Call to Order and Roll Call Commissioner Cureton called the meeting to order at 4:30pm. All was present. Quorum was met. 2. Approval of Agenda (Action Item) There was no public comment. Commissioner Vigil motioned to approve of the March 13 th agenda, seconded by Commissioner Hoogerhyde. The motion passes by a vote of acclamation. 3. Approval of Minutes (Action Item) a. February 27th, 2019 Document A There was no public comment. Commissioner Quick mentioned that they need to approve of January 31 st minutes. Commissioner Hoogerhyde motioned to approve of the February 27 th minutes, seconded by Commissioner Vigil. Motion passes by a vote of acclamation. 4. Public Comment on Items not on Agenda (Discussion Only) There was no public comment. 5. Business (All Items to Follow Discussion and Possible Action) a. Reminder of Roles i. Commissioner Hoogerhyde will be time keeper and Commissioner Vigil will be the scribe. b. Updates on Commission Outreach and Communications i. Commissioners Hoogerhyde and Obermeyer reported back on the internal social that is being planned, will be working on outreaching for YAD once materials come, and look forward to applications for the new cohort. 4

5 c. Review Youth-Related Board of Supervisors Legislation i. Commissioner Quick reported on the legislative slow down and there is no youth-related legislation at the moment. d. DCYF - YAD Follow Up i. Commissioners renamed the panels for Youth Advocacy Day. Panel 1: Know Justice, Know Peace (youth sentencing, alternatives to detention, re-entry, restorative justice), Panel 2:Community Safety(youth arrests, community policing, mandatory training, pedestrian & rights training), Panel 3: Green & Clean (environmental education, access to public spaces, vision zero), Panel 4: Youth in Action (youth action iin nation, youth rights/activism, DACA, Vote16), Panel 5: Whose Home? (gentrification, TAY housing/homelessness, cultural engagement, TAY navigation center, mental health/substance abuse support and treatment), and Panel 6: Equitable Education and Employment (free City College, AA achievement, STEM and community care careers, trades school, ethnic studies, and Opportunities for all) e. Executive Committee Reports to Committees i. No action taken. 6. Approve Draft Agenda for March 4th, 2019 Full YC Meeting a. Youth MOJO: Our Healing and Our Hands b. College for All There was no public comment. Commissioner Vigil motioned to approve of the agenda, seconded by Commissioner Quick. Motion passes by a vote of acclamation. 7. Staff Report a. Next Meetings: March 27 th and April 10 th i. Commissioner Obermeyer will be out on March 27 th and Commissioner Hoogerhyde will get back to us. b. Weekly Internal Highlights i. Highlights to be included will be to Commissioner Ty for advocating for TAY housing and navigation center at the Mayor s Townhall as well as Transformative Justice Committee for the Youth-Police Roundtable. 8. Call to Order and Roll Call Meeting was called to order at 4:31pm. Commissioner Andam was absent. Quorum was met. 2. Approval of Agenda (Action Item) There was no public comment. Commissioner Quick motioned to approve of agenda seconded by Commissioner Obermeyer. The motion passed unanimously. 3. Approval of Minutes (Action Item) A. January 16 th, 2019 Document A There was no public comment. Motion by Commissioner Obermeyer, seconded by Commissioner Hoogerhyde. Motion passes unamimously. 4. Updates on Commission Outreach and Communications Presenters: Grace Hoogerhyde & Charley Obermeyer, Outreach & Communications Officers (1) Communications Team: They will continue to introduce Youth Commission profiles on Mondays and Wednesdays. 6

7 C. Review Youth-Related Board of Supervisors i) Legislative Affairs Officer: there has not been interesting legislation specifically related to youth. However, we should note that there will be an ERAF hearing next Wednesday on February 6 th, 2019 at the Budget and Finance Committee. In addition, the Youth Commission will present their omnibus resolution to the Budget and Finance Committee next Wednesday, Feb 13 th. D. Approve Draft Agenda for February 4th, 2019 Full YC Meeting i) Public Charge Resolution Past the deadline and it would be more relevant to focus on what is going on currently. ii) Bylaw Amendment: Attendance Commissioner Vigil wants to allow 6 absences in committees instead of 3. Commissioners are noticing that committees are in need because certain Commissioners are missing more often than others. Commissioner Hoogerhyde disagrees that the committee absences should be counted as less important than full youth commission meetings. We also cannot look at retreats as the drop off absences. Commissioners all comment that Transformative Justice is the committee of the year due to its outstanding attendance record. Commissioner Obermeyer: enforcing Youth Commission committee attendance is important and would like to clarify that we are not going to approve any more absences moving forward. There does not need to be any retroactive action. Would like to add technical amendments: resignation of, instead of and of absences in the language. Commissioner Vigil wants to extend 15 minute grace period for Commissioners. Add line that missing 3 meetings at the committee level will affect your participation on the Full Youth Commission. Commissioner Hoogerhyde adds that there should be an exception when a member of the executive committee (EC) is asked to resign due to absences that the Full Youth Commission should have the power to vote in a new member of EC to carry out the duties for the remainder of the term. iii) Letter of Support: Expansion of Miranda Rights to youth 17 and under This has been submitted to the Clerk s office directly since the full youth commission has already supported this policy.. There was no public comment. Motion to approve by Commissioner Hoogerhyde, seconded by Commissioner Quick. Motion passes unanimously. 6. Staff Report The full youth commission meeting is upcoming on the 4 th of February and the next one will be on February 19 th, a Tuesday. Reminder to schedule one-on-ones. Staff will share an executive committee google calendar 7. Adjournment the meeting is adjourned at 5:15 PM. 7
