Whereas, G.S. 0- authorizes the General Assembly to make certain appointments to public offices upon the recommendation of the Speaker of the House of Representatives and President Pro Tempore of the Senate; and Whereas, G.S. - and G.S. -, as amended by S.L. 0-, authorize the General Assembly to make appointments to the board of trustees of each of the constituent institutions of The University of North Carolina and the School of Science and Mathematics upon the recommendation of the Speaker of the House of Representatives and the President Pro Tempore of the Senate pursuant to G.S. 0-; and Whereas, G.S.
