Prayers Tuesday, 13 December Petitions The presentation of three petitions was announced (see Schedule for petitions presented). 2 Papers Twenty-one papers were announced as published under the authority of the House. The Speaker presented one further paper (see Schedule for papers published under the authority of the House and papers presented). 3 Select committee reports The presentation of seven reports was announced. The following bills were set down for second reading: Telecommunications (Property Access and Other Matters) Amendment Bill Trade (Anti-dumping and Countervailing Duties) Amendment Bill. The report on the Complaint about the Shipping (Charges) Amendment Regulations 2013 (SR 2013/155) and the Marine Safety Charges Amendment Regulations 2013 (SR 2013/153) was set down for consideration (see Schedule for select committee reports). 4 Oral questions Twelve questions to Ministers were answered. 5 Government orders of the day Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill Hon Anne Tolley moved, and the question was proposed, That the Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill be now read a first time. On the question, That the bill be now read a first time, the votes were recorded as follows: Ayes 61 New Zealand National 59; ACT New Zealand 1; United Future 1 Noes 59 New Zealand Labour 31; Green Party 14; New Zealand First 12; Māori Party 2 Motion agreed to. The Children, Young Persons, and Their Families (Oranga Tamariki) Legislation Bill was read a first time and stood referred to a select committee.
4 Tuesday, 13 December On the question, That the Social Services Committee consider the bill, the votes were recorded as follows: Ayes 75 New Zealand National 59; New Zealand First 12; Māori Party 2; ACT New Zealand 1; United Future 1 Noes 45 New Zealand Labour 31; Green Party 14 Resolved, That the Social Services Committee consider the bill. Point England Development Enabling Bill Hon Dr Nick Smith moved, and the question was proposed, That the Point England Development Enabling Bill be now read a first time. The debate was interrupted. 6 Valedictory statement David Shearer made a valedictory statement. 7 Government orders of the day continued Point England Development Enabling Bill The House resumed the interrupted debate on the question, That the Point England Development Enabling Bill be now read a first time. The Point England Development Enabling Bill was read a first time and stood referred to a select committee. Resolved, That the Local Government and Environment Committee consider the bill. Resolved, That the committee report finally to the House on or before 28 April 2017 (Hon Dr Nick Smith). Te Ture Whenua Māori Bill Hon Te Ururoa Flavell moved, and the question was proposed, That Te Ture Whenua Māori Bill be now read a second time. On the question, That the bill be now read a second time, the votes were recorded as follows: Ayes 63 New Zealand National 59; Māori Party 2; ACT New Zealand 1; United Future 1 Noes 57 New Zealand Labour 31; Green Party 14; New Zealand First 12 Motion agreed to. Te Ture Whenua Māori Bill was read a second time and set down for committee stage next sitting day. Taxation (Business Tax, Exchange of Information, and Remedial Matters) Bill Hon Michael Woodhouse moved, and the question was proposed, That the Taxation (Business Tax, Exchange of Information, and Remedial Matters) Bill be now read a second time.

Prayers 1 Member s motion Wednesday, 14 December 2016 Syrian crisis Aleppo Resolved, That this House express deep concern with the situation in Aleppo and call on all parties to cease hostilities immediately to ensure the protection of civilians and prevent what is already a major humanitarian disaster from getting worse, and call on the United Nations Security Council to put aside political differences, demand an end to all attacks, and immediately move to provide assistance to the thousands of Syrian people who are caught up in the fighting to stop the brutal and indiscriminate slaughter of civilians (Andrew Little). 2 Petitions The presentation of one petition was announced (see Schedule for petitions presented). 3 Papers Two papers were announced as published under the authority of the House. The Speaker presented one further paper (see Schedule for papers published under the authority of the House and papers presented). 4 Select committee reports The presentation of two reports was announced. The Contract and Commercial Law Bill was set down for second reading. The report on the Report of the Attorney-General under the New Zealand Bill of Rights Act 1990 on the Land Transfer (Foreign Ownership of Land Register) Amendment Bill was set down for consideration (see Schedule for select committee reports). 5 Oral questions Twelve questions to Ministers were answered. 6 Government orders of the day Subordinate Legislation Confirmation Bill (No 2) The Subordinate Legislation Confirmation Bill (No 2) was read a second time and set down for third reading forthwith. The Subordinate Legislation Confirmation Bill (No 2) was read a third time.
7 674 Wednesday, 14 December 2016 Statutes Amendment Bill The Speaker declared the House in committee for consideration of Supplementary Order Paper No 257 on the Statutes Amendment Bill. (In the committee) Part 6A read. The following amendment was put: Amendment set out on Supplementary Order Paper No 257 (Hon Simon Bridges). Resolved, That the amendment be agreed to. Resolved, That Part 6A, as amended, stand part. The Chairperson announced that the bill would be reported with amendment. Reporting of bill The Speaker resumed the Chair, and the Chairperson reported the Statutes Amendment Bill with amendment. The report was adopted and the bill set down for third reading forthwith. Statutes Amendment Bill The Statutes Amendment Bill was read a third time.
