3. to notify the President of Senate of Senators absences and maintain a list of absences to ensure senators are complying with the rules of the Senate; 4. to notify the SGA Secretary of any changes to the membership of the Student Senate; and 5. all other duties as directed by the Senate. Article X Committees/Working Groups Section I Executive Committee A. The SGA Executive Committee shall be comprised of the 1. President 2. Vice-President 3. President of Senate 4. Secretary 5. Treasurer 6. Historian 7. Public Relations Officer 8. TJCSGA Region II Representative 9. Primary Advisor (ex officio) B. The authority, power, and responsibilities of the Executive Committee include, but are not limited to, all functions of the SGA General Meeting under this Constitution. Section II Additional Committees A. The Executive Committee may establish subcommittees and/or working groups at their discretion. B. The SGA President will be an ex-officio member of all Committees. C. The SGA President will appoint the chairperson of each special Committee or working group.

19 19 Section III Appointed Student Representatives From time to time, the need for student representatives for various committees, organizations, or task forces may arise. The President may appoint representatives to these committees, after seeking interest from the student body. Section IV Student Activities Fee Advisory Committee (SAFAC) Article XI Meetings A. There will be five (5) student representatives appointed to SAFAC by the Executive Committee. The Executive Committee may also appoint Alternative Student Representatives to the committee. Alternates may only vote if they are officially designated to sit in for an absent representative. B. The students will represent the various Collin campuses as follows: 1. Central Park Campus- 1 student representative; 2. Preston Ridge Campus- 1 student representative; 3. Spring Creek Campus- 2 student representatives; 4. At-Large student- 1 student representative. C. The student representatives shall be appointed by the Executive Committee for the following terms: 1. Three (3) student representatives will be appointed to two (2) year terms, and 2. Two (2) student representatives will be appointed to one (1) year terms. D. Student representatives must remain enrolled for a minimum of six (6) credit hours during Fall and Spring semesters and must remain in good academic standing. A student member who withdraws from Collin College, or is no longer eligible, will be automatically removed from this committee by the SAFAC Chair. E. Student Representatives will attend all SAFAC meetings and report to the SGA President when required. If unable to attend a meeting, notice must be given to the SAFAC chair no later than the Wednesday prior to the scheduled meeting. Section I General Meetings A. The General Meetings of the membership of SGA is to be held on the second Tuesday and the fourth Monday of each month from 6:00 PM 8:00PM

20 20 during the Fall and Spring semesters. Summer meetings will be scheduled as needed or desired by the Executive Committee. B. All General Meetings will be held at the Collin Higher Education Center (CHEC) with the exact room location to be determined each semester. C. General Meetings are open to the public. D. Any number of members, including officers, totaling three or more shall constitute a quorum of the General Membership. E. Each member of SGA is entitled to one vote on items called to the floor during a General Meeting. The President may only vote in the case of a tie. F. The Primary Advisor, or an appointed designee, must be present for any General Meeting business to take place. Section II Executive Meetings A. The Executive Committee meetings are to be held on the first and third Tuesday of each month from 6:00 PM 8:00 PM during the Fall and Spring semesters B. Executive Committee Meetings are considered closed meetings unless the Executive Committee stipulates otherwise. C. The Executive Committee may conduct business in closed session for the following issues: 1. Filling officer, senate, and other vacancies 2. Impeachment proceedings 3. Any discussion deemed inappropriate to be discussed in a public forum. D. The Quorum of the Executive Committee shall be at least 51% of all filled positions. E. Each Executive Officer is entitled to one vote, which shall be counted equally (including the President). Officers are ineligible to vote until they have completed Officer Training as prescribed by the Primary Advisor and the office of Student Engagement. F. Executive Meeting votes that result in a tie will be deemed to have failed. G. The President may hold electronic voting via when a physical meeting may not be possible. Voting records on these votes will then be incorporated into the minutes of the next meeting. If an officer has not replied to a call for

21 21 an electronic vote within forty-eight (48) hours, their vote will be counted as abstaining. H. Proxy votes shall be accepted in letter form, signed and sealed by the officer and delivered before the meeting is called to order. I. The Primary Advisor, or an appointed designee, must be present for any Executive Meeting business to take place. Section III Senate Meetings A. The Senate shall meet at least once monthly during the Fall and Spring Semesters, with the exception of December and January. B. The quorum of the Senate shall be at least 51% of all filled Senate positions. C. Each Senator is entitled to one vote, which shall be counted equally. The President of Senate will only cast a vote in the event of a tie. D. All Senate meetings are open to the public except in instances where the nature of the discussion would be inappropriate to be discussed in a public forum. E. The Senate shall meet before every general meeting. The meeting times are as follows: 3:00-3:30 (Closed) Senate Meeting: This meeting will involve everyone in the Senate, the President, the Primary Advisor, and the President of Senate, and will mostly discuss the past month of office hours so be prepared with ideas and discussion points for the meeting. 3:45-4:45 (Open) Senate Meeting; Open to the public meeting, officers welcome to attend as well. 5:00-5: Senate Chair Meeting: This meeting will only include the Senate Chair for each campus, Primary advisor, President, And President of Senate. Section IV Special Meetings Special Meetings of either the General Membership or Executive Committee may be called by the President as needed and/or at the request of the Advisor(s) or Collin College officials. Special meetings must adhere to all rules of Collin College and this Constitution. Section V Committee and Sub-Committee Meetings Meetings of any Committee or Sub-Committee may be called by the President, overseeing officer, or committee chairperson, in accordance with Student Engagement policies and this Constitution. Section VI Rules for all Meetings A. All meetings shall be governed according to the Revised Robert s Rules of Order.

22 22 B. All meetings shall have an agenda distributed and a record of the minutes taken. C. Agendas are to be posted to OrgSync at least 48 hours before the designated meeting. Minutes should be posted to OrgSync within 48 hours following the designated meeting. D. All meetings shall be approved through the Student Life office and conducted in keeping with the requirements of Collin College. E. Notice of all meetings shall be published through OrgSync. Article XII Finances Section I Agency Account Student Government Association (SGA) shall be required to deposit all monies through the Bursar Office within one (1) business day of a sale. All expenditures should be presented for approval to either the Executive Board or General Members. Minutes should reflect the voting results. Section II Other Accounts Money provided directly by Collin College shall be held in a separate account and used solely for purposes approved by Collin College and/or the Executive Committee. Section III Expenditures All expenditures: A. should be presented for approval to either the Executive Board or General Members. Minutes should reflect the voting results. B. Must be approved by the Executive Committee and must be related to activities that further the mission and purpose of SGA. C. Must receive authorized signatures from the Treasurer or President and the Primary Advisor. These signatures are required for each withdrawal of funds. Section IV Inactivity Any funds remaining in the SGA account after the organization has been declared inactive shall be dispersed to any similar student organization existing at the time, or if no similar student organization exists, the funds will be provided to the Collin College Foundation for inclusion in the student scholarship program. If Collin College or the Offices of Student Engagement make any changes to the financial process of student organizations, the new changes automatically

23 23 and immediately go into place and supersede anything written is this Constitution. Article XIII Travel Section I Requirements to Travel Article XIV Advisors A. All members in good standing are eligible to travel with Student Government Association (SGA) B. All attendees must adhere to all relevant Collin College, Dean of Students, and Student Life Offices, as well as all Local, Regional, and State Texas Junior College Student Government Association Requirements and guidelines regarding travel. This includes the proper completion and timely submission of all paperwork. C. If Collin College or the Offices of Student Engagement make any changes to the travel process of student organizations, the new changes automatically and immediately go into place and supersede anything written is this Constitution. Section I Purpose of Advisors Advisors are to provide guidance and mentoring to the Executive Committee, a Primary Advisor shall be appointed by Collin College administration. The Primary Advisor must be full-time Faculty or Staff at Collin College. The Secondary Advisor(s), may be full-time or part-time Faculty or Staff at Collin College. All Advisor roles are dependent on Collin College administrative approval. Section II Primary Advisor The Primary Advisor A. Shall be a member of the Executive Committee in an ex-officio role. B. Shall sign all monetary transactions as approved by the Executive Committee C. Shall, in conjunction with the President, develop and coordinate all training and leadership programs for officers and senators. D. Shall advise the Executive Committee and Senate on Collin College policies and guidelines, as they relate to the activities of SGA E. Shall reserve the right to veto any Executive Committee action that is not in compliance or not in the best interests of the Student Government Association (SGA) or Collin College standards and procedures.

24 24 F. Shall attend all meetings of the SGA. If the Primary Advisor is unavailable, then they may delegate a Secondary Advisor to represent the Primary Advisor as any meeting. G. In the absence of the Primary Advisor, the Secondary Advisor(s) will be responsible for fulfilling the responsibilities of the Primary Advisor. Section III Removal of an Advisor Article XV Amendments With a two-thirds vote of the Executive Committee, a petition may be submitted to the Dean of Students Office requesting the removal of an Advisor. Collin College administration will consider the petition and make the final decision regarding removal of an Advisor. Section I Process A. All revisions or amendment proposals must be made to the Executive Committee or to the Senate. B. Upon review by the Executive Committee all proposed revisions or amendments to the Constitution will be presented to the general membership. C. Upon approval, the newly revised or amended Constitution will be submitted to Collin College for final approval. Rejection by Collin College will revert the Constitution to the previously approved form. Section II Review The Student Government Association (SGA) Constitution shall be reviewed by the Executive Committee, or their chosen representatives, at a minimum of every two years. Article XVI Interpretation of the Constitution Should the interpretation of this Constitution be in dispute, a two-thirds majority opinion of the quorum will hold. Should at any time a portion of this Constitution s guidelines, regulations, or policies differ from those of Collin College, the guidelines, regulations, and policies of Collin College shall take precedence. Article XV Dissolution Student Government Association (SGA) will dissolve after a period of inactivity as defined as two consecutive academic years during which SGA fails to register with the Office of Student Life.
