1 European Parliament Committee on Regional Development REGI_PV(2017)1009_1 MINUTES Meeting of 9 October 2017, , and 10 October 2017, BRUSSELS The meeting opened at on Monday, 9 October 2017, with Iskra Mihaylova (Chair) presiding. 1. Adoption of agenda REGI_OJ (2017)1009_1 The agenda was adopted in the form shown in these minutes. 2. Approval of minutes of meetings of 7 September 2017 PE v01-00 The minutes were approved. 3. Chair s announcements (i) STOA workshop, 16 October STOA - the Parliament s Science and Technology Options Assessment service - would organise a workshop by the title New technologies and Regional Policy: Towards the next Cohesion Policy framework on Monday 16 October 2017, based on topic proposals that the REGI committee submitted to STOA in (ii) Delegation to Rumania, September. The Committee had sent a delegation of Members to Cluj-Napoca, the second city of Rumania: a written report would be circulated later. (iii) Meetings of committee chairs with commissioners, 26 September and 3 October Following the State of the Union address and Mr Juncker s letter of intent in mid- September, the committee chairs had held a series of meetings with their counterparts PV\ docx PE v02-00 United in diversity

2 in the European Commission: the meetings were organised in clusters of related policy areas and the idea had been to identify some essential elements of the forthcoming Commission Work Programme for 2018 (scheduled for adoption on 24 October). The meetings had been held in seven clusters on 26 September and 3 October: a concluding plenary session was held on 3 October, jointly chaired by Ms Wikström (for the CCC) and Vice-President Timmermans (for the Commission). The Chair had emphasised that investments in Europe s future through cohesion policy instruments continued to offer very good value for money and represented real European added value, especially when linked to the European Semester process and structural reforms. She also underlined that investments in infrastructure projects remained valuable (in addition to investments in human capital and administrative capacity-building). Grants and financial instruments were complementary means - not exclusive alternatives - for financing investment. Two big messages had emerged from the discussions: - that proposals for the next generation of programmes must be presented by spring/early summer next year, so that the EP can work on them before the 2019 elections; - the importance of maximising synergies between different instruments, e.g. between ESIF spending and Horizon 2020 investments. 4. Joint meeting with the European Committee of the Regions, Commission for Territorial Cohesion Policy, on "The state of play of Cohesion in the EU: conclusions to be drawn from the 7th Cohesion Report" (separate agenda) The Co-chairs welcomed the participants and introduced the topic for discussion. Commissioner Corina Creţu presented the main findings of the 7th Report on Economic, Social and Territorial Cohesion. The presentations were followed by a discussion with REGI and COTER members. Approval of Coordinators' decisions The Committee approved the decisions taken by the REGI coordinators in the course of their meeting the day before, on 9 October 2017, namely that: 1. Points table updated The coordinators took note of the current state of the points table. 2. Referrals Non-legislative reports Coordinators took note that, under the relevant provisions in the Rules of Procedure, during the second half of the parliamentary term, committees may draw up no more than three INI reports in parallel. Coordinators decided in principle that the Committee will seek authorisation to draw up an INI report based on the Seventh Cohesion Report (EPP, 5 points). 1. Communication from the Commission to the Council and the European Parliament on Boosting growth and cohesion in EU border regions COM(2017) 534 final Responsible: REGI (also referred to EMPL, CULT, IMCO, TRAN, VI, ECON, ITRE for opinion) Coordinators took note that a number of groups expressed an interest in drawing up an INI report based on this Commission Communication. They agreed to return to this at a later date. European Semester for economic policy coordination: Annual Growth Survey 2018 (INI) Responsible: ECON Opinion: REGI (BUDG is associated under Rule 54, VI has requested an opinion) Coordinators asked the Chair to draw up an opinion on behalf of the Committee (0 points). 3. Delegations 2018 Coordinators took note of the proposals from the political groups for Committee delegations in They decided on the following programme of delegations in 2018 and the pre-election period in 2019: (i) Ljubljana - Boston and Washington - La Reunion-Mayotte (ii) Malta 4. Bulgaria delegation: update Coordinators approved the most recent version of the draft programme and list of participants in this delegation, which will take place between Sunday 29 and Tuesday 31 October Inter-parliamentary meeting with national parliaments, 22 November 2017: update Coordinators took note of the latest draft programme for this inter-parliamentary meeting, the title of which is The Future of Cohesion Policy post 2020: Opportunities, challenges and next steps. 6. STOA workshop, 16 October 2017 Coordinators took note that STOA - the Parliament s Science and Technology Options Assessment service - is organising a workshop by the title New technologies and Regional Policy: Towards the next Cohesion Policy framework on Monday 16 October Any other business (i) COM 2017/565 Coordinators took note that the Commission had very recently adopted a legislative proposal to amend the Common Provisions Regulation. 7 to be no more than an essentially technical adjustment to existing provisions, it might be approved under Rule 50, paragraph 1 (simplified procedure). Coordinators agreed to take a final decision on the procedure to follow when a referral to a committee responsible had been made. (ii) Implementation report on Cohesion policy and the thematic objective 'promoting sustainable transport and removing bottlenecks in key network infrastructures' Article 9(7) of the CPR Coordinators agreed to seek authorisation to draw up an implementation report on this subject (EPP, 5 points). 14. Any other business The rapporteur on the Omnibus dossier, Ms Krehl, reported back on progress in the trilogues to date. 15.
