Reduction in campus accommodation fees for Halls, Residences and University Town Residential Colleges 3. Reduction in holiday accommodation rates for Halls, Residences and University Town Residential Colleges

4 Campus Accommodation Fees Campus Accommodation Fees Implementations by NUS Administrations 1. A discount scheme to be provided by the Office of Housing Services (OHS) for the December vacation, which will take effect from AY2012/2013 or AY2013/2014 for residents of the six Halls of Residence, Tembusu College, Cinnamon College as well as the campus residences 2. University has agreed to cease charging NUS student groups (including all NUSSU Constituent Clubs) at the prevailing conference rates that was implemented in November 2011 (S$19 per day for single rooms + S$2 per day for linens) but to implement the rates as of AY2010/2011 ($15 per day for single rooms without charges for linens) instead. 3. Bulk discount framework to be implemented from AY2012/2013 for NUS student groups organizing social and orientation camps on campus

72 Proposed Motions Proposed Motions 1. The Council shall review current NUSSU Constitution 2. The Council adopt the Proposed NUSSU Constitution and its Regulations with no less than two-thirds approval of all Voting Council Representatives and replace the current NUSSU Constitution henceforth

Under Article 3.5 of the Proposed Constitution, each Associate Body listed under Article 2.6 shall be allowed to have 1 Associate Representative on the Council and that Associate Representative shall be the President of the Management Committee of that Associate Body. a. If approved, the list of Associate Bodies shall be: Angsana and Tembusu College Student Committees Eusoff Hall, Kent Ridge Hall, King Edward VIII Hall, Raffles Hall, Sheares Hall and Temasek Hall Junior Common Room Committees

The Honorary General Secretary of the Executive Committee shall be renamed as the General Secretary. 6. The Honorary Assistant Secretary of the Executive Committee shall be renamed as the Assistant Secretary. 7. The Honorary Financial Secretary of the Executive Committee shall be renamed as the Financial Secretary.

Annual and Extraordinary General Meetings from 5% of total Union membership or 200 Union members, whichever is lower, to 2.5% of total Union membership or 100 Union members, whichever is lower. b. Emergency General Meetings from 10% of total Union membership or 400 Union members, whichever is lower, to 5% of total Union membership or 200 Union members, whichever is lower.

76 Proposed Motions Proposed Motions 9. There shall be an Adjudication Committee in the Union which shall adjudicate on disputes a. If the above measure is approved, the President of the Law Club, or any person he assigns, shall be a member of the Adjudication Committee. b. If the above measure is approved, all Constituent Clubs shall allow the Adjudication Committee to hear disputes between any Constituent Club and its member(s).

79 Post-Council Approval Post-Council Approval Procedures Upon adoption of the Proposed NUSSU Constitution and its Regulations ( New Constitution ): The New Constitution will take effect upon the end of this Council Meeting. The New Constitution will be the guiding legal document of the Union, notwithstanding that the University has not given its approval to the New Constitution. Nothing done by the Union shall be ultra vires, provided that it is done intra vires the New Constitution.

82 Proposed Motions Proposed Amendment to section 9(b), NUS Regulation 9 That the Council shall recommend to the University administration in amending clause 9(b) of NUS Regulation 9 from: The number of Executive Committee members to be elected shall be determined in accordance with the size of the membership of each body, the ratio being one Executive Committee member to be elected from a constituent body with up to one thousand members and two Executive Committee members from a constituent body with more than one thousand members. to The number of Executive Committee members to be elected from a constituent body shall be no more than two.

83 Proposed Amendment Proposed Amendment to section 9(b), NUS Regulation 9 Rationale To give flexibility to Constituent Clubs in deciding how many Exco Reps to represent them ( no more than two ) Removes the arbitrary yardstick that determines how many Exco Reps each Constituent Club can send Currently, only 3 Constituent Clubs fall below the 1000-member limit. Also, difficulty in determining membership base for nonfaculty Constituent Clubs (e.g. all students = members or only active members = members?) makes such a criteria tenuous Similar to US Congress (Senate each state has 2; House of Reps determined by population) Exco Reps shouldn t reflect population?
