Minutes of the Regular Meeting of Council held December 16, 2008 RES #01/09 Seconded by Councillor Zacharias That the Minutes of the Regular Meeting of Council held December 16, 2008 be adopted as circulated. Late Items RES #02/09 That the late items be added to the agenda.

2 C3a) Letter of Understanding with the Williams Lake Indian Band - Community Forest RES #03/09 Seconded by Councillor Zacharias January 6, 2008, Council approve the Letter of Understanding between the City and the Williams Lake Indian Band regarding Community Forest opportunities, for execution by the City of Williams Lake and the Williams Lake Indian Band. C5a) NAV Canada Level of Service Review RES #04/09 January 8, 2009, Council provide a submission to NAV Canada strongly recommending against any loss or reduction in Air Traffic Services at the Williams Lake Regional Airport; and further, that the City encourage District of 100 Mile House and Cariboo Regional District officials to respond accordingly. C5b) Travel for Federation of Canadian Municipalities 72nd Annual Conference RES #05/09 That pursuant to the report of the Manager of Council and Community Relations dated January 6, 2009, Council approve travel for Mayor Cook and Councillor Rathor to attend the 72nd Annual Federation of Canadian Municipalities Conference being held June 5 to 8, 2009 in Whistler, BC at a cost of $675 per person plus travel costs.

3 C5c) Renewal of Landfill Site Lease RES #06/09 That pursuant to the report of the Director of Corporate Services dated January 8, 2009, Council authorize the First Renewal Term for the Landfill Site Lease with the Cariboo Regional District for the five year term January 1, 2009 to December 31, 2013, pursuant to the Renewal Option contained in the Lease Agreement; and further, Staff prepare the necessary documentation for execution by the City and the Cariboo Regional District. C6a) Affordable Housing - Membership in BC Non-Profit Housing Association RES #07/09 That pursuant to the report of the Community Action Plan on Homelessness Project Coordinator dated January 5, 2009, Council approve membership in the BC Non-Profit Housing Association. C7a) Application to LocalMotion Program for Kiwanis Park Disabled Playground RES #08/09 January 8, 2009, Council authorize staff to apply to the BC LocalMotion Program for $150,000 toward the completion of the Kiwanis Park Disabled Playground Project at a total cost of $300,000; and further, early Capital budget approval for $55,000 as the City's contribution to the project be referred to the Finance Portfolio.

4 D Borrowing in Anticipation of Revenue Bylaw No RES #09/09 Seconded by Councillor Rathor That the 2009 Borrowing in Anticipation of Revenue Bylaw No be reconsidered and adopted. F1. Trust Fund Established for Sparwood Avalanche Victims RES #10/09 That Council extends its condolences to the District of Sparwood and the Sparwood Avalanche Victim's Trust Fund information be posted to the City's website. G1. Proclamation - "Family Literacy Week" RES #11/09 Moved by Councillor Bourdon That pursuant to the request of the Cariboo Chilcotin Partners for Literacy Society in their letter dated December 11, 2008, the week of January 25 to 31, 2009 be proclaimed "Family Literacy Week" in the City of Williams Lake, pursuant to City policy.

Towns of Tomorrow -Program Application RES #12/09 Seconded by Councillor Walters That Council authorize staff to apply to the BC Towns for Tomorrow program for $150,000 toward the development of the Tourism Discovery Centre basement as meeting and convention space.
