The League of Women Voters will be hosting informational sessions about the City/County Consolidation. The Free Holders will be available for discussion and to answer questions. There will be two sessions to inform voters before the November 5 th Election. The first session will be September 12 th 7pm 9pm at Clarkston City Hall and second session will be September 26 th 7pm-9pm at the Asotin LIONS Hall. Charlotte Tuttle, of th Street, Asotin, stated she was concerned about a recent newspaper article about the cost of the City of Asotin having a police department. She stated she never wants to go back to the county providing police services to the City. She is satisfied with the City of Asotin Police Department and the two new police cars were needed to keep the department updated. CONSENT CALENDAR: The Council was presented with the following consent agenda: 1. Minutes of July 22, 2013 Meeting 2. Minutes of Special Meeting July 29, Expense Checks# $21, Payroll Checks# $20, EFT IRS $3, $1, Councilmember Appleton made a motion to approve the consent calendar. Seconded by Councilmember Fry. 2 SCHEDULED PUBLIC AGENDA ITEMS: None OLD BUSINESS: 1. Historical Monument Decision Councilmember Schneider contacted Randee Moss to ask her if she would like to be involved with the Historical Monument Committee. Randee will be meeting with Councilmember Schneider and Asotin Tomorrow on Wednesday to set a date to start working on developments. 2. Results of Traffic Speed Study for Cleveland Street Mayor Bonfield stated the police department will continue to monitor traffic on Cleveland Street. The orange diamond flags have been ordered to place on the speed limit signs. Pat Boedigheimer, of 310 Cleveland Street, wants to know why the city is selling the mobile radar trailer. Mayor Bonfield explained the batteries are expensive to replace. It costs $ per battery, which takes four batteries to operate and the batteries do not stay charged. Sandy Hill, of 311 Cleveland Street, states there should be a cross walk closer to the top of Cleveland Street. Mayor Bonfield met with Matt from the Asotin County Public Works Department to ask was someone really going 65 miles an hour as the previous report had listed. He states you have to cross out the high and the low number due to the space between where the markers were placed. Those first two numbers would not be accurate. Pat Boedigheimer, explained a letter she had wrote to the Attorney General and the response of the letter. Tisa Ater of, 402 Cleveland Street, had a question, is it true that speed bumps are illegal. City Attorney, Jane Richards states the city is not going to place speed bumps or speed humps due to the liability to the city. Councilmember Van Pelt stated the City cannot stop the amount of traffic that uses the road. The city can only try to help reduce the speed. 3. Hammer Head Fire Turn Around Access 2 nd Street Update David Weissenfels stated he is completed with the Hammer Head Fire Turn Around Access. The railroad ties are not anchored until he receives approval. David Weissenfels will plant grass seed on the slopes in the fall. Mayor Bonfield was concerned that David Weissenfels was going to use the road as a driveway to access that lot. David Weissenfels explained, when the plat is completed he will place language in the restrictions, that the lots have to be finished in a hard surface. Councilmember Appleton asked about the sewer and water lines. David Weissenfels stated he will be putting in the sewer and water lines when the lot is developed. There will be enough room in the right of way from Harding. Cindy Epling, of 1203 Second Street, Asotin, also stated she and her husband could volunteer to help David Weissenfels finish any other issues on the project. Cindy Epling explained her Mother- In-Law s sewer and water lines are not the correct size. David Weissenfels stated when he puts his water and sewer lines in then her Mother- In-Law will have a chance to hook into the larger lines at that time. Once the city council accepts the road, there will be No Parking signs placed on the road. Councilmember Schneider stated David Weissenfels did an excellent job and as long as City Engineer, Eric Hasenoehrl and Fire Chief, Noel Hardin approve, then Councilmember Schneider approves. The city will make a motion to accept the road when the city sees the deed. Mr. Wilson has a deed for the road right of way and the deed from David Weissenfels property. David Weissenfels asked Eric Hasenoehrl to Page 2 of 5

3 write the legal description for the 50 foot right of way. Eric Hasenoehrl stated he cannot write the legal description, a surveyor must write the legal description. David Weissenfels will research the legal and bring it back to council for approval. 4. Apollo Solutions TABLED- More research needed. NEW BUSINESS: 1. Liquor License Application Matt s Grill & Lodge 90 2 nd Street Asotin Councilmember Appleton made a motion to approve the Liquor License Application from Matt s Grill and Lodge located at 90 2 nd Street in Asotin. 4 3. Steve Ketchum regarding an Easement to 484 Snyder Lane/sewer hookup through 599 Costley Lane TABLED- no person present to represent. CITY ENGINEER: 1. Second Street Storm Drainage DOE Project City Engineer, Eric Hasenoehrl gave a project update to the Asotin County Commissioners July 29 th. City of Asotin Council will be meeting with the Asotin County Commissioners August 26 th at 4:00pm for further discussions. Friday, August 16 th the Nez Perce Tribe and STRATA Geo-Technical Engineering will be drilling two 4 holes to verify the depth of fill and complete soil testing. This process was approved by the Asotin County Commission. TIB Engineer, Gloria Bennett met with Mayor Bonfield, City Engineer, Eric Hasenoehrl, and Deputy Clerk, Tina Davidson to discuss Transportation Small City Preservation Program Grant funding for for the purpose of Chip and Crack Sealing for Third Street and other small projects. MPO funds are available to be used with the TIB to assist the city for matching funds. CLERK S REPORT: 1. July 2013 District Court collected 4,660.50, of that the City sent $2, to the Washington State Department of Treasurer, paid District Court 49 tickets $980.00, Crime Victims Fund $43.08 and the City of Asotin deposited $1, a 31.29% rate of income from District Court. 2. Clerk/Treasurer, Tiffany Rogers reported there were 58 Past Due Utility Customers for July POLICE REPORT: None CITY ATTORNEY: None FIRE DEPARTMENT: None PLANNING COMMISSION: Elaine Greene, Chair of the Planning Commission reported on the July 11 th regular quarterly meeting. The Commission discussed the Variance Process, the six hardship criteria, and how the process fits the goals of the City and the comprehensive plan. The Commissioners referenced the sections of the Asotin Municipal Code that deals specifically with Variances and discussed the Commissioner s roll as a judicial body, whereas the City Council has the legislative capacities. Therefore, the Planning Commission s role is to interpret and rule on applications for Variance and not attempt to change the process. Commissioner, Risley presented reference materials for continuing education, A Short Course on Local Planning. The next meeting will be Thursday, October 10 th at 7:00pm, City Hall. COMMITTEE REPORTS: None COUNCIL COMMUNICATIONS - Councilmember Schneider reported that the MPO will no longer have an executive director starting October $75, will go towards programs. Shannon Grow and Asotin County Public Works Director will co-work as the director of the MPO. Page 4 of 5

5 None Councilmember Fry stated Asotin County has put together a Public Facilities Board to fund the aquatic center. A.02% sales tax will be designated for the aquatic center and will be on the 2013 ballot. The Public Facilities Board will govern the monies that can only be used for the aquatic center. The people on the board were appointed by the county. Per Councilmember Fry, he was appointed to be on the Public Facilities Board. None Bob Van Pelt- None MAYOR S REPORT: Kathy McMorris did authorize language to be placed in the WRDA Bill for the marina. Also language to return the leased property by Corp of Engineer to the City of Asotin which includes the baseball, softball, football field, point by the crick, marina, chief looking glass, city park and the maintenance building. The City can never sell the property, but the property can be leased to a business. The property can only be used for recreational purposes. The request is in three different parts in hopes that they will include it all but if they didn t, then the city would at least receive one. The City can apply for RCO funding if the extended lease on the marina is granted. Councilmember Fry wanted to thank Mayor Bonfield for placing trash cans at the beach areas. They are full and trash is placed around the cans, but at least they are still collecting the trash in the right area to be picked up. RESOLUTIONS & ORDINANCES: 1. First Reading of Ordinance # Being an Ordinance Creating a new section of the Asotin Municipal Code being Granting Authority to the Mayor and/or his/her designee to prohibit the use of fire pits and/or other wood burning devices during periods of extreme fire hazard. Councilmember Fry made a motion to approve the first reading of Ordinance # creating a new section of the code granting authority to the Mayor to prohibit the use of fire pits and/or other wood burning devices during periods of extreme fire hazard. Seconded by Councilmember Schneider. There was no discussion. All Aye. Motion carried. EXECUTIVE SESSION: RCW (i) Litigation Time - Time TABLED- no person present to represent.
