King and Queen County Courts and Administration Building General District Courtroom Minutes of the Meeting INVOCATION AND PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES Chairman Alsop called the meeting to order with all members present. Mr. Simpkins provided the invocation followed by the Pledge of Allegiance to the Flag of the United States. APPROVAL AND SIGNING OF THE NOVEMBER 7, 2016 MINUTES A motion was made by Mr. Bailey and seconded by Mr. Burns to approve the November 7, 2016 minutes as presented. APPROVAL AND SIGNING OF THE DECEMBER 2016 WARRANTS AND APPROPRIATIONS A motion was made by Mrs. Morris and seconded by Mr. Bailey approving the November 2016 warrants and appropriations. SCHOOL FUND APPROPRIATION REVENUES A motion was made by Mr. Burns and seconded by Mr. Simpkins to approve the school revenues and appropriation for the months of August, September and October, as follows: 1

2 August Revenue: $335, September Revenue: $373, October Revenue: $466, Total Revenues: $1,175, PUBLIC COMMENT PERIOD Chairman Alsop opened the public comment period asking that those who wish to speak to state their name and district and to limit their comments to three (3) minutes. After hearing no comments, the public comment period was closed. SCHOOL SUPERINTENDENT AND SOCIAL SERVICES MONTHLY REPORT School Superintendent The Board was advised that the Superintendent of Schools would not be in attendance at the meeting. Director of Social Services Director of Social Services Betty Dougherty was present providing a report to the Board updating on the following: Quin Rivers Community Assessment Advised that their strategic planning committee was in the process of completing a community assessment on the counties covered by Quin Rivers and that a part of the assessment included a citizen need survey of which she will provide a copy when it is completed. Energy Assistance Advised that their fuel assistance program accepted 233 applications from October 11 through November 11 th, with 208 being approved and 25 being denied. They are currently accepting crisis applications of which they have processed and approved 86 Energy Share applications in 2016 in collaboration with the United Way and Dominion Virginia Power. Advised that they have scheduled to have a Child and Family Review on December 16 th and March 16. Nurturing Parenting Classes Advised that CSB will be providing a nurturing parenting class at Lawson Marriot Elementary School funded by the Safe and Stable Families 2

3 Grant. This is part of a 15 week free program from 6:00 8:00 P.M., Thursday nights beginning on January 19, Chairman Alsop questioned when the fuel assistance letters would be sent. Mrs. Dougherty advised that they could be out around the 20 th of December. PUBLIC HEARING PROPOSED ZONING TEXT AMENDMENTS (1) ZA16-03 ZONING TEXT AMENDMENT, ARTICLE 4, TABLE 4.1, PERMITTED USES AND ZA 16-04, ARTICLE 16 SIGNS ZA16-03 ZONING TEXT AMENDMENT, ARTICLE 4, TABLE 4.1 PERMITTED USES Chairman Alsop opened the public hearing on ZA16-03, Zoning Text Amendment, Article 4, Tabled 4.1, Permitted Uses. Deputy Clerk, K. Diane Gaber verified proof of publication in the Rappahannock Times and Tidewater Review the weeks of November 23 rd and November 30 th and in 1 week issue of the Country Courier on both Zoning Text Amendments. Ms. Alsop advised that ZA16-03, Zoning Text Amendment Article 4, Table 4.1- Permitted Uses amending the current existing table to allow commercial uses to have items for sale and/or display setback 50 from the edge of pavement vs., the current 75 setback. The amendment will also clarify that manufactured/mobile homes are not permitted within campgrounds. (Current manufactured/mobile homes within existing campgrounds lawfully approved will be considered as a pre-existing non-conforming use). After hearing no comments, the public hearing was closed. A motion was made by Mrs. Morris and seconded by Mr. Bailey to accept the recommendation of the Planning Commission approving ZA ZA 16-04, ZONING TEXT AMENDMENT, ARTICLE 16, SECTION 3-101, SIGNS Chairman Alsop opened the public hearing (verification of proof of publication already made) on Zoning Text Amendment, ZA16-04, Article 3-101, Signs. 3

4 ZA16-04, ZONING TEXT AMENDMENT, ARTICLE 16, SECTION 3-101, SIGNS Chairman Alsop advised that ZA16-04, Zoning Text Amendment, Signs is proposed changing the current existing ordinance to allow for additional and larger signage in the commercial and industrial zoning districts. The floor was open for comment. After hearing no comments, the public hearing was closed. A motion was made by Mr. Burns and seconded by Mr. Bailey to accept the recommendation of the Planning Commission approving ZA APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS King and Queen County Planning Commission Stevensville District (to replace Freddy Byrd) TABLED St. Stephens Church District (Mr. Guess term expires in January) A motion was made by Mr. Simpkins and seconded by Ms. Alsop to reappoint Mr. James Guess to a four (4) year term expiring January Buena Vista District (Mr. Richardson s term expires January) A motion was made by Mr. Burns and seconded by Mr. Bailey to reappoint Mr. Hunter Richardson to a four (4) year term expiring January Stevensville District (Mr. Coleman s term expires in January) A motion was made by Mrs. Morris and seconded by Mr. Bailey to reappoint Mr. Robert Coleman to a four (4) year term expiring January

5 Board of Zoning Appeals Newtown District (to replace Mr. James L. Dabney) TABLED BUDGET AMENDMENTS/TRANSFERS/ SUPPLIMENTS BUILDING INSPECTOR POSITION - $35, A motion was made by Mr. Burns and seconded by Mr. Bailey to approve a budget amendment in the amount of $35, of which includes salary and benefits. PLANNING COMMISSION REQUEST FOR PUBLIC HEARING ZONING TEXT AMENDMENT ZA16-05, ZONING TEXT AMENDMENT VIRGINIA SAND AND STONE, ARTICLE 4, TABLE 4.1, PERMITTED USES At the November meeting of the Planning Commission, a public hearing was held on the above mentioned zoning text amendment and was approved. The Planning Commission is requesting that the Board set a public hearing at their January 2017 regular meeting and accept their recommendation for approval of ZA16-05, Virginia Sand and Stone, Article 4, Table 4.1, Permitted Uses. Virginia Sand & Stone, LLC is requesting a text amendment amending the current existing table to allow resource extraction activity within a required yard where DMME allows resource extraction by permit. A motion was made by Mrs. Morris and seconded by Mr. Bailey to hold a public hearing at the regular meeting of the Board to be held on January 9, 2017 at 7:00 P.M. DISCUSSION/APPROVAL OF FY2018 BUDGET SCHEDULE A motion was made by Mr. Burns and seconded by Mr. Bailey to adopt the FY 2018 Budget Schedule as proposed: 5

7 COUNTY ADMINISTRATOR S COMMENTS County Administrator was not present at the meeting. BOARD OF SUPERVISORS COMMENTS Mr. Bailey provided the following comments: Thanked those that provided reports at the meeting Wished everyone a Merry Christmas and a Happy New Year, hoping that everyone will have a joyous holiday season. Asked that everyone be careful when going home Mr. Burns had the following comments: Wished everyone a Merry Christmas and a Happy New Year Thanked the citizens for allowing him to serve on the board, that it had been a great year and hopes to learn more Mrs. Morris had the following comments: Thanked everyone for coming to the meeting Wished everyone a Merry Christmas and a Happy New Year Expressed that we need to look out for our neighbors and the elderly Mr. Simpkins had the following comments: Thanked those that came out to the meeting Advised that he toured the three (3) schools of which Delegate Hodges was in attendance as well. The appearance of the schools were clean, quiet and well run. While there they observed classrooms and the children appeared to be engaged Advised that he attended the Regional Economic Development Group, expressing that there was a lot of planning and organizing going on and feels there will be some rewards in the future. Wished everyone a Merry Christmas and a Happy New Year, and a safe trip home. Ms. Alsop had the following comments: Thanked everyone for coming Advised that there would not be workshop for the month of December Advised that last month was a busy month Advised that she was elected 1 st Vice-President of VACO and asked that the Board members be prepared to go to the VACO conference next year as she would like for them to be there. 7

8 Advised that King and Queen County was recognized for Broadband at the VACO conference with a nice write up being the #1 award Expressed that this would be her last meeting as Chair of the Board and that it has been great representing the County at so many events Advised that Essex County is coming on our radio system and seems to be going well.
