Waggle, Deputy Executive Director Status of Five I-10 Interchange Projects STAFF RECOMMENDED MOTION: Receive and File Status of the Five I-10 Interchange Projects BACKGROUND: Attached is the latest status report for the five interchange projects as of October 11, In summary, the Bob Hope Drive/Ramon Road/I-10 Interchange contract was awarded on November 16, Palm Drive/Gene Autry Trail/I-10 Interchange followed closely behind with an award of bid on January 26, The Bob Hope Drive/Ramon project started construction on February 3, 2010 while the Palm Drive/Gene Autry Trail project began construction March 1, The release of the Indian Canyon project for bid was approved on March 16, 2010 by the County Board of Supervisors. Bid opening was on April 28, Low bidder was Granite Construction with a bid of $16,526,137. The engineer s estimate was $25,475,600. The contract was approved by the Board of Supervisors on May 25, The Notice to Proceed was issued on August 23, Construction on the interchange has started. The Date Palm interchange is scheduled to begin construction late this year or early next year with considerable effort being made to keep this project moving forward although the State budget stalemate could delay the project further. Finally, the bids for Bob Hope Drive/Ramon Road/I-10, Palm Drive/Gene Autry Trail/I-10 and Indian Canyon/I-10 all came in well under the engineer s estimates. Although there is no guarantee that the future bids will follow a similar pattern, it is a very good time for projects to be out for bid. FISCAL ANALYSIS: Funding for Bob Hope Drive/Ramon Road, Palm Drive/Gene Autry and Indian has been budgeted for and secured through various funding sources so there is no fiscal impact.
17 Indian Canyon/I-10 Interchange Notice to Proceed Approved on August 23, 2010 Construction The contractor has started work with Progress the first order of business being the placement of environmental fencing. Lane and ramp closures were scheduled for four nights starting on September 13, The closures were to allow the contractor to place barriers (K rail) on the freeway. All closures went without incidence. The camera began operating on October 7, To view go to: Earthwork has started for the west side bridge over the freeway and the eastbound hook ramp off of the I-10. There are no scheduled freeway closures at this time.
18 Palm Drive/Gene Autry Trail/I-10 Interchange Start of Construction March 1, 2010 Construction The concrete pour for the bridge Progress deck over the freeway happened on the night of October 4/5. According to the contractor, all went well with no reported incidents. Work continues on the bridge over the railroad. All parties have signed the agreement so the potential labor dispute with equipment operators has been averted. The contractor is considering leaving the falsework at this time so they can erect the railing. The removal of falsework is not scheduled at this time.
19 Date Palm/I-10 Interchange Environmental Phase Re-certification complete and approved by CTC on February 24. Design Phase 100% Roadway PS&E submitted to Caltrans on April 8, Right-of-Way and All right-of-way has been obtained or Utility Coordination is in escrow. Expect right-of-way certification 2 soon. Funding Final cost estimates completed. The California Transportation Commission allocated $14.4 million to the project on May 19, 2010 and RCTC allocated $8 million in July. Additional funding option plus state budget stalemate has delayed approval of cooperative agreement which will set back schedule. 20 Bob Hope Drive/Ramon Road/I-10 Interchange Start of Construction February 3, 2010 Construction Falsework over the freeway has been Progress erected. Decking and soffit is being installed. There are no more scheduled full freeway closures until the falsework is removed. The issue with the railroad has been resolved so there is currently access for trucks over the tracks.
21 Jefferson/I-10 Interchange Environmental Phase A contract has been approved by the County Board of Supervisors. There was a meeting to go over the schedule on October 13. Based on that meeting, the PA&ED phase will take 20 months but effort is being made to shorten the time. Waggle, Deputy Executive Director Consider the Update of the Transportation Project Prioritization Study (TPPS) and Regional Arterial Cost Estimate (RACE) Final Reports STAFF RECOMMENDED MOTION: That the Transportation Technical Advisory Sub- Committee Recommend the Executive Committee Approve the Update of the Transportation Project Prioritization Study (TPPS) and the Regional Arterial Cost Estimate (RACE) Final Reports. BACKGROUND: In 2008 the Executive Committee approved qualifying criteria and charged CVAG staff with updating the TPPS and RACE. Both documents were last updated in On October 26, 2009, the Executive Committee awarded a contract to KOA Corporation to prepare the TPPS, RACE and the Transportation Uniform Mitigation Fee (TUMF) Nexus Study. Along with TTAS input, KOA has been working on the document for the past several months. The TPPS ranks the regional road projects in the Coachella Valley based on a system of criteria adopted by the Executive Committee. The accompanying RACE provides a cost estimate, in current dollars, of the segmented improvement projects. Once adopted, the TPPS and RACE serves as the basis for the TUMF Nexus Study. In the TPPS, a roadway segment must comply with three of five qualifying criteria to be considered for regional funding. Those criteria are as follows: 1. The roadway must connect to, or cross over, Interstate 10 or State Route 86S. 2. The roadway must go through or border two or more jurisdictions. 3. The roadway must be shown in an agency s general plan as a minimum four-lane roadway/street. 4. The roadway segment volume (measured in the current year) must exceed 20,000 ADT in both directions. 5. The roadway must cross the Whitewater River Channel or a major tributary. TTAS, KOA and CVAG staff developed the eligible roadway segments starting with the list in the 2005 TPPS, removing any segments that were deemed complete and adding segments suggested by TTAS members. On October 7, 2010, the following final adjustments were made to the TPPS eligible segment lists: Remove: 1. IND2A (B-448) Indian Canyon Dr. Interchange

B-447 and B-359 Combine into one buildable project (B-447) Once a road segment qualifies for regional funding, a series of evaluation criteria determine the order of priority. The point system consists of four main criteria and four bonus point criteria. The criteria list follows. Main Criteria: 1. Roadway Surface Condition 2. System Continuity 3. Level of Service 4. Accident Rate Bonus Criteria: 1. Construction cost for buildable project is less than $1,000, Project readiness (R/W available, environmental document approved, agency funds reserved, plans and specifications complete) 3. Whitewater River or major tributary crossing 4. Backbone level project For the main criteria, scores between 0 and 5 were assigned. The points for the bonus points are 1 for the construction cost of less than $1,000,000, ½ to 1 for project readiness (1 point if three or four of the items are complete, ½ if one or two are done), ½ for crossing of the Whitewater River or a major tributary and ½ for a backbone project. The maximum possible score is 23. KOA has taken all of the roadway segments, converted the segments into buildable projects, computed the final scores and ranked the projects based on the total scores. A complete list of buildable projects both by ranking and alphabetically by roadway segment are contained in the Executive Summary of the TPPS. After the Executive Summary, the various chapters analyze the scoring criteria in detail and compute scores for roadway segments. The RACE determines a uniform methodology for roadway segments contained in the TPPS and estimates the cost to complete the ultimate improvements. The costs were based on planning level amounts for right-of-way, construction and impact factors for unique project cost additions. Additional right-of-way square footage, if any, is based on the minimum right-of-way needed, as determined by CVAG, to complete the roadway size of each segment. The unit costs of real estate to complete the needed right-of-way were developed for three defined areas within the
27 Coachella Valley. All segment construction costs are calculated by unit prices for items of work and supplemented with contingencies and add-ons such as engineering, design and construction management. The unit prices were established based on input from TTAS and were used to come up with perfoot costs for a group of cross sections of road improvements, called Level of Improvement Standards (LOIS). This unit price per foot was applied to each segment to determine the cost of construction. For interchanges and intersection improvements, a lump sum cost was used. Impact factors are used as multipliers applied to the project s construction cost to account for special conditions that will add to its complexity and cost. Examples include large utility facilities, unusual environmental mitigation or condemnation for right-of-way. The cost, without the changes mentioned above, of the regional transportation system as itemized by the RACE totals $2.987 billion. This compares to a total of $2.603 billion shown in the 2005 RACE. Now that the RACE is complete, the next phase is the TUMF Nexus Study. KOA, as part of their contract, will be preparing the study. In conjunction, staff will ask that the Executive Committee form a TUMF Advisory Committee made up of members from each of CVAG s committees that deal with transportation issues (TTAS, Transportation, TAC and Executive Committee). In 2005, there were three members from the TTAS that served on that Advisory Committee, Bruce Harry, Bill Bayne and Tim Jonasson. Staff will be asking for volunteers for this year s committee. FISCAL ANALYSIS: The adoption of the updated TPPS and RACE will have no fiscal impact because the studies have been budgeted for over the past two fiscal years. Adoption will have a long range impact on projects that are planned and funded through CVAG consistent with the TPPS.
